About this opportunity
This draft request for proposal seeks transformational shared services to support a range of functional activities for the National Aeronautics and Space Administration, including financial management, human resources, procurement, intelligent automation, and agency business services. Services will include accounts payable, payroll, travel processing, grants administration, and contract closeout. Proposals will be evaluated based on mission suitability, price, and past performance, with mission suitability being the most important factor. Industry feedback is requested by October 19th to inform the final RFP planned for release on SAM.gov.
The solicitation contains no set-aside designations. The anticipated NAICS code is 541511 with a size standard of $41.5 million. The current contractor is General Dynamics Information Technology, with a contract value estimated between $500 million to $1 billion over five base years and three option years. Services will support over 300 full-time equivalents across multiple NASA centers. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.
This requirement is to support a broad range of functional activities to include but not limited to Financial Management Services (FM), Human Resources Services (HR), Procurement Services (PR), Intelligent Automation Services (IAS), Agency Business Services (ABS) and, potentially, new lines of business and/or technical services to support the National Aeronautics and Space Administration.
This pre-solicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response to this notice. The Government is interested in receiving industry feedback as this will enhance the completeness of the of the RFP.
