About this file

This is a federal contract document containing clauses incorporated by reference and clauses in full text for a Department of Defense procurement (Document Number N0060426Q4023).

The document establishes the terms and conditions applicable to this contract, which is structured as a small business set-aside. Key requirements include submission of payment requests and receiving reports through the Wide Area WorkFlow (WAWF) system using specific routing data codes for various DoD activities. The contract incorporates extensive compliance requirements including antiterrorism awareness training, covered defense telecommunications equipment prohibitions, safeguarding of defense information, and restrictions on subcontracting. For small business concerns, limitations on subcontracting are enforced at 50 percent for services and supplies, 85 percent for general construction, and 75 percent for construction by special trade contractors. The contract includes provisions for option periods (up to 6 months for service extensions and 24 months total contract duration), item unique identification requirements for deliverables exceeding $5,000 in unit acquisition cost (using data matrix symbology and specific marking standards), and postaward small business rerepresentation requirements for long-term contracts. Additional requirements address tax withholding on foreign procurements, responsibility matters verification, personal identity verification of contractor personnel, employment eligibility verification, combating trafficking in persons, and various other regulatory compliance matters. The contract also references a Demonstration Project for Contractors Employing Persons with Disabilities, suggesting this may be set aside for eligible contractors meeting specific employment thresholds for severely disabled individuals.
