Initial Remarks
• NASA appreciates the questions and comments in response to the September 21, 2022, Industry Day and the Draft RFP.
• Questions and comments from industry resulted in improvements to the quality and content of the overall RFP.
• Several changes and additions were made to RFP Sections I-IV.
Section I, Model Contract
• Clause 52.216-4 Economic Price Adjustment-Labor and
Material was removed.
• Clause 1852.204-75 Security Classification Requirements was removed. (DD-254 Security Access is no longer a contract requirement)
Attachment I-1, PWS
• Section 2.29.1, NTSS Integration Requirements were added.
• Section 2.29.2, Knowledge Article Support was added.
• Section 3.4, NTSS IT Support was added.
• Section 3.10.1.1, Shared Cost Savings req’t was added.
• Section 3.10.1.2, Req’t for transition of Level of Effort Services to Fixed Unit Price Transactional Services was added.
Attachment I-2, DRD
• Re-procurement Data Package DRD was added.
• Property Management Plan DRD was removed.
• Innovation and Transformation (I&T) Plan DRD added.
• Transition of Level of Effort Services to Fixed Unit Price Transactional Services DRD was added.
Attachment I-3, Performance Requirements Summary
• Has been updated to remove or revise several performance measures (PM).
• The NTSS SEB consolidated and removed several PM’s initially posted in the draft RFP.
Attachment I-17, Service Definitions
• Has been updated to revise or clarify service definitions for all
Fixed Unit Price (FUP) Services.
Attachment I-21, Workload Data
• Has been updated for all functional areas to clarify Component
(billable) and Secondary (non-billable) for all Fixed Unit Price (FUP) and Level of Effort (LOE) Services.
• Column H reflects the “Utilization to use for RFP Purposes per Contract Year”
Attachment I-28, Pricing Template
• The SEB has pre-populated ODC plug numbers for the FUP services which historically require ODCs. All others are blank.
• The SEB has pre-populated labor categories, labor hours, and plug numbers for ODCs for all LOE services.
• The lone exception is for PWS 3.10.1 which has some LOE hours included. Offerors shall use this WBS to propose their LOE and ODCs to support their innovation and transformational approaches.
Section III, Instructions to Offerors
• Have been revised: Mission Suitability, Past Performance, and
Price.
Rearranged MS to ensure Innovation and Transformation is a clearly identified significant factor in the instructions.
Removed requirement for specific knowledge of “NASA Systems”
Several Price updates have been made to the related I-28 Price Template
Section IV, Evaluation Factors for Award
• Have been revised: Mission Suitability, Past Performance, Price, and Source Selection Authority (SSA)
Corresponding changes from Instructions (previous slide) to Evaluation Factors were made.
New SSA: Anita Harrell, Executive Director, NSSC.
RFP
• Reminder: Today's list is not exhaustive – actual solicitation terms, conditions, and provisions in the RFP take precedence
• RFP will be released under 80NSSC23R0001
• Anticipated release of the RFP is Friday, October 28, 2022
• Blackout Period will start with the release of the RFP
