About this file

This is Amendment 0005 to solicitation SPE2DV-25-R-0001 for medical and surgical products under a blanket purchase agreement (BPA) with DLA Troop Support. The amendment, effective April 16, 2026, modifies evaluation criteria, pricing procedures, and cybersecurity requirements for this medical/surgical provision (PV) General VI contract.

Key modifications include: (1) addition of a Reverse Auction provision allowing the Government to conduct competitive price negotiations using electronic tools after establishing a competitive range, with offerors consenting to price disclosure without identity revelation and Procurex, Inc. designated as the reverse auction vendor; (2) revision of cybersecurity evaluation criteria in Tab H, changing language from "satisfies" to "in accordance with" for Cyber Incident Reporting Plan (CIRP) submission requirements per SOW Section XVI paragraph C; (3) updated Past Performance Relevancy ratings terminology from "Relevant/Not Relevant" to "Recent/Relevant/Not Recent/Not Relevant," maintaining the 12-month timeframe threshold; (4) clarification that both Primary PV and Back-up PV pricing will be separately evaluated for lowest price determination across Global North, South, and West regions, with final price revisions potentially conducted through reverse auction, traditional negotiations, or email exchanges; and (5) addition of FAR 52.217-10 Reverse Auction clause and Procurement Note L09 detailing reverse auction procedures, including training requirements, tie-offer protocols, system administrator protocols, and contractor responsibilities. The amendment confirms all other terms and conditions remain unchanged and does not reopen the solicitation for new proposals.

9. Page 79, after FAR 52.216-1 TYPE OF CONTRACT (APR 1984):

ADD the following:

52.217-10 REVERSE AUCTION (AUG 2024)

(a) Definitions. As used in this provision— Reverse auction means the process for obtaining pricing, usually supported by an electronic tool, in which offerors see competing offerors' price(s), without disclosure of the competing offerors' identity, and have the opportunity to submit lower priced offers until the close of the auction.

SPE2DV-25-R-0001 – MED/SURG PV GEN VI - Amendment 0005 Page 6 of 8

Reverse auction service provider means a commercial or Government entity that provides a means for conducting reverse auctions when acquiring supplies or services to be used by the Government.

(b) Reverse auction. The Government intends to conduct a reverse auction under this solicitation to award a contract or blanket purchase agreement.

(c) Offeror agreement. By submission of a quote or proposal in response to the solicitation, the Offeror agrees to participate in the reverse auction and agrees that the Government may reveal to all Offerors the offered price(s) in the auction, without revealing any Offeror's identity, except for the awardee's identity subsequent to an award resulting from the auction.

The Offeror may withdraw its agreement to further participate in the process by withdrawing its offer before the close of the auction by notifying the Contracting Officer via the contact method identified in the solicitation.

(d) Only one offer. If the reverse auction produces only one offer, the Government reserves the right to cancel the auction.

(e) Release of information. The Government may use a reverse auction service provider to conduct the reverse auction. Any price or proposal information or source selection information received by the reverse auction service provider in relation to the reverse auction shall not be released, outside of the Government, unless otherwise required by law.

However, this does not prevent the Government from revealing to all Offerors the offered price(s) in the auction, without revealing any Offeror's identity. Price or proposal information includes, but is not limited to—

(1) Contractor bid or proposal information, as defined at Federal Acquisition Regulation 3.104-1; and

(2) Information identified by the Offeror as restricted from duplication, use, or disclosure—in whole or in part—for any purpose other than to evaluate the Offeror's price or proposal.

(End of provision)

10. Page 81, under PROCUREMENT NOTES, after the L06 Agency Protests (DEC 2016) paragraph:

ADD the following:

L09 Reverse Auction (OCT 2016) The Contracting Officer may utilize reverse auctioning to conduct price discussions. If the Contracting Officer does not conduct a reverse auction, award may be made on initial offers or following discussions. If the Contracting Officer decides to use line reverse auctioning to conduct price negotiations, the Contracting Officer will notify Offerors of this decision and the following applies:

(1) The contracting officer may use reverse auction as the pricing technique during discussions to receive the final offered prices from each offeror.

https://www.acquisition.gov/far/3.104-1#FAR_3_104_1

SPE2DV-25-R-0001 – MED/SURG PV GEN VI - Amendment 0005 Page 7 of 8

(2) During each round of reverse auction, the system displays the lowest offer price(s) unless the auction instructions are different. All offerors and authorized auction users see the displayed lowest price(s). This disclosure is anonymous and a generic identifier displays for the offeror.

Generic identifiers include designators such as “offer A” or “lowest-priced offeror.” By submitting a proposal in response to the solicitation, offerors agree to participate in the reverse auction and that their prices may be disclosed, including to other offerors, during the reverse auction.

(3) An offeror’s final auction price at the close of the reverse auction is considered its final price proposal revision. No price revisions will be accepted after the close of the reverse auction, unless the contracting officer decides that further discussions are needed and final price proposal revisions are again requested in accordance with Federal Acquisition Regulation (FAR) 15.307, or the contracting officer determines that it would be in the best interest of the Government to re-open the auction.

(4) The contracting officer identifies participants to the DLA commercial reverse auction service provider. To be eligible for award and participate, the offeror must agree with terms and conditions of the entire solicitation and the commercial reverse auction service. The reverse auction pricing tool system administrator sends auction information in an email. The reverse auction system designates offers as "lead," meaning the current low price in that auction, or "not lead," meaning not the current low price in that auction. In the event of a tie offer, the reverse auction provider's system designates the first offer of that price as "lead" and the second or subsequent offer of that price as "not lead." If a tie offer is submitted and no evaluation factors other than price were identified in the solicitation or a low-price technically acceptable source selection is being used, the "Not Lead” offeror that submitted the tie offer must offer a changed price; otherwise its offer will be ineligible for award. If evaluation factors in addition to price were listed in the solicitation and a tradeoff source selection is being used, tie offers that are "Not Lead" will be considered and evaluated.

(5) Offerors unable to enter pricing through the commercial reverse auction service provider’s system during a reverse auction must notify the contracting officer or designated representative immediately. The contracting officer may, at their sole discretion, extend or re-open the reverse auction if the reason for the offeror’s inability to enter pricing is determined to be without fault on the part of the offeror and outside the offeror’s control.

(6) Training. The commercial reverse auction service provider or government representative conducts training for offerors. Offerors receive training through written material, the commercial reverse auction service provider’s website, or other means. Trainers name employees successfully completing the training as a “Trained Offeror.” Only trained offerors may engage in a reverse auction. The contracting officer reserves the right to remove the “trained offeror” title from anyone who fails to obey the solicitation or commercial reverse auction service provider terms and conditions.
