About this file
This document is a Pre-Proposal Conference Questions and Answers attachment for a DLA Troop Support Multiple Supply Prime Vendor (MSPV) solicitation (SPE2DV-25-R-0001). The document addresses 44 detailed questions from potential vendors about various aspects of the solicitation, including PVWRM (Prime Vendor Warehouse Readiness Management) requirements, Electronic Data Interchange (EDI) testing, subcontracting plans, distribution fees, and contract clauses.
Key details include clarifications that the solicitation is anticipated to be for Commercial Off-The-Shelf (COTS) items, with no historical requirements for distributing controlled pharmaceuticals or vaccines. The contract will involve Prime Vendors across multiple regions, with specific requirements around Distribution and Pricing Agreements (DAPAs), Annual Purchase Commitment (APC) discounts, and EDI capabilities. The government indicates multiple upcoming amendments to remove or clarify various DFARS clauses, and provides guidance on proposal submission requirements such as certification and representation completions.

Attachment VIII.B - Pre-Proposal Conference - Questions and Answers Round 2
1. PVWRM Commitment Clarification
Amendment 0001 updates the PVWRM instructions to require 100% of the “WRM Coverage Support Qty” for items marked with an “X.” Can the Government confirm whether partial quantities (e.g., 75% or 90%) will be considered acceptable if full coverage is not feasible due to manufacturer constraints?
Per Amendment 0001 to Solicitation SPE2DV-25-R-0001 (Solicitation), Addendum #3 to 52.212-1 has been revised to the following: “For each WRM item that the offeror is intending it will have 100% of the quantity in column “WRM Coverage Support Qty,” on hand at the time the ordering period begins, it shall place an "X" in each cell in the “PV Committed Quantity” column”. Furthermore, it states, “At a minimum, the Offeror shall commit to 75% of the breadth and 25% of the depth of the readiness requirements as identified in the PVWRM workbook.”
Refer to the Solicitation and the workbooks in Attachment IV – PVWRM; the specific items are what will be required for the breadth and depth analysis. See SOW Section XIII.
Readiness Support Initiatives for further requirements over PVWRM. Offerors need to certify that they take no exception to the PVWRM Statement of Work requirements and need to demonstrate capability to perform this requirement via the breadth and depth requirement.
Refer to Solicitation page 49 Solicitation Requirements Evaluation Table.
2. EDI Testing Timeline
Amendment 0001 states that DLA reserves the right to conduct EDI testing prior to award.
Can the Government confirm the anticipated testing window and whether vendors will be notified individually or through a general amendment?
Refer to the requirements for Electronic Data Interchange (EDI) and EDI testing detailed on page 5, 8. Electronic Data Interchange (EDI) Capability, and page 45, Caution Notice for the specifics of Electronic Data Interchange (EDI) of the solicitation. Refer to the requirements for Electronic Data Interchange (EDI) detailed on pages 88 and 89.
3. Subcontracting Plan Format
Attachment V includes a 5-year base and 5-year option period. Can the Government confirm whether offerors may modify the format to reflect the actual contract structure (30-month base + three 30-month options)?
As referenced on page 5, Caution Notice, 5. Subcontracting Plan, and on page 45, (a) Volume 1 – Non-Price Proposal, Solicitation Requirements of the Solicitation, Offerors that are a large business shall submit, for approval, a Small Business Subcontracting Plan or a copy of their current approved plan. Attachment V – Subcontracting Plan Template, is a guide for large businesses to use when developing their subcontracting plan. It is a template only.
4. UID and RFID Requirements
The Statement of Work indicates UID is not currently required and RFID may be implemented with 60 days’ notice. Should vendors include RFID implementation costs in their pricing or treat it as a future unfunded requirement?
Refer to page 140 of the Statement of Work, paragraph G. Radio Frequency Identification (RFID) states that RFID is not a separate price item under this contract, this is considered a basic requirement. Per Attachment I - Gen VI Price Book, the RFID requirements laid out in the Statement of Work are not a separately priced CLIN.
5. CLIN Evaluation Scope
Several CLINs (e.g., Cross-Docking, RSM fees) are marked “N/A” in the Price Book’s Evaluated Price column. Will these CLINs be considered in the Total Evaluated Price or evaluated separately?
Refer to page 51 of the Solicitation, Evaluated Total Primary PV Price for the specifics of which CLINS make up the total evaluated price for each role and region.
