About this opportunity
NASA's National Aeronautics and Space Administration Shared Services Center is procuring research and development activities from small businesses through a Broad Agency Announcement (BAA) covering the Small Business Innovation Research (SBIR), SBIR Ignite, and Small Business Technology Transfer (STTR) Programs for fiscal years 2026-2027. The BAA establishes an omnibus framework through which NASA will release specific funding opportunities via appendices throughout the announcement period, with the BAA itself effective through September 30, 2027. Key requirements include that eligible participants must be small business concerns with no more than 500 employees combined with affiliates, properly registered with SAM.gov under NAICS codes 541713 or 541715, and maintain active entries in the SBA Company Registry. Proposals will undergo multi-stage review including administrative compliance checks, technical responsiveness evaluation, commercial potential assessment, and cost/price reasonableness analysis, with NASA applying competitive evaluation criteria and considering programmatic balance factors such as portfolio distribution across centers and geographic considerations. All proposals must be submitted electronically, and the announcement period extends through September 30, 2027, with NASA anticipating the release of 2 to 3 appendices each fiscal year containing specific research subtopics and submission instructions.
This opportunity is designated as a Total Small Business set-aside with no identified incumbent contractors. Phase I awards have a maximum value of $225,000 with a 6-month period of performance for SBIR and SBIR Ignite programs and a 13-month period for STTR, while Phase II awards carry a maximum value of $1,275,000 with a 24-month period of performance across all program types. Technical and Business Assistance (TABA) funds are now incorporated within total award values, with up to $6,500 available for Phase I and $50,000 for Phase II proposals. Effort requirements specify that SBIR Phase I and Phase II require the small business to perform at least 67% and 50% of the work, respectively, while STTR requires minimum performance levels of 40% for the small business and 30% for participating research institutions. All awards are structured as firm fixed-price contracts, and cost sharing is permitted but not required and will not be used as an evaluation factor.
Notice text
The NASA SBIR/STTR Program is moving to a Broad Agency Announcement (BAA) (See more in FAR 35.016 https://www.acquisition.gov/far/35.016) to procure research and development activities from small businesses. This Broad Agency Announcement (BAA) sets the requirements for you, the offeror, to submit a proposal to NASA for Small Business Innovation Research (SBIR) (including SBIR Ignite) and Small Business Technology Transfer (STTR) Program Phase I and Phase II projects. NASA will solicit proposals for specific funding opportunities by releasing appendices to this BAA throughout the effective period of this BAA.
This document contains the objectives, funding information, proposal preparation instructions, and eligibility criteria. Each released appendix will contain instructions to submit a proposal package and the solicited research and technology subtopics for the specific funding opportunity. Requirements specific to each opportunity will be included in the appendices. In any instance where specific requirements in appendices conflict with requirements in the BAA, the specific requirements in the appendices take precedence for that opportunity. As of the release of this BAA, NASA does not have an exact number of planned appendices, but the program anticipates releasing 2 to 3 appendices each fiscal year. More information about the release schedule can be found on our website: https://www.nasa.gov/sbir_sttr/
