About this opportunity
The Department of Veterans Affairs Veterans Health Administration seeks medical equipment and supplies through Federal Supply Schedule 65 II A (FSC Group 6515), with continuous submission and no closing date for offers.
This is a multiple-award, fixed-price, indefinite delivery-indefinite quantity (IDIQ) contract vehicle with Economic Price Adjustment provisions. The standing solicitation operates on an open and continuous basis; offerors may submit proposals at any time. Contract performance commences upon the effective date of award and expires five years from award unless canceled, terminated, or extended. The Government may extend the contract for up to three additional 5-year periods with 30 days' notice before expiration, with a maximum total contract term of 20 years.
The solicitation covers 96 Special Item Numbers spanning FSC classes 6510 (Surgical Dressing Materials), 6515 (Medical and Surgical Instruments, Equipment, and Supplies), 6530 (Hospital Furniture, Equipment, Utensils, and Supplies), 6532 (Hospital and Surgical Clothing and Related Special Purpose Items), 6540 (Ophthalmic Instruments, Equipment, and Supplies), 6545 (Replenishable Field Medical Sets, Kits, and Outfits), and J065 (Maintenance, Repair, and Rebuilding of Medical Equipment). Geographic coverage includes the 48 contiguous states, Alaska, Hawaii, Puerto Rico, Washington D.C., and U.S. territories, with F.O.B. destination domestic delivery and specified lead times ranging from 30 to 90 days by SIN.
Offerors must meet responsibility requirements, including submission of two years of financial statements (audited if available) or alternative financial documentation. All offers must be submitted electronically to vafssoffers@va.gov. The Government expects all contractors to exceed $25,000 in sales within the first two years after award and maintain $25,000 annually thereafter. Pricing is evaluated for fairness and reasonableness against the contractor's most-favored-customer commercial pricing. The contract includes a 0.5% quarterly Industrial Funding Fee on all sales, reported and remitted within 30 days of quarter completion via the VA Sales Online Portal. Pricing must comply with Trade Agreements Act requirements, and all medical devices must meet FDA regulatory standards. Contractors must incorporate FAR clauses addressing whistleblower rights, equal opportunity, labor standards, trafficking in persons, DEI compliance, and small business utilization. The most recent amendment (Amendment 0008, issued June 30) incorporates FAR 52.222-90 (DEI Discrimination prohibition) and FAR 52.244-6 (Commercial Products and Services flow-down requirements). All offerors must acknowledge all amendments prior to offer submission. Contact the FSS Helpdesk at 708-786-7737 or HelpDesk.ammhinFSS@va.gov.