6. DAPA Pricing Structure
The SOW references dual pricing for DAPA holders (PV Branded vs. Regular DAPA). Does this apply only to Primary PVs? How should pricing be structured for vendors serving as both Primary and Backup in different regions?
Item pricing is structured through the use of Distribution and Pricing Agreements, see Statement of Work Section I.A.8 and Section II.J. PV Branded DAPAs pertain to PVs who are also DAPA holders, see Statement of Work Section II.J.6. Both Primary and Back-Up Prime Vendors will structure their distribution fees that pertain to their role and region, See CLINS that make up each region and role in Solicitation pages 51-64.
7. Exactly how much warehousing of items is expected of the prime vendor?
Refer to page 4 of the Solicitation, Caution Notice 3, “Purpose of the Solicitation” for a description of the level of effort required under this program. The Solicitation and SOW outline the requirements and level of support expected to be performed by the Prime Vendors.
8. How much inventory is mandatory to keep on hand (FIFO, LIFO?) and are there any mandates around placement of the warehouses in proximity to bases or ports?
Refer to page 4 of the Solicitation, Caution Notice 3. “Purpose of the Solicitation” for a description of the level of effort required under this program. The Solicitation and SOW outline the requirements and level of support expected to be performed by the Prime Vendors.
There are no geographic requirements for PV warehouse locations.
9. Are the requirements different or same OCONUS?
Refer to the Solicitation and SOW outlining the requirements and level of support expected to be provided by the Prime Vendors to support CONUS and OCONUS customers. The Solicitation and SOW outline the separate requirements and level of support expected to be performed by the Prime Vendors for CONUS and OCONUS.
10. The response to Question #153 does not explain the contract value an offeror should use if they submit an “Individual Subcontracting Plan.” Further, this answer does not reflect the verbal response given during the pre-proposal conference, in which DLA instructed offerors to provide their “Commercial Plan” (i.e., Companywide plan) and stated that Individual Subcontracting Plans would not be accepted.
• The answer to Question #28 states that offerors should provide an Individual
Subcontracting Plan and use “the total value of the contract.” The total value of the contract would be >$11 billion per SOW Sec. I.F on pg. 11. However, this $11 billion is the Government’s estimated sales for both the Primary and Back-Up MSPV for all 3 regions for all 10-years.
• Per the terms of the Solicitation, no offeror can be the primary in more than 2 regions and cannot be primary and back-up in the same region. Accordingly, how does an offeror determine the appropriate value of the contract for purposes completing an Individual Subcontracting Plan without knowing which regions and/or which roles (Primary PV or Back-Up PV) they will be awarded? Especially, if they submit a proposal for all 3 regions as both primary and back-up.
• Can the Government confirm if only a Commercial Plan is acceptable to submit, as was stated on the Pre-Proposal Conference call? If so, can the Government modify the Solicitation to clarify this instruction in FAR 52.212-1?
Refer to page 5 of the Solicitation, Caution Notice 5. “Subcontracting Plan” for the detailed requirements and instructions included in FAR 52.212-1 for subcontracting plans. Attachment V, Subcontracting Plan Template is a guide that provides a suggested model for use when formulating a subcontracting plan.
The estimated totals provided in the solicitation can be used to determine the appropriate dollar value for the regions and roles you intend to apply for and for creating the subcontracting plan.
As stated during the Pre-Proposal Conference, Amendments supersede Pre-Proposal Conference discussions. Nothing said during this pre-proposal conference is binding or incorporated into the solicitation until a written amendment has been issued. Any topics discussed during the presentation are for general informational purposes only.
11. Forthcoming Amendment: Can the Government confirm if a forthcoming amendment will be issued? Several answers reference an upcoming amendment, but these revisions do not appear in Amendment 001 (See Questions #2, 60, 61, 125, 127, etc.).
Amendment 0001 to Solicitation SPE2DV-25-R-0001 was posted on November 10, 2025, and addressed the above referenced questions.
12. Conformed Solicitation: Will the Government issue a conformed solicitation and a conformed SOW that incorporates all of the additions and deletions issued via the Amendment(s) and the Q&A?
No, the Government will not provide this.
13. NAICS: As part of Amendment 1, the Government added NAICS Code 423450 in Box
10. However, Amendment 1 did not delete NAICS 521519 from pg. 40 of the RFP and replace it with 423450. – See Question #3.
Amendment 0001 to Solicitation SPE2DV-25-R-0001 did not revise that language for FAR Clause FAR 52.212-1 on page 40 of the solicitation.
