About this opportunity
The Defense Logistics Agency Troop Support Medical is procuring commercially available medical and surgical supplies through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract under the Medical Surgical Prime Vendor (MSPV) Generation VI program. The solicitation seeks Primary and Backup Prime Vendors for three Global Regions (North, South, and West) to distribute medical and surgical supplies to military medical treatment facilities, clinics, and operational customers worldwide. Key requirements include maintaining Prime Vendor War Readiness Material (PVWRM) inventory, implementing Electronic Data Interchange (EDI) ordering capabilities, meeting cybersecurity requirements including a Cyber Incident Reporting Plan, and providing customer service support across multiple service levels such as stockless delivery and cross-docking services. The solicitation will use a Lowest Price Technically Acceptable (LPTA) source selection methodology, evaluating proposals based on pricing, past performance, and technical acceptability of all solicitation requirements and factors. The original proposal deadline of December 10, 2025, was extended to January 8, 2026, at 3:00 PM Local Philadelphia Time, with pre-proposal conference questions due December 12, 2025, at 12:00 PM ET.
This solicitation carries no small business set-aside designation and is unrestricted to all qualified vendors under NAICS code 423450 with a size standard of 200 employees. The contract is structured as a firm fixed-price IDIQ agreement with a 30-month base period and three optional 30-month periods, providing ten years of potential ordering capability. Estimated total regional purchase values range from $2.4 billion to $4.9 billion across all three regions combined. The contract will be performed across three global regions—North, South, and West—with support for CONUS and OCONUS locations, and encompasses multiple medical supply classes including surgical dressings, medical instruments, drugs and biologicals, hospital clothing, and safety equipment. Contract award is anticipated for no later than June 7, 2027, and no single vendor may be awarded Primary Vendor status in all three regions simultaneously.
Notice text
The Defense Logistics Agency (DLA) provides supply support and logistics services to the Army, Air Force, Navy, Marine Corps, and several federal agencies.
The MSPV Program is comprised of three Global Regions (North, South, and West); each region may be supported by a Primary and Backup PV. These levels of support combine to provide routine ordering capability throughout the world. The MSPV program is the primary distribution channel for procurement and delivery of a full range of Commercially Available Off the Shelf medical/surgical supplies to Medical Treatment Facilities (MTFs), clinics, and operational customers throughout each of the three Global Regions. This acquisition is UNRESTRICTED for all Global Regions.
Each PV provides medical surgical products for which it has been authorized as a distributor, under a designated pricing instrument authorized by DLA Troop Support Medical. Customers order directly through the Prime Vendor or through DLAs internal web order interface. Items supported under the contract include medical and surgical supplies and some small medical equipment. All items are brand name specific or generic commercial products that are identified by the manufacturer's item descriptions and part number and conform to the manufacturer's commercial specifications.
