About this file

This is Amendment 0003 to Solicitation 36C26126Q0697 issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 21, addressing Questions & Answers and updating the price schedule and inventory.

The solicitation requires elevator maintenance and repair services for five VA locations: Palo Alto, Menlo Park, Livermore, Mountain View, and Sunnyvale. The contract specifies two resident mechanics, each working 40 hours per week, to perform all scheduled maintenance and repairs. The scope explicitly excludes annual inspections, which are covered under a separate VA contract. The total elevator inventory has been corrected to 63 units across multiple buildings; Buildings 710 and 530 were added with their corrected building numbers, Building 54 was removed due to closure, and B347 service elevator repairs are excluded as part of a separate contracting action. The contract structure includes a base period (08-01-2026 to 07-31-2027) and four option periods through 07-31-2031. Line items include monthly service and maintenance at 12 months per period and estimated unscheduled maintenance and repairs with a not-to-exceed cap of $200,000 per period. The Principal NAICS Code is 238290 (Other Building Equipment Contractors) and the Product/Service Code is J036 (Maintenance, Repair, and Rebuilding of Equipment - Special Industry Machinery). Offerors must acknowledge receipt of this amendment prior to the deadline specified in the solicitation or face rejection of their offer.

The purpose of this modification is to respond to Questions & Answers, and update price schedule (SEE ATTACHED) & inventory (SEE ATTACHED).

Questions and Answers:

1. The Current contract requires two resident mechanics (40 hours/week each) to perform all maintenance and repair services. Can the VA confirm that this solicitation and follow on contract will have the same hours requirement as the current contract? That is correct, the new contract requires two resident mechanics, each working 40 hours per week, to perform all maintenance and repair services. The price schedule has been revised to reflect these changes.

2. It appears the way the solicitation is written is both maintenance and an inspection contract. Normally, the inspections are a separate contact from the VA and not included in routine elevator maintenance contracts. Just maintenance and repairs services shall be done. The annual inspections is included in a separate contract. The price schedule has been revised to reflect these changes.

3. Based on our count, we should have a total of 68 units, and I believe Building 710 should be included. Could you please share the finalized, curated unit list so we can confirm everything is accounted for correctly? See response below.

4. I’ve also seen another version of the list that included Building 54 but did not include Building 530, so I’d appreciate your help reconciling these discrepancies. Additionally, I wanted to discuss how we should handle the elevators we are bidding on that are currently out of service. See response below.

The correct number of units is 63. Buildings 710 and 530 were included; however, their building numbers were inadvertently omitted from the inventory chart. Additionally, Building 54 has been closed and is no longer in service, and therefore has been removed from the inventory list. An updated inventory reflecting these corrections and the accurate building numbers is attached to this amendment. B347 service elevator will not be repaired, the repairs are part of a separate contracting action.