14. PVWRM Evaluation: We recognize this might be addressed via a forthcoming amendment but due to the question deadline, we wanted to ask the following.
In response to Question #50, the Government stated that offerors “need to demonstrate capability to perform this [PVWRM] requirement via the breadth and depth requirement.”
• Can the Government elaborate on how an offeror can demonstrate this capability?
The offeror meets this minimum technical requirement if the offeror shows it has 75% breadth (number of items) and 25% depth (quantity of each item) for PVWRM requirements spreadsheet (attachment# IV).
• Can the Government confirm that the PVWRM evaluation is limited to the offerors spreadsheet and their certification?
Refer to Solicitation Clause FAR 52.212-1 and FAR 52.212-2 for what is required for PVWRM and how it will be evaluated.
• If not, what will the non-government personnel evaluate as part of the WRM evaluation and capability testing (see RFP pg. 31)?
Refer to Note on page 47, Special Instructions for responses to Solicitation Requirements for the details on the role of non-government personnel.
15. PVWRM Contract Number: Per the response to Question #65, the Government states that
PVWRM will have its own contract number.
• Can the Government clarify if the PVWRM CLINs will be a separate contract award from the rest of DLA MSPV CLINs? For example, will CLINs 1-3 will be a separate contract than CLINs 4-18?
Refer to the Government response to question 65 on Amendment 0001 to the Solicitation, for order identification PVWRM will be on its own administrative contract as per Statement of Work Section II.A.1.
• If there are separate contract awards, can the Government confirm that there will be separate evaluations for the PVWRM CLINs from the remainder of the MSPV CLINs, for each region? In other words, if these are separate contract awards, the evaluations need to be separate, correct?
The administrative contract numbers referenced in the above response and in Statement of Work Section II.A.1 will be part of contract awarded for that global region and will be evaluated as part of that whole global region.
16. PV Readiness Support Manager (RSM): Based on the response to Question #96, we understand that there is currently only one PV RSM per vendor, today. However, in the future the Government may elect to have more than one PV RSM.
Can the Government amend the description of the CLINs in the RFP (pgs. 8-29) to clarify that the price of the PV-Supplied Readiness Support Managers (i.e., CLINs 0003, 0021, and 0022 in this RFP) is for EACH PV-Supplied Readiness Support Manager supplied by the MSPV?
In other words, if the Government elects to have two or three PV-Supplied Readiness Support Managers per vendor, will the MSPV be paid a fee for each RSM provided?
Refer to CLIN 0003, CLIN 0021 and CLIN 022 for the details of the PV-Supplied Readiness Support Manager. The Readiness Support Manager CLIN is the fee vendors will charge DLA for a single Readiness Support Manger.
17. Rated Contract: Per the response to Question #91 that “this is not a Rated Contract,” can the Government remove FAR 52.211-14 & FAR 52.211-15 from the solicitation?
This is currently not a rated contract. The clauses FAR 52.211-14 and FAR 52.211-15 are included in the solicitation for any unforeseen future needs.
18. Would Closure APC: Can the Government amend solicitation to revise the description of the Wound Closure Management CLINs (i.e., CLIN 17, 34, 51) in RFP pgs. 8-29 to incorporate the response to Question #108 and clarify that the Wound Closure Management APC tier is based on department specific Wound Closure spend and not related to the total spend used to determine the APC tier in CLIN 8, 26, 43?
There is no change to the description of Wound Closure or the APC tiers. Refer to SOW Section XII.D.1 and the respective CLIN descriptions in the Solicitation.
19. Stockless APC: Can the Government amend solicitation to revise the description of the
Stockless Delivery Service CLINs (CLIN 17, 34, 51) in RFP pgs. 8-29 to incorporate the response to Question #109 and clarify that the Stockless Delivery Service APC tier is based on the department specific Stockless spend and not related to the spend used to determine the APC tier in CLIN 8, 26, 43?
There is no change to the description of Stockless or the APC tiers. Refer to SOW Section XII.C and the respective CLIN descriptions in the Solicitation.
20. Brand Name DAPA:
a. Multiple DAPAs or Multiple Prices: SOW Sec. II.J.6 indicates that the Primary MSPV can have two DAPA prices for the same item. However, SOW Sec. II.J.6 does not state the Primary MSPV can have two separate DAPAs. The answer to Question #93 indicates that a Primary MSPV can have two separate DAPAs.
