About this opportunity
The Naval Supply Systems Command seeks maintenance services for Divers Life Support Systems supporting Explosive Ordnance Disposal Group One, with proposals due August 28, 2026 and questions due August 24, 2026. This small business set-aside is restricted to concerns meeting the $19.0 million NAICS 541380 threshold.
Place of performance is San Diego, California. Work encompasses routine and depot-level maintenance of specialized diving equipment including compressed gas cylinders (HeO2, O2, O2N2), oxygen transfer pump assemblies, Bauer compressors, Haskel oxygen booster pumps, Viper Underwater Breathing Apparatus, transportable recompression chambers, Standard Navy Double Lock systems, Fly Away Dive Systems III, and Oxygen Regulating Console Assembly systems. The base period runs September 30, 2026 through September 29, 2027, with one 12-month option year. All maintenance excluding non-transportable compressors must be completed at NAVSEA-certified facilities; hydrostatic testing requires DOT certification and a 25-calendar-day turnaround. The contractor must employ one NAVSEA-certified precision oxygen cleaning instructor, one certified Haskel technician, one DOT-designated hydrostatic test operator, and personnel trained in Bauer compressor and oxygen booster pump maintenance. Oxygen cleaning must occur in Class 100,000 cleanroom environments with daily particle counting per MIL-STD-1330D.
This is a firm-fixed-price purchase order; the combined synopsis/solicitation constitutes the sole solicitation document under FAR Part 12. Quoters must submit a technical narrative not exceeding five pages demonstrating understanding of the Performance Work Statement and proof of capability, plus a price quotation using the provided Excel spreadsheet with all unit prices, extended prices, and annual calculations for base and option years. Evaluation occurs on acceptable/unacceptable basis for technical factors and fair and reasonableness for pricing. Award goes to the responsible quoter whose conforming quote is technically acceptable and most advantageous to the government. Subcontracting is limited to 50 percent for services and supplies. Questions should be directed to Rachel Tamashiro at rachel.m.tamashiro.civ@us.navy.mil. Amendment 01 posts vendor Questions & Answers via Attachment 8.
