About this file
This Special Procurement Notice is from the U.S. Army Aviation Center of Excellence seeking industry input for the Flight School Next (FSN) program through a Commercial Solutions Opening (CSO). The Army is requesting information on two key decision points: 1) limiting government-provided facilities to only maintenance areas like hangars and airfields, with no classrooms or administrative spaces, and 2) evaluating the potential inclusion of the Ground and Flight Risk Clause (GFRC) in the future contract. Interested parties are invited to submit a four-page Information Paper addressing the impacts of these potential changes by 12:00 PM CDT on 15 September 2025 to usarmy.rucker.avncoe.mbx.fsnteam@army.mil. The notice emphasizes that this is an information-gathering effort only, with no guarantee of future procurement, and all response costs will be at the respondent's expense.

Special Procurement Notice
United States Army Aviation Center of Excellence Commercial Solutions Opening (CSO) for
U.S. Army Initial Entry Rotary-Wing Flight Training Area of Interest (AOI) Flight School Next Call For Solutions
U.S. Army Aviation Center of Excellence
RESPONSE DUE DATE: 12:00 PM CDT on 15 September 2025 usarmy.rucker.avncoe.mbx.fsnteam@army.mil
(Note: Request for Information Related to the draft FSN Call for Solutions)
The Army is seeking input on the potential impact of two decisions points for the Flight School Next program:
1. Limiting Government Provided Facilities
During the FSN site visit held on 31 July-01 August 2025 at Ft. Rucker, Alabama, the Government provided a tour of Government Provided Facilities that would be available to support FSN during the performance of the contract (see Statement of Objectives, Attachment 3 – Government Provided Facilities).
The Army is considering only allowing the awardee the use of maintenance facilities, including hangars, maintenance buildings, airfields and stage fields.
Allocation of these facilities would occur commensurate with increased student throughput as the Flight School Next training program increases capacity and the current training program reduces capacity. No classrooms, briefing rooms, or administrative offices would be provided throughout the contract.
2. Invocation of the Ground Flight Risk Clause
The Ground and Flight Risk Clause (GFRC) in DFARS 252.228-7001 imposes a compliance burden on contractors in exchange for government assumption of specific risks associated with ground and flight operations of aircraft. The Government is weighing the cost and benefits associated with the inclusion of this clause in a future contract for FSN.
RESPONSE SUBMISSION
Interested respondents can submit an Information Paper (IP) providing alternatives, potential solutions, and other industry impacting insights for the Government’s considerations. Submissions should address:
1) Impacts of a reduction in Government Provided Facilities.
2) Impact on cost and risks associated with the use or non-use of the GFRC.
The information paper should not exceed four single-spaced pages using 12-point type.
Please send responses to the FSN email at usarmy.rucker.avncoe.mbx.fsnteam@army.mil no later than 12:00 pm CDT on 15 September 2025.