The current DAPA program only allows a single price for an item, which contradicts the SOW description. Can the Government please confirm if this is 1 DAPA w/ two different prices OR two separate DAPAs? Can the Government revise this SOW requirement via an Amendment to clarify this point?
The DAPA sets the product prices and authorizes Prime Vendors to distribute those products.
The PV Brand Name DAPA allows a PV to sell and distribute its own branded items. A product can be on the same DAPA with two separate prices.
b. No Distribution Fee: Pg. 6 of the RFP states that Brand Name DAPAs do not receive a distribution fee.
i. Can the Government clarify if only the Base Distribution Fees (e.g., CLIN 006-
007) will not be applied to Brand Name DAPAs or if ALL CLINs will not apply to Brand Name DAPAs, including APC discounts (e.g., CLIN 008), Delivery Elections (e.g., 0009), Customer Service Elections (e.g., CLIN 0014), etc.?
The total distribution fee is not included in the PV Branded DAPA price.
ii. Can the Government revise the example on pg. 29 of the RFP to show how distribution fees are applied to Brand Name DAPA items and non-Brand Name DAPA items?
No distribution fee is allowed for PV Brand Name DAPA, therefore an example is not applicable.
c. Back-Up PV: The answer to Question #94 states that the Back-Up MSPV cannot have a Brand Name DAPA. This is consistent with SOW II.J.7.
i. Can the Government confirm that Back-Up MSPVs permitted to apply a distribution fee to their branded items since they do not have a Brand Name
DAPA?
ii. Since the Backup MSPVs are required to follow the same requirements of the SOW as the Primary MSPVs, why are the Backup MSPVs not allowed to have a Brand Name DAPA?
The Back-up PV distribution fee would be applied to all backup orders. If exclusively a Back-up PV, the PV is not authorized to hold a PV Branded DAPA.
21. Annual Purchase Commitment Discount: SOW Sec. XII.I states that “the APC discount will be determined by DLA Troop Support at contract initiation and at each option period.” Will DLA Troop Support provide historical sales data to the MSPV at contract initiation to support the APC tier that DLA will assign each ROF to?
This data and process will be covered during implementation period.
22. Certs & Reps
The Solicitation contains several provisions outside of FAR 52.212-3 that require an offeror to complete a certification and/or disclose information (e.g., DLAD 5452.233-9001, FAR 52.229-11, etc.).
Tab B states it should contain “…any applicable amendment, certifications, and attachments.”. Tab D is specific to Completed Representations and Certifications in clause 52.212-3.
Accordingly, it is unclear which tabs these other completed representations and certifications should be included.
• Should offerors include completed Certifications and Representations other than those required by FAR 52.212-3 in Tab B or Tab D of Volume 1?
The Solicitation has several Clauses and Provisions that require offerors to fill in, Tab B. Tab D is specific to FAR 52.212-3. All Clauses and Provision that require offeror fill ins need to be completed.
23. FAR 52.212-1
FAR 52.212-1(b)(4) states that an offeror’s proposal should include a technical description of the items offered. However, Addendum #2 to 52.212-1 do not provide instructions regarding the inclusion of a technical description.
• Can the Government clarify if a technical description of the products / services is required?
• If so, can the Government clarify the following:
i. Which Volume 1 Tab should this information be included?
ii. What information the Government would specifically like offerors to describe?
iii. The level of detail that should be included?
The details of what is required to be submitted for evaluation are provided in Addendum #2 to 52.212-1 starting on page 44 of the Solicitation.
24. SF1449 Instructions
• Can the Government confirm that Boxes 19-24 on the SF1449 are NOT to be completed by offerors?
These boxes do not need to be filled in.
• Under the header “Continuation of Blocks from SF 1449” Blocks 19-22 are listed in item #5 (RFP pg. 4) but there are no instructions on how to complete Blocks 19-22.
These boxes do not need to be filled in.
• Blocks 19-22 are typically completed by the Contracting Officer and Blocks 23-24 are typically completed by the offeror per the instructions to SF1449. However, it is not clear how an offeror should complete Blocks 23-24 since Blocks 19-22 are blank.
These boxes do not need to be filled in. The CLINS for this Solicitation are listed on pages 8 – 28 of the Solicitation.
25. Cybersecurity Certs & Reps
DFARS 252.204-7012 is not incorporated into this solicitation (i.e., the box is not checked on
pg. 83 of the RFP). Accordingly, the DFARS 252.204-7008 on pg. 82 should not be required.
