This is a Performance Work Statement (PWS) for Diver's Life Support System (DLSS) maintenance services to be provided to Explosive Ordnance Disposal Group One (EODGRU1) at Naval Amphibious Base Coronado in San Diego, California. The contract encompasses routine and depot-level maintenance of specialized diving equipment including compressed gas cylinders (HeO2, O2, O2N2), oxygen transfer pump assemblies, Bauer compressors (four models: MVT-26, O-26, C-D/DV/NAVY), Haskel oxygen booster pumps, Viper Underwater Breathing Apparatus, Transportable Recompression Chambers, Standard Navy Double Lock systems, Fly Away Dive Systems III, and Oxygen Regulating Console Assembly systems. All maintenance (excluding non-transportable compressors) must be completed at NAVSEA-certified facilities, with hydrostatic testing performed by DOT-certified technicians using the water jacket method and a 25-calendar day turnaround requirement.

The base period of performance runs from 30 September 2026 through 29 September 2027, with one 12-month option year. The contractor must maintain a Quality Control Plan and comply with numerous Navy specifications, military standards, and technical manuals. Required contractor qualifications include one NAVSEA-certified precision oxygen cleaning instructor, one certified Haskel technician (MK-23 MOD-0 and MOD-1), one DOT-designated hydrostatic test operator, and personnel trained in Bauer compressor systems and oxygen booster pump maintenance. The government will furnish all diving equipment requiring maintenance. Monthly status reports must be submitted by the 15th of each month, and performance data must be reported to a secure Navy system by 31 October annually. Equipment delivery to emergent requests must occur within two hours; non-emergent delivery within three calendar days. Work hours are 0800-1600 Monday-Friday, excluding federal holidays, though equipment may be retrieved during non-working hours if operationally necessary.

PERFORMANCE WORK STATEMENT

EXPLOSIVE ORDNANCE DISPOSAL GROUP ONE

DIVERS LIFE SUPPORT SYSTEM (DLSS) MAINTENANCE SERVICES

1. BACKGROUND

Explosive Ordnance Disposal Group One (EODGRU1) requires a comprehensive, professional maintenance program for its specialized diving equipment to support a wide range of critical and high-risk naval operations. As this gear is considered life-support, its flawless performance in harsh underwater environments is paramount to mission success and, most importantly, the safety of EOD divers. Historically, units with access to such professional maintenance services have benefited from enhanced operational readiness, a significant reduction in equipment-related mishaps, and increased diver-confidence. A dedicated maintenance contract ensures all diving equipment is serviced to the highest standards of safety and reliability, allowing personnel to focus on their primary mission with full trust in their gear.

2. OBJECTIVE

2.1 EODGRU1 seeks a contractor to provide routine and depot level maintenance services of its Divers Life Support Systems (DLSS). These services include maintenance, hydro testing, re-filling, and cleaning of high and low pressure piping, valves, flexible hoses, filters, moisture separators, volume tanks, compressed gas cylinders (i.e., Air, 02, and Mixed Gas), compressed gas flasks (i.e., Air, 02, and Mixed Gas); maintenance of Haskel oxygen booster pumps; maintenance of oxygen transfer pump assembly;

maintenance of all compressors (i.e., Bauer models MVT-26, O-26 and C-D/DV/NAVY); Maintenance of Viper Underwater Breathing Apparatus (UBA) and test panel gages, relief valve and comparison accuracy testing or flowmeters and pocket flowmeter, and maintenance of Transportable Recompression Chambers to ensure that EODGRU1 diver life support equipment is safe and operational to support EODGRU1 and Navy Expeditionary Combat Command (NECC) missions.

2.2 NON-PERSONAL SERVICES AND INHERENTLY GOVERNMENTAL FUNCTIONS

2.2.1 Services rendered under this contract shall be non-personal in accordance with Federal

Acquisition Regulation (FAR) 37.104. Contracted personnel are not subject, either by the contract’s terms or by manner or its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. Contractor personnel rendering services under this contract shall be under the direct supervision and control of the contractor.

2.2.2 The contractor shall not perform inherently governmental functions as prescribed under FAR

Subpart 7.5. Any performance objectives or other terms and conditions under this contract shall not be interpreted or implemented in any manner that may result in contractor personnel creating or modifying Federal policies, obligating funds of the government, or overseeing work of government employees or other contractor personnel.
