About this opportunity
Army Contracting Command–Redstone Arsenal seeks a Contractor-Owned, Contractor-Operated (COCO) commercial turnkey solution to train 800–1,500 rotary-wing pilots annually under the Flight School Next (FSN) program, with Phase I submissions due December 15, 2025 at 1200 CST and expected contract award by September 30, 2026. This is an Indefinite Delivery/Indefinite Quantity solicitation with Firm Fixed Price task orders under Commercial Solutions Opening W9113M-25-S-C006, NAICS 611512 (Flight Training), PSC U006. No set-aside applies.
Place of performance is Fort Rucker, Alabama. The contractor must provide all training services and equipment—single-engine turbine helicopter(s), aircraft maintenance, parts, academic and flight instructors, and simulation training devices—to train pilots to Army standard equivalent to FAA commercial helicopter pilot certification. The Army will provide maintenance hangar space, ramp parking, storage, training areas, office and classroom facilities, air traffic control, fire and rescue services, medical evacuation, and Jet A fuel at no cost. Training comprises a minimum of 131 flight hours per student (including at least 10 solo hours), completed within a maximum 22 weeks, across three phases: Private Pilot, Instrument Rating, and Tactical Flight Training. The helicopter must be single-engine, single-rotor, FAA Part 27 certified, capable of night operations, accommodating one instructor pilot, one flying student at controls, and one observing student, with simultaneous radio communication capability across UHF-AM, VHF-AM, and VHF-FM bands with independent pilot transmission capability.
The contract spans 26 years (one-year build-up plus 25 years performance), with phased capacity ramp: 25 percent of classes (~310 students annually) in year one of operations, 50 percent by year two, 75 percent by year three, and 100 percent (~1,250 students annually) by year four. Training is conducted Monday–Friday, 0600–2400 Central Time seasonally, with Saturday operations permitted for schedule recovery.
The procurement follows a four-phase competitive evaluation process. Phase I (due December 15, 2025) requires a Quad Chart and Solution Brief. Phase II (due January 16, 2026) invites selected offerors to present a Performance Work Statement framework, Rough Order of Magnitude pricing in five-year increments, and innovation demonstrations. Phase III (due February 23, 2026) requires a Commercial Solutions Proposal in five volumes: Technical (45 pages), Schedule (30 pages), Price (10-page narrative plus attachments), Performance Work Statement (30 pages), and Small Business Subcontracting Plan (15 pages). Phase IV involves in-person validation demonstrations of academic instruction, innovation, TADSS, flight capability, and PWS alignment, scheduled for weeks of April 13–17 or April 20–24, 2026. Pricing shall be submitted for years 1–10 with Not-to-Exceed rates for years 11–26. Technical merit and schedule are considerably more important than price. Evaluation excludes cover pages and tables of contents from page limits; vendor quotes, supplier agreements, and backup documentation are excluded from price narrative limits.
A Pre-Solution Conference is scheduled December 4, 2025 at Redstone Arsenal, Bob Jones Auditorium, 0900–1100 hours; recording and transcript will be posted to SAM.gov. Offerors must be actively registered in SAM.gov and meet responsibility requirements. The Army intends to make at least one award with potential for additional awards based on evolving needs. All submissions must be unclassified and transmitted electronically via DoD SAFE.

************* UPDATE due to ERRORED ENTRY ***************************
CORRECTION:
There was an error entered in SAM.gov during the uploading of Ammendment 3. The USG inadvertently revised the "Due Date" to the Evaluation Phase III due date of 26FEB26 from 15DEC25. This was an error.
The Date Offers Due has been changed back to 15 December 2025 to reflect the date that initial proposals were due to the USG. The change in the date to February 26, 2026 was in error and is only applicable to the offerors who have been selected to progress to Phase III. The USG is not accepting additional Phase I submissions.
ACC-RSA is proud to announce the release of the final Flight School Next Call For Solutions (C4S) under the Army Aviation Training CSO. This is the official release and the final documents for Industry. All previous versions of any of these documents should be considered null and void.
