About this file
This Special Procurement Notice (Amendment #4) details the U.S. Army Aviation Center of Excellence's Commercial Solutions Opening (CSO) for Initial Entry Rotary-Wing Flight Training. Due to a federal employee furlough from 10/01/2025, the Flight School Next (FSN) team has been sidelined and is now working to accelerate the procurement process, with an expected award date of 09/30/2026. The team plans to provide updated milestones, evaluation phase directions, and submission instructions, and aims to release final draft documents by 11/17/2026.
The notice includes several key commitments: the FSN team will offer non-traditional support through QR code Q&A links and live pre-proposal conferencing, update evaluation process milestones, and provide new submission instructions. The document explicitly states that this notice does not commit the government to a contract, is not seeking proposals at this time, and vendors will not be reimbursed for any response costs. Questions should be submitted via email to usarmy.novosel.avncoe.mbx.fsnteam@army.mil, with the primary point of contact being Michael A. Metje, Branch Chief at Army Contracting Command – Redstone Arsenal.

STATUS OF SOLICITATION

2. PHASED EVALUATIONS UPDATES
The FSN team will provide updated milestones and direction for each of the phases of the evaluation process.
