About this file
This document is a Pre-Proposal Conference - Questions and Answers (Round 3) for a Military Medical-Surgical Prime Vendor (MSPV) Generation VI Indefinite Delivery/Indefinite Quantity (IDIQ) contract solicitation from the Defense Logistics Agency (DLA) Troop Support. The document addresses multiple vendor inquiries about the procurement, with key highlights including: the solicitation is not set aside for small businesses, though small businesses can submit proposals for any role and region; approximately 520 emergency orders were processed in the previous fiscal year; and the government will maintain open competition among all qualified vendors, irrespective of business size.
The Q&A covers detailed topics such as RFID tagging requirements, subcontracting plans, product compliance, and Electronic Data Interchange (EDI) implementation guidelines. Notable responses indicate that certification is not required at proposal submission, product compliance will be determined at the item level by DLA Troop Support, and certain implementation guidelines containing Controlled Unclassified Information will only be made available after contract award. The government emphasized that all dates and timelines are tentative and can fluctuate, and vendors are encouraged to work collaboratively while avoiding unsolicited influence on ordering behavior.

Attachment VIII.C - Pre-Proposal Conference - Questions and Answers Round 3
1. In the previous MSPV contract, how frequent were emergency orders placed? What percentage of total orders fell into the emergency order category?
See response to question #36, Amendment 0001, Attachment VIII Attachment VIII - Pre- Proposal Conference - Questions and Answers 10 Nov 2025.pdf.
• DLA has identified approximately 520 emergency orders that were processed in the past fiscal year. As DLA does not routinely track data for these emergency orders, providing the number of items, quantity, and lines would be too burdensome at this time. Please note that any historical data is for informational purposes only and does not guarantee or imply any indication of future demand or cost.
2. We note that this solicitation incorporates multiple small business clauses under FAR Part 19
(e.g., 52.219-8, 52.219-9, 52.219-13, 52.219-27, 52.219-32). Please describe the Government’s use any of these tools (set-asides, reserves, or order-level set-asides) specifically for this Military MSPV requirement, in whole or in part (e.g., by region or customer type).
a. In using these tools has the Government determined to allow SDVOSB a chance to compete for this business without the prejudice that comes from large corporations?
See response to question # 27, Amendment 0001, Attachment VIII Attachment VIII - Pre- Proposal Conference - Questions and Answers 10 Nov 2025.pdf.
• The Solicitation is not set-aside for Small Business.
See response to question #148, Amendment 0001, Attachment VIII Attachment VIII - Pre- Proposal Conference - Questions and Answers 10 Nov 2025.pdf.
• As referenced in the Solicitation requirements, Small Businesses can submit proposals for any role and any region.
The clauses mentioned in the above question regarding a Small Business Set Aside are listed but not selected for inclusion to the Solicitation. Market research of the MedSurg distribution industry was conducted, and it has been determined that the Solicitation will be unrestricted.
3. In light of FAR Part 19 guidance on multiple-award contracts and reserves, will the
Government require a small-business or SDVOSB reserve under this MSPV GEN VI IDIQ (for example, reserving at least one award per region for a small-business concern)?
See response to question # 27, Amendment 0001, Attachment VIII Attachment VIII - Pre- Proposal Conference - Questions and Answers 10 Nov 2025.pdf.
• The Solicitation is not set-aside for Small Business.
See response to question #148, Amendment 0001, Attachment VIII Attachment VIII - Pre- Proposal Conference - Questions and Answers 10 Nov 2025.pdf.
• As referenced in the Solicitation requirements, Small Businesses can submit proposals for any role and any region.
The Government will not be establishing a Small-Business or SDVOSB reserve under this MSPV GEN VI IDIQ. The Solicitation is not set-aside for Small Business.
4. Since clauses such as FAR 52.219-13 and 52.219-32 are listed, will the Government require reserving specific task/delivery orders under this IDIQ for small-business or SDVOSB concerns, where market research supports it?
