About this file

This is a Questions and Answers (Q&A) document for Amendment 01 to Combined Synopsis-Solicitation N0060426Q4023. The solicitation closes at 3:00 p.m. Hawaii Standard Time on Friday, 28 August 2026. This is a follow-on requirement for same/similar services previously provided under contract number N0024325P0082 for Joint Concept & Maintenance Testing (UEI GXB7CU879RG4).

The Q&A addresses vendor inquiries regarding pricing methodology, line item specifications, and equipment requirements. Key clarifications include: (1) unit pricing must be entered in Column L regardless of whether pricing is for parts or labor; (2) all CLINs are firm-fixed-price, with quoters responsible for economically sound pricing that fulfills performance requirements; (3) the Total Quantity Serviced (Column I) is calculated by multiplying the number of assets (Column E) by the quantity per asset (Column H), with each OTPA containing three gauges requiring calibration; (4) line items listed in Attachments 3 and 7 represent current requirements and exclude items not explicitly included; (5) the 026D and C-D/DV Navy compressors are different equipment with varying maintenance requirements, and the end user intentionally removed underutilized items from previous contracts; and (6) service providers cannot be identified through independent non-bidding coordinators. Quoters must reference the Combined Synopsis Solicitation posting and attachments for required certifications, inspection intervals, testing scope, place of performance, official submission methods, and eligibility requirements.

Combined Synopsis-Solicitation N0060426Q4023 Amendment 01 Closes 3:00pm Hawaii Standard Time on Friday, 28 August 2026.

The purpose of Amendment 01 is to post vendor Questions & Answers (Q&A).

Question Answer

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

1. This is a follow-on requirement for same/similar services. The previous contract number is N0024425P0082 and the incumbent was Joint Concept & Maintenance Testing (UEI GXB7CU879RG4).

2. Previous pricing spreadsheets used Column L as part pricing and Column M as the hourly service rate. Is Column L now going to be the price for the line (parts or service by line) with Column M matching the quantity of items in Column H?

2. The proposed unit pricing should be inputted into Column L regardless of whether pricing is for a "part" or "labor". Column M identifies the applicable unit type. If proposed pricing is for a part, a sample entry would be Unit Price: $10.00, Unit: Each. If proposed pricing is for labor, a sample entry would be Unit Price: $50.00, Unit: Hour.

3. Certain lines have dropped off that should have been retained. In a previous pricing spreadsheet, there was a line to capture gas cylinder pick up and delivery fees in Section A. Depending on the gas company being used, each pick up or delivery can have a cost exceeding $50.00 in various state and county fees, hazmat, fuel charges, etc. How do we recapture those third-party losses?

3. The requirement has changed significantly since the previous contracts and has undergone numerous rounds of revisions and confirmation by the end user, which explains why some line items from the previous requirements are not addressed in this current requirement. The line items listed within Attachment 3 (and 7) represent the current need. Please do not propose pricing for items that are not explicitly included within the list.

All CLINs will be firm-fixed-price, meaning all pricing will need to be proposed upfront. Quoters are responsible for proposing prices that will not only fulfill all performance requirements, but also be economically sound for the Quoter's business. The Government is not responsible for advising Quoters on pricing methodologies.

4. The quantity of assets and the quantity of items per asset doesn't match up on many of the line items. For example, In section "B" (line 8) for OTPA gauge calibrations it states in column "E" is "3" items, "3" quantity per asset in column H, and column "I" it is "9 total quantity serviced; there is actually only one gauge per OTPA that requires calibration. If column "E" is for 3 total OTPA's then column "E" is correct at "3". Shouldn't Column "H" then actually be "1" and column "I" should then actually be "3"? This would be the same on lines 10, 11 and 13; lines 14 and 15 are correct for 3 OTPA's.

4. The Total Quantity Serviced (Column I) is the product of multiplying the # of Assets (Column E) and Quantity per Asset (Column H). The end user confirmed that each OTPA has three (3) gauges, totaling nine (9) gauges across all three (3) OTPAs.

5. Certain lines that were included in a previous requriement spreadsheet are not captured at all within the current spreadsheet. The 72M services under line 15 within Section B does not have a line to capture the six (6) Haskel overhaul kits associated with the service per pump. The cost for these kits is currently $2,590.61 per pump. How should this cost be handled?

6. The equipment in listed in lines C 3.4.3 and 3.4.3.1 under the Bauer 026D compressors should have been duplicated under the Bauer C-D/DV Navy compressor maintenance. Is there a reason this was left off?

6. The 026D and C-D/DV Navy compressors are different, so one has more maintenance involved. For example, the O26D has more gauges, more relief valves, etc. The end user intentionally removed a number of maintenance items from the C-D/DV line items because they were underutilized in historical contracts.

7. Portable and removed from system oxygen gauges require cleaning under OICR rules; this is an expensive oversight to the required services of K 3.12.1 (@105.00 ea. In material and labor). How do we recoup these costs?

8. Confirm the current deadline and whether the RFQ remains open. 8. See Combined Synopsis Solictation posting.

9. Confirm the required certifications, inspection intervals, testing scope and place of performance. 9. See Combined Synopsis Solictation posting and attachments.

10. Confirm whether a qualified service provider may be identified through an independent non-bidding coordinator. 10. No, a service provider may not be identified through an independent non-bidding contractor.

11. Confirm the official submission method and any eligibility or registration requirement. 11. See Combined Synopsis Solictation posting and attachments.
