About this file
This document is a U.S. Army briefing for the Flight School Next (FSN) Commercial Solutions Opening (CSO) and Call for Solutions (C4S) program, aimed at transforming Army aviation training. The key objectives are to establish a Contractor-Owned, Contractor-Operated (COCO) contract that rapidly trains and qualifies aviators on multiple platforms, improve pilot proficiency, and grow the aviation industrial base.
The acquisition timeline targets a contract award in September 2026, with multiple phases including industry site visits, quad chart and solution brief submissions, presentations, and commercial solution proposals. The program seeks innovative training solutions for initial entry rotary wing, fixed wing, and unmanned aircraft flight training. The evaluation will focus on technical merit, schedule feasibility, and affordability, with potential contractors required to be registered in SAM, not suspended, and determined responsible by the Contracting Officer. The Army Aviation Center of Excellence (AVCOE) and Army Contracting Command - Redstone Arsenal are leading the effort, with a phased implementation planned from 2025 to 2033.

CSO Pros & Cons
Advantages
Solicitation and evaluation procedures are not bound to the FAR
Ability to use streamlined procedures for commercial technologies
Provides opportunity for acquisition programs to deliver capability quickly
Can be used to award FAR contracts or OT agreements Simplified evaluation based upon individual merit rather than comparative basis Potential cost savings due to reduced PALT time Encourages widest possible competition Expands DoD Industrial Base Allows DoD to obtain solutions more rapidly Data rights and licenses of commercial technologies are not needed
Disadvantages
Understanding of how CSOs function is limited within Government communities
Restricted to fixed-price or fixed-price w/incentive contract arrangement
Awards exceeding $100 million require approval from USD(A&S) or military service acquisition executive
Engagement with non-traditional DoD contractors can be more difficult

QUESTION: Will the current library and program of instruction / curriculum be available to offerors before the proposal due date?

QUESTION: Will TRADOC be required to sign off on the instruction? If so, are there restrictions on TRADOC sign off prior to execution? How does the offeror amend or update programs of instruction without access to TRADOC requirements?

QUESTION: Current military flight training is exempt from FAR part 121/135 requirements and FAA certifications. Are there any future requirements to become FAA compliant?
Distribution Statement A- Approved for public release; distribution is unlimited; as submitted under ACC-RSA Public Release Authorization 2025-014.
QUESTION: Considering the Army’s objective to obtain a high-performance and innovative FSN program, the Phase I, II and III construct presented in Attachment 1 (SOO) Section 5 leaves little to no room for Industry to offer a training program tailored to produce high-quality US Army Aviators. Rather, the prescriptive FAA-modeled construct is better suited to accommodate civil pilot training programs. Is Industry permitted to innovate a training program construct which deviates from that contained in Attachment 1? As a hypothetical, could Industry present a model which spreads the total solo hours requirement across Phase I-III to better meet FSN program objectives? Similarly, could the 131 flight hours be allocated differently across the total program, using Industry experience to tailor the Phases and tasks to benefit student aviators?

QUESTION: If the contactor is willing to take on the logistical burden of fueling would a piston engine be considered?

QUESTION: (Reference C4S, Attachment 2, pg 29-30) For the Phase I submission (C4S, Attachment 2) may we assume that you intend for industry to submit a:
(1) 5-page Solution Brief (MS Word)
(2) The instructions also refer to a Solution Brief Executive Summary – is this 5-page paper to include an Executive Summary, or is the Executive Summary to be in addition to the 5-page Solution Brief?
(3) The instructions say this is not included in the 2-page written limit. We find no 2-page limit.
Is this intended to be calling out the Executive Summary of the Solution Brief, and the Executive Summary is NOT included in the 5-page limit? Please clarify

QUESTION: May we assume that there will be additional Q&A periods at a later date (post 31 Oct) for those companies invited for Phase II, Phase III, and Phase IV – each Q&A period allowing focus on those submissions per Phase?