FAR clauses 52.219-13 and 52.219-32 are not incorporated into this Solicitation. As referenced in the Solicitation, Small Businesses can submit proposals for any role and any region, refer to Solicitation SF1449 Box 10. The Solicitation is not set-aside for small business.
5. The Statement of Work contemplates a Primary and Back-Up Prime Vendor per region.
Would the Government modify the solicitation to restrict the Back-Up PV role to small-business or SDVOSB concerns, or requiring that at least one Back-Up PV per region be a small business?
As referenced in the Solicitation, Small Businesses can submit proposals for any role and any region, refer to Solicitation SF1449 Box 10. The Solicitation is not set-aside for Small Business.
6. If the Back-Up PV role remains full and open, will the Government include any evaluation preference or discriminator for offerors proposing a small-business or SDVOSB entity as the Back-Up PV?
As referenced in the Solicitation, Small Businesses can submit proposals for any role and any region, refer to Solicitation SF1449 Box 10. In accordance with FAR 52.212-2, on page 48 of the Solicitation, “award will be made to the responsible offeror whose proposal conforms to the Solicitation and offers the lowest evaluated aggregate price while meeting or exceeding the technical acceptability standards.” Based on our market research of the MedSurg Distribution industry, to effectively and efficiently meet the government’s needs for this acquisition, the optimal strategy is to maintain open competition among all qualified vendors, for all roles, irrespective of size.
7. Given the size and strategic nature of this Military MSPV requirement, would the
Government modify the solicitation to require enhanced small-business (including SDVOSB) subcontracting goals beyond the standard FAR 52.219-9 thresholds for large-business primes?
The Government will not modify the Solicitation to require enhanced Small Business (including SDVOSB) subcontracting goals beyond the standard FAR 52.219-9 thresholds for large-business primes. See response to question #153, Amendment 0001, Attachment VIII Attachment VIII - Pre-Proposal Conference - Questions and Answers 10 Nov 2025.pdf.
• As referenced in the Solicitation Page 5, 5. Subcontracting Plan, all large business offerors must submit a Subcontracting Plan with its offer. Refer to Attachment V for a copy of the Small Business Subcontracting Plan Template.
• This is a guide for large businesses to use when developing their subcontracting plan. It is a template only.
8. For the small business plan, what are the thresholds that are required by large businesses to meet in order for the small business plan to be deemed acceptable?
There are no specific required goal thresholds under this Solicitation. Only large business offerors are required to submit a Subcontracting Plan included with their proposal. See response to question #153, Amendment 0001, Attachment VIII Attachment VIII - Pre- Proposal Conference - Questions and Answers 10 Nov 2025.pdf.
9. If detailed data is not available at the NSN level, we request the following:
a. Number of unique NSNs on hand, or ordered monthly, by region (both primary and backup).
The number of items available under the program and the ordering pattern of customers varies. See Statement of Work (SOW) Section I.C&F for scope of items and estimated sales by region.
b. Outbound shipments:
i. Daily, monthly, and/or annual orders
ii. Daily, monthly, and/or annual pallets and cartons shipped
iii. Daily, monthly, and/or annual units shipped
To provide that level of detail would be too burdensome for the Government at this time.
c. Confirm that the WRM Coverage support quantity is the number of packs of each NSN held in stock for each primary and backup location. Please define if different.
The WRM coverage support quantity is the requested quantity of the Supplier Unit of Sale (U/S). For example, for NSN 6510001055806, in attachment IV A PVWRM North Primary, the “Supplier Unit of Sale (U/S)” and the “Supplier Qty per Unit of Sale” is respectively sold in a Box of 18 EA, however the WRM Coverage Support Qty that the government is asking the PV to supply/support is a Box of 22.
10. Confirm the required number of months that should be planned for on-hand quantity?
For routine ordering, the SOW outlines the delivery requirements dependent on order type, refer to Section II. Basic Requirements paragraphs C&D. The prime vendor makes the business operating decision to determine the on-hand quantity a vendor holds to fulfill these requirements.
a. MAP - does everything in green for the NORTHCOM & SOUTHCOM locations come from the South CONUS location? Color alignment with other locations?