Can the Government please amend the RFP to remove DFARS 252.204-7008?
This will be removed in an upcoming Amendment.
26. Question Reference: SOW, Section X. Electronic System Requirements, A. General Information, 1. Electronic Data Interchange (EDI), pages 88-89.
For the initial EDI testing, is the EDI 824 data that the DLA is expecting an outbound transmission from the PV in response to the EDI 850 inbound transaction?
No, the transactions reviewed during initial EDI testing will not correspond to any 850 transaction sent outbound from DLA.
27. Question Reference: Attachment VIII - Pre-Proposal Conference - Questions and Answers 10 Nov 2025, Question 44.
In Amendment 1, the Government’s response to Question 44, it was explained that initial EDI testing will consist of transactions being sent from offerors to the Government in an offline manner (e.g. email) and that the evaluation team will review them to help determine if an offeror will be able to successfully utilize the Electronic Data Interface transaction sets. Will all initial testing be offline? For initial testing, will offerors be required to solely send transactions to the Government or will testing also require offerors to receive transactions?
Yes, all initial EDI testing will be done offline. Offerors will be required to send transactions, not receive. This only applies to the initial EDI testing.
28. Question Reference: Attachment VIII - Pre-Proposal Conference - Questions and Answers 10 Nov 2025, Question 44.
In Amendment 1, the Government’s response to Question 44 explained that the evaluation team will review EDI transaction files sent by email to help determine if an offeror will be able to successfully utilize the required EDI transaction sets. For initial testing, is the Government’s determination of an offeror’s ability to successfully utilize the EDI transaction sets based solely on the offeror’s ability to generate and email a file in the correct format? Or will the Government evaluate EDI capability using additional criteria or methods beyond this?
Refer to page 88 of the SOW, in Section X. Electronic Systems Requirements, EDI transactions sets will be limited to all transactions outlined in the Statement of Work. Offerors are required to undergo EDI testing during initial proposal evaluations to confirm ability to perform the EDI requirements laid in the Statement of Work. See SOW Section X. Electronic System Requirements.
Preliminary EDI testing is anticipated to take place several weeks after the closing date of the solicitation, prior to negotiations. During the initial EDI testing, transactions will be sent from offerors to the Government in an offline manner (e.g. email). The evaluation team will review them to help determine if an offeror will be able to successfully utilize the Electronic Data Interface transaction sets.
29. Question Reference: Attachment III Definitions, CRR.
Please confirm that the Cost Recovery Rate (CRR) is a government-retained charge that is collected by the Prime Vendor on behalf of the government and remitted to DLA. If this is correct, please clarify the process by which the Prime Vendor is to remit the CRR to DLA.
The Vendors will not collect or remit this to DLA. The vendors will only invoice DLA for item price + distribution fee. However, CRR is needed to communicate the fully burdened price (price + distribution fee + CRR) for price verification purposes.
30. Question Reference: Attachment III Definitions, CRR.
Please confirm the current Cost Recovery Rates.
This information will be communicated after award is made.
31. Question Reference: SOW Section I.C Scope.
Under the current contract, have PVs historically been asked to distribute Controlled Rx?
No.
32. Have PVs historically been required to distribute prescription or OTC pharmaceuticals or vaccines?
33. Question Reference: SOW, Section XII: Prime Vendor Offered Services, E.1, page 136.
Which ordering facilities currently have the five OCONUS on-site customer service representatives assigned?
That information will not be shared prior to award. Contract region and APC of the sites have been provided to assist offerors with developing pricing.
34. Question Reference: SOW, Section XII: Prime Vendor Offered Services, E.1, page 136.
Is there an expectation that the contractor provides any service election at a DLA facility?
35. Question Reference: Attachment VIII - Pre-Proposal Conference - Questions and Answers 10 Nov 2025, Question 72.
In Amendment 1, the Government’s response to Question 72 referred interested offerors to the SOW Section I.C scope of items in response to a question about whether the acquisition is solely for Commercial Off-The-Shelf (COTS) items. Given that the government’s determination, rather than the contractor’s, governs and is the ultimate authority for how an acquisition is classified, can the government clarify whether, in its assessment, the solicitation is solely for Commercial Off-The-Shelf (COTS) items?
See SOW Section I.C for scope of items.
