About this file
This document is a Facility Guide and Transition Plan for Flight School Next (FSN), a U.S. Army Aviation training program. The guide provides comprehensive details about government-provided facilities at Cairns Army Airfield, Shell Army Heliport, and Fort Rucker Cantonment Area, outlining a phased transition plan from the current Initial Entry Rotary Wing (IERW) program to the new FSN program by 21 November 2025.
The transition plan is structured across three milestones, with facilities gradually being made available to the FSN contractor. In the initial build-up year, limited spaces like Hangar 30104, Academic/Flight Briefing Space 30167, and half of Harper Hall 5203 will be provided. Subsequent milestones progressively allocate more facilities, including additional hangars, office spaces, and classrooms. By the final milestone (Full Operational Capability), nearly all listed facilities will be available, with the exception of temporary/transition-specific spaces. The document emphasizes that facility modifications require government approval, and contractors must strategically plan for limited parking and transportation constraints.

Flight School Next Facility Guide and Transition Plan
Purpose: The purpose of this guide is to provide detailed information regarding government-provided facilities available for the execution of FSN, both during the transition years (from the current program to the new program) and once the training program achieves Full Operational Capability. Only facilities that Offerors include in their solution will be allocated. Deviations will be considered on a case-by-case basis during contract negotiations. Solutions should provide a complete understanding of an Offeror’s intention to use any government-provided facilities.
Government Facility Modifications: Modifications to government-provided buildings must be approved by the US Government. Small modifications like power requirements and hanging of TVs can be made reasonably quickly. Larger modifications, like moving walls, can take years to complete.
Contractor Facilities: Solutions including contractor-owned facilities should account for the overall duty day of the student, including transportation time between the contractor-owned facilities and key locations such as Cairns Army Airfield (CAAF), Shell Army Heliport (SAHP), and the main post cantonment area. Facilities should be strategically located to minimize travel time and ensure efficient transitions between training, operational activities, and other required duties.
Basefield Parking and Transportation: Student parking availability will be limited to approximately 150 parking spots available at CAAF and 50 spots available at SAHP. At CAAF, students currently carpool, utilizing approximately 50-60 parking spots per sortie (AM and PM), with approximately 100-120 spots used during periods of overlap. At SAHP, students use a maximum of approximately 25 parking spots under the current curriculum with temporary parking spots on the flightline being utilized during periods of class overlap. No additional parking spots will be provided at either location. FSN solutions must account for these limitations by implementing appropriate student scheduling or providing transportation solutions to mitigate parking constraints. During the transition, the current IERW program will continue to operate with varying class loads. FSN solutions must consider the impact of overlapping operations on parking availability and student transportation needs. Additional parking may be available on the cantonment area if the Offeror proposes contractor provided transportation between locations.
Section 1 - Transition Plan Following the Build-Up year, additional government-provided facilities are available for use by the FSN contractor on a milestone basis as FSN assumes responsibility for an increased share of total IERW student throughput. The milestone provisions in this section are provided as a general guideline; specific timelines for the FSN contractor to assume these facilities should be addressed in an Offeror’s solution and will be subject to contract negotiations. Assumption of facilities is cumulative: the FSN contractor will maintain access to facilities provided in previous milestones except where explicitly noted.