The Solicitation does not require any shipments sent to any locations in NORTHCOM & SOUTHCOM to be originally sent/shipped from South CONUS location. Please refer to the Solicitation.
b. Please confirm that the South Primary & Backup files contained within the solicitation are accurate. In comparing the number of NSNs and WRM Qty across all primary and backup locations, it shows the South Primary location to be larger than the South Backup. For the North and West regions, the backup site is larger than the primary.
All PVWRM attachments within Attachment IV of the Solicitation are accurate.
Will the government confirm that its current standard (or preferred) MSPV operating procedure includes requiring or allowing incumbent's employees to regularly interact in-person with their government purchasing counterparts, often sharing proximate office space and interpersonal communications, in order to directly influence the government buyer's purchasing decisions and/or cadence?
Vendors and customers under the MSPV program are encouraged to work collaboratively to ensure overall success. Vendors shall not provide unsolicited influence on a customer’s ordering behavior. Refer to SOW Section XII: Prime Vendor Offered Services for instances where this may be acceptable.

12. With the recent change to the solicitation closing date, can you please confirm how this will impact the remaining actions on the timeline that was shared during the Pre-Proposal Conference?
As noted during the pre-proposal conference all dates and timelines are tentative and can fluctuate.
13. Amendment 002, Continuation Page at pg. 4 updates DFARS 252.227-7013 and 252.227- 7015 and then on pg. 10 deletes these two clauses. Please confirm that DLA's intent is to delete these clauses.
DLA can confirm clauses DFARS 252.227-7013 and 252.227-7015 were deleted via amendment 0002 to the solicitation.
14. Could you explain the basis for the determination that it is reasonably certain certified cost or pricing data, or data other than certified cost or pricing data, will be required, leading to the inclusion of FAR 52.215-20 (Nov 2021)?
In the event that additional pricing documentation or data is needed, FAR 52.215-20 has been included in the solicitation. As stated in FAR 52.215-20, the Contracting Officer may require additional supporting information, but only to the extent necessary to determine whether an exception should be granted, and whether the price is fair and reasonable.
15. Amendment 002 incorporates DFARS 252.225-7000. Please confirm that certification is not required at the time of proposal submission, and that product compliance will be determined at the item level, by DLA Troop Support, prior to being added to a Distribution and Pricing Agreement (DAPA) holder’s catalog to be made available for distribution under the program.
Certification is not required at the time of proposal submission. Prime Vendors will be required to comply with the DFARS Clause DFARS 252.225-7000 included in the Solicitation. Product compliance is determined at the item level, by DLA Troop Support, prior to being added to a Distribution and Pricing Agreement (DAPA) holder’s catalog to be made available for distribution under the program.
16. For RFID, at what level should the tags be applied? For example, should they be placed on each pallet or on each case or repack box?
DLA reserves the right to implement RFID requirements if requested by the customer. If RFID requirements are implemented cases, totes and pallets will be required to be tagged at the point of origin with passive RFID tags. Refer to Section XII, Prime Vendor Offered Services, Paragraph G, Radio Frequency Identification (RFID) in the SOW.
17. To ensure all offerors have equal access to information, can the Defense Medical Logistics – Enterprise Solution DOD Medical Prime Vendor EDI Implementation Guidelines, version 8.5, be provided upon request to the Contracting Officer prior to proposal submission?
While incumbents may have access to earlier versions of this document used for the current contract, other offerors may have less information regarding the requirements incorporated in the EDI Implementation Guidelines.
The information contained in the Defense Medical Logistics – Enterprise Solution DOD Medical Prime Vendor EDI Implementation Guidelines contains Controlled Unclassified Information and will not be made available until after award. After award, during implementation, The Defense Medical Logistics – Enterprise Solution DOD Medical Prime
Vendor EDI Implementation Guidelines version 8.5” can be made available upon request to the contracting officer, after award.
18. Will the change to the submission deadline affect the timing of the award? Are any other timelines impacted?
