About this opportunity

The Office of Naval Research seeks manufacturing technology innovations supporting the Navy Manufacturing Technology Program's maritime modernization agenda, with Phase I white papers due 60 days from publication and full proposals due 45 days after Phase I selection notification, and Phase II remaining open approximately one year from publication. No set-aside applies; all responsible sources including small business, large business, academia, and non-traditional contractors may compete as primes.

Place of performance is Arlington, Virginia. The solicitation operates in two phases with distinct funding profiles. Phase I funds approximately 3–5 individual 6.2 Applied Research projects valued at $500,000 to $3 million and 5–10 individual 6.3 Advanced Technology Development projects valued at $1.5 million to $5 million, with performance periods of 1–2 years per project. Phase II submissions are considered on a rolling basis. Awards may be structured as firm fixed price, cost-plus fixed fee, milestone payment structures, or Other Transaction Agreements under 10 U.S.C. § 4021 and § 4022.

Five priority focus areas guide technical scope: Speed, Throughput, and Availability; Advanced Manufacturing; Sustainment and Repair; Industrial Base Modernization; and Supply Chain Capacity & Logistics. Technical areas of interest include novel materials, advanced sensors, robotics, automation, digital tools, AI/ML applications, autonomous inspection systems, advanced electronics, non-destructive testing, and supply chain integration. White papers must identify a specific transition partner (shipyard, depot, or prime contractor) and a credible path to Navy adoption. Offerors must hold NAICS code 541715 in SAM.gov and maintain CMMC Level 2 (Self) certification prior to award if processing controlled unclassified information. Organizations may submit multiple white papers for distinct ideas across 6.2 and 6.3 categories. No statutory minimum percentage of work is required from the prime contractor. Evaluation emphasizes ManTech appropriateness, technical soundness, naval relevance and impact, organizational capability, financial feasibility, transition potential, and intellectual property strategies supporting long-term naval industrial base scaling.

Notice text

This announcement is issued on behalf of the Navy Manufacturing Technology (ManTech) Program. The focus of this research and development opportunity is on targeted manufacturing improvements to directly impact speed, throughput, and industrial base resiliency. This is vital for developing the next generation of manufacturing capabilities that will enable the ability to build faster, arm faster, and repair faster. We seek innovations that will fundamentally improve the efficiency of our shipyards, maintenance depots, and supply chain partners. Offerors must clearly articulate how their proposed research will dismantle existing barriers and contribute to a more robust and responsive industrial ecosystem, improving the resilience and competitiveness of the Nation’s shipbuilding enterprise.
