About this file

This document is an Amendment (0002) to Solicitation SPE2DV-25-R-0001 for a Medical/Surgical Prime Vendor Generation VI contract. The amendment modifies multiple sections of the original solicitation, including evaluation criteria, contract terms, and electronic system requirements. Key changes include adding new evaluation factors for PVWRM (Product Vendor Warehouse Resource Management) Breadth and Depth Capability and Cybersecurity Requirements, updating various Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses to their newest versions, and replacing outdated Electronic Data Interchange (EDI) implementation guidelines with newer versions.

The amendment specifies that offerors must demonstrate 75% breadth and 25% depth of items for PVWRM requirements, provide a Cyber Incident Reporting Plan, and certify compliance with basic cybersecurity safeguarding elements. The solicitation will award to the responsible offeror with the lowest evaluated aggregate price whose proposal is technically acceptable, requiring acceptable ratings for all Solicitation Requirement and Past Performance Factors. The contract appears to be for medical and surgical supplies, with an emphasis on electronic systems, cybersecurity, and comprehensive vendor management capabilities for the Department of Defense medical logistics system.

Solicitation:

1. Page 48, FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS (NOV 2021)

ADD the following paragraph at the beginning of Clause FAR 52.212-2:

(a) An award will be made to the responsible offeror whose proposal is determined to be technically acceptable and provides the lowest evaluated aggregate price. In order for an offer to be determined technically acceptable the proposal must receive an acceptable rating for all Solicitation Requirement and Past Performance Factors, resulting in an overall rating of acceptable. Vendors must meet minimum requirements of Solicitation requirements (Tabs

(A) through (H)) and Past Performance requirements (Tab (I)), under 52.212-1.

2. Page 64, FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS (NOV 2021)

DELETE the following paragraph:

A written notice of award or acceptance of an offer e-mailed or otherwise furnished to a successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

REPLACE with:

(b) Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Refer to page 38, FAR 52.217-9 of the solicitation for information related to Options.

(c) A written notice of award or acceptance of an offer e-mailed or otherwise furnished to a successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

3. Page 49, FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS (NOV 2021), Evaluation Process Paragraph 1

The offeror meets this minimum technical requirement if the offeror shows it has 75% breadth (number of items) and 25% depth (quantity of each item) for PVWRM requirements spreadsheet (attachment# IV).

PVWRM Example: Offeror indicated that it can provide 750 of the 1000 items listed on the corresponding spreadsheet for the role and region they are offering on. Offeror also indicated that it can meet the 25% depth requirement on only 750 of these items. Offeror has indicated that it can meet both the breadth and depth requirements.

Tab (H) – Cybersecurity Requirements:

The offer meets the minimum requirements if they provide both of the following:

1) They have provided their Cyber Incident Reporting Plan (CIRP) that satisfies the elements in SOW Section XVI paragraph C.

2) They have provided written certification to the Contracting Officer that they are following the basic safeguarding elements as outlined in SOW Section XVI paragraph B(1)(i) through (xv).
