About this file
This document is a Flight School Next (FSN) Facility Guide and Transition Plan for the U.S. Army Aviation Center of Excellence, dated 7 November 2025. The comprehensive guide details the government-provided facilities available for the FSN training program, including a phased transition plan across multiple locations such as Cairns Army Airfield, Shell Army Heliport, and Fort Rucker Cantonment Area. The transition occurs over three milestones, gradually increasing the contractor's responsibility from 0% to 100% of Initial Entry Rotary Wing (IERW) training classes.
The document provides extensive details about available facilities, including specific buildings, their purposes, and features. Key locations include hangars, academic classrooms, flight briefing rooms, office spaces, maintenance shelters, and wash racks. Each facility is meticulously documented with floor plans, seating capacities, technological capabilities (such as Wi-Fi, projection screens, audio systems), and specific usage notes. The transition plan emphasizes that some facilities are temporary and will be returned to the government once the FSN program achieves Full Operational Capability (FOC), with specific milestones governing the gradual transfer of training responsibilities and facility access.

Flight School Next Facility Guide and Transition Plan
Purpose: The purpose of this guide is to provide detailed information regarding government-provided facilities available for the execution of FSN, both during the transition years (from the current model to the new model) and once the training program achieves Full Operational Capability. Only facilities that are included in the solution will be allocated. Deviations will be considered on a case-by-case basis during contract negotiations. Solutions should provide a complete understanding of an Offeror’s intention to use any government-provided facilities.
Note: Modifications to buildings must be approved by the US Government. Small modifications like power requirements and hanging of TVs can be made reasonably quickly, especially when funded by the contractor. Larger modifications, like moving walls, can take years to complete.
Section 1 - Transition Plan Following the Build-Up year, additional government-provided facilities will be provided to the contractor on a milestone basis as FSN assumes responsibility for an increased share of total IERW student throughput. The milestone provisions in this section are provided as a general guideline; specific timelines for the FSN contractor to assume these facilities should be addressed in an Offeror’s solution and will be subject to contract negotiations.
