The requirement is set aside exclusively for small business concerns under NAICS code 541380 (Testing Laboratories and Services), with a small business size standard of $19.0 million. This acquisition will result in a Firm-Fixed-Price (FFP) purchase order. The solicitation incorporates FAR Part 12 provisions and clauses by reference, accessible at www.acquisition.gov. A price narrative supporting fair and reasonable pricing must accompany the submission. Evaluation will occur on an acceptable/unacceptable basis for technical factors and fair and reasonableness assessment for pricing. The Government may conduct comparative evaluation and negotiate with the best-suited quoter. Award will go to the responsible quoter whose conforming quote is technically acceptable and most advantageous considering both technical capability and price. This is a COMBINED SYNOPSIS/SOLICITATION for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number N0060426Q4023 is issued as a request for quotation (RFQ) for DIVERS LIFE SUPPORT SYSTEM (DLSS) MAINTENANCE SERVICES in support of Explosive Ordnance Disposal Group One (EODGRU1), San Diego, California.

This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The 2022 NAICS code is 541380 (Testing Laboratories and Services) All Other Miscellaneous Schools and Instruction) and the Small Business Standard is $19.0 million. This requirement is restricted to small business firms and will result in a Firm-Fixed-Price (FFP) purchase order (PO). The Office of Small Business Programs concurs with the small business set-aside acquisition strategy.

The NAVSUP Fleet Logistics Center, Pearl Harbor (FLCPH) Regional Contracting Office requests responses from qualified small business sources capable of providing DLSS maintenance service requirements in accordance with the attached Performance Work Statement (PWS) and PWS Attachment 1, DLSS Service Parts List (Attachments 2 and 3).

Submission Requirements:

1) Factor 1: Technical

At a minimum, the Quoter shall:

a) Provide a technical narrative (maximum 5 pages) demonstrating a clear understanding of the requirement in its entirety as outlined within the Performance Work Statement (PWS) and relevant attachment(s). The Quoter shall demonstrate it has the necessary technical and management capabilities to satisfactorily meet all performance objectives. The technical approach is not to be a restatement of the information contained in the PWS.

2) Factor 2: Price

At a minimum, the Quoter shall:

a) Submit proposed unit prices and extended prices for all line items identified in both Attachment 3 and 7. Proposed subtotal values for service categories A through L, total annual prices, and total evaluated price (i.e., the totals of the base year, all option years, and half the value of the last option year) will automatically pre-populate in a dedicated "Summary" tab using the values entered throughout the spreadsheet.

b) Submit a price quote using the active, unlocked Microsoft Excel (.xlsx) spreadsheet provided as

Attachment 7 (Pricing Worksheet). The price quote shall show all calculations used to derive the quoted prices. The spreadsheet must contain fully functional, working formulas showing all calculations used to derive the proposed unit, extended, and annual prices. Submitting "flat" or hardcoded numbers without working formulas is not acceptable.

c) Provide a price narrative supporting the basis of proposed prices along with any other supporting information, to assist the Government in determining prices to be fair and reasonable.

i) Non-certified cost and pricing data may be requested.

Responsibility Determination: Quoters must be registered in the SAM database and Quoter Representation & Certifications shall be current to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov.

Quoters are responsible for ensuring timely submissions are received by the POC identified in the solicitation. The Government is not responsible for late or lost submissions.

Basis of Award: The Government will award a purchase order resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation is deemed technically acceptable and will be most advantageous to the Government, considering technical (capability to meet the Government’s needs and probability of success) and price.

The Government may perform a comparative evaluation to select the quotation that provides the best value by comparing responses against the evaluation factors in the solicitation.

Once the Government determines the quotation that is most advantageous to the Government based on its evaluation of initial responses, the Government may communicate with only that best suited quoter to address any remaining issues consistent with the terms of the solicitation. These issues may include technical and/or price. If the parties cannot successfully negotiate any remaining issues, as determined relevant by the Government, the Government reserves the right to communicate with the next best suited quoter/offeror based on the original analysis consistent with the terms of the solicitation.

All responsible sources may submit a quotation which shall be considered by the agency. Quoters are advised that the quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced Quoter is determined to be more advantageous to the Government.

However, the perceived benefits of the higher priced quotation must merit the additional price.

The Government may consider past performance information to assist in determining if a higher price quotation is more advantageous to the Government. The Government will review past performance information from a wide variety of sources both inside and outside the Government. This may include reviewing performance information reported to the Contractor Performance Assessment Reporting System (CPARS), as well as other sources of information.

Evaluation:

Factor 1: Technical

The Government will evaluate the Quoter’s technical capabilities based on the following:

a. The Quoter demonstrates the ability to meet the Government’s requirements as outlined within the solicitation and supporting attachments.

b. Rating Method: Technical will be rated on an acceptable or unacceptable basis. A quotation is technically acceptable if the quotation addresses the solicitation requirements and demonstrates good probability of success in meeting the Government’s requirements. A quotation is technically unacceptable if it fails to address the solicitation requirements or demonstrates a low probability of success in meeting the Government’s requirements.

Factor 2: Price

The Government will evaluate the Quoter’s price based on the following:

a. The priced portion of the quote submission will be evaluated to assess price fair and reasonableness. Partial quotes will not be accepted or evaluated. Any quote that fails to provide pricing for every line item may be determined non-compliant and excluded from further consideration for award. The quote will be reviewed for mathematical correctness in all computations, making sure that all prices are summarized correctly to ensure completeness and accuracy. Initial and final negotiated annual prices shall consist of no more than two (2) decimal points. The total evaluated price will be calculated by adding the totals of the base year, all option years, and half the value of the last option year. Half the value of the last option year is representative of clause FAR 52.217-8, Option to Extend Services, which allows the Government to extend services up to six (6) months within the limits and at the rates specified in the purchase order. Changes to the evaluation quantities, blanks or zeros in the pricing columns, and/or mathematical mistakes are subject to clarification for confirmation of the Quoter’s intent.

i. Non-Certified cost or pricing data may be requested to determine fair and reasonableness.

Questions: All questions must be submitted to Ms. Rachel Tamashiro via e-mail at rachel.m.tamashiro.civ@us.navy.mil no later than 5:00 PM (1700 hours) Hawaii Standard Time (HST) on Monday, 24 August 2026.