36. Question Reference: Attachment VIII - Pre-Proposal Conference - Questions and Answers 10 Nov 2025, Question 73.
The Government’s response in Amendment 1, Question 72 referred interested offerors to DFARS 252.204-7014 and DFARS 252.204-7015 for further guidance on litigation support services. However, both of these clauses are only applicable to solicitations and contracts that involve litigation support services. Litigation support services do not appear to be in scope of the contract. Please confirm whether these clauses are applicable, and whether litigation support services will be required under the contract.
The DFARS Clauses DFARS 252.204-7014 and DFARS 252.204-7015 will be removed via an upcoming Amendment.
37. Question Reference: Attachment VIII - Pre-Proposal Conference - Questions and Answers 10 Nov 2025, Question 74.
In Amendment 1, the Government’s response to Question 74 referred interested offerors to the SOW Section I.C scope of items in response to a question about whether this is a covered contract as defined under DFARS 252.225-7058. Given the government’s rather than the contractor’s determination governs whether a solicitation is for commercial products and services, can the government please clarify whether, in its assessment, this solicitation is for commercial products and commercial services, and therefore not a covered contract as defined under DFARS 252.225-7058(a)?
Currently, the solicitation is anticipated to be for Commercial Off-The-Shelf (COTS) items.
38. Question Reference: Attachment VIII - Pre-Proposal Conference - Questions and Answers 10 Nov 2025, Question 80.
The Government’s response in Amendment 1, Question 80 states that all information from DLA containing Controlled Unclassified Information (CUI) will be appropriately marked.
Does the Government anticipate that CUI will be provided to the contractor during contract performance? If so, will CMMC requirements be incorporated into the contract before any CUI is provided to the awardee? Has any CUI been provided to the PVs under the current contract?
All information from DLA containing CUI will be appropriately marked. Refer to Statement of Work, Section XVI - Cybersecurity Requirements, for cybersecurity requirements during performance of this contract.
39. Question Reference: SPE2DV-25-R-0001 Amendment 0001 continuation page 3.
Will compliance with DFARS 252.225-7061 be determined at the item level, by DLA Troop Support, prior to being added to a Distribution and Pricing Agreement (DAPA) holder’s catalog?
Yes, items added to DAPA will be reviewed and the determination will be made by the DAPA Contracting Officer.
40. Question Reference: SPE2DV-25-R-0001 Amendment 0001 continuation page 5.
Please confirm whether DFARS 252.227-7013 is applicable to this solicitation. According to DFARS 227.7104-6(a), this clause should not be used when contract deliverables are limited to commercial products or commercial services developed exclusively at private expense. The solicitation (see Section I.C, Scope) indicates that the deliverables are commercial products and commercial services. However, if the successful offeror will be required to deliver to the Government any technical data pertaining to other than commercial products or commercial services (i.e., noncommercial items), please provide a description of the technical data deliverables that are in scope for this contract, including the nature and extent of such data.
The clause DFARS 252.227-7013 will be removed via an upcoming Amendment.
41. Question Reference: SPE2DV-25-R-0001 Amendment 0001 continuation page 5.
Regarding DFARS 252.227-7015, what technical data does the government anticipate will be within scope of the contract? Under the current contract, what technical data has the government required from contractors?
The clause DFARS 252.227-7015 will be removed via an upcoming Amendment.
42. Question Reference: SPE2DV-25-R-0001 Amendment 0001 continuation page 5.
If the solicitation is amended to remove DFARS 252.227-7013 and DFARS 252.227-7015, will DFARS 252.227-7037 also be removed in accordance with DFARS 227.7102-4(c)?
The clause DFARS 252.227-7037 will be removed via an upcoming Amendment.
43. Question Reference: SPE2DV-25-R-0001 Amendment 0001 continuation page 5.
With respect to DFARS 252.237-7019 and DFARS 252.237-7010, please confirm whether these clauses are appropriately included in the contract, given the requirements of DFARS 237.171-4. Based on the solicitation, it does not appear that any services will be performed at a facility holding detainees, or that contractor personnel will be expected to interact with detainees in the course of their duties.
The clauses DFARS 252.237-7010 and DFARS 252.237-7019 will be removed via an upcoming Amendment.
44. Question Reference: SPE2DV-25-R-0001 Amendment 0001 continuation page 5.
Please confirm whether DFARS 252.247-7003, is applicable to this contract, given the scope of work and the requirements in DFARS 247.207(1).
The clause DFARS 252.247-7003 will be removed via an upcoming Amendment.
