About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 seeks elevator maintenance, repair, inspection, and testing services across five facility locations, with proposals due July 2 and questions due June 26. The procurement is set-aside 100 percent for Service-Disabled Veteran-Owned Small Businesses.

Place of performance includes Palo Alto, Menlo Park, Livermore, Mountain View, and Sunnyvale, California. The contract covers 63 elevators with performance at Palo Alto Main Campus, Menlo Park Medical Center, Livermore Medical Center, Mountain View Center, and VA Research Center in Sunnyvale.

The contractor must employ at least one ASME/NAESA QEI-certified elevator inspector with minimum five years' experience and hold a California C-11 Elevator Contractor's License. All maintenance work must be performed exclusively by National Elevator Industry Educational Program (NEIEP)-trained, International Union of Elevator Constructors (IUEC) technicians. The contractor must provide two resident mechanics at each location working 40 hours per week. All work must comply with ASME A17.1, A17.2, A17.3, NFPA codes, OSHA requirements, and International Building Code standards. Services include monthly preventive maintenance inspections, callback service within one hour for passenger entrapments and two hours for other non-emergency callbacks, and unscheduled maintenance and repairs with a not-to-exceed ceiling of $200,000 annually.

The base performance period runs August 1, 2026 through July 31, 2027, with three one-year option periods extending through July 31, 2030. The estimated contract value is $22 million firm fixed price across the base year and option years. The contractor must obtain all required licenses, permits, and insurance including $500,000 general liability coverage. Contractor cannot subcontract. Evaluation criteria include technical capability, past performance ratings from CPARS and FAPIIS, and competitive pricing. Service Contract Act wage determinations apply to Santa Clara and Alameda counties. Offerors must attend mandatory site visits scheduled June 24–26 and acknowledge receipt of Amendment 0003 prior to the deadline.
