About this file

This is a Quality Assurance Surveillance Plan (QASP) log that documents detailed deliverables and performance requirements for Divers Life Support System (DLSS) maintenance services supporting Explosive Ordnance Disposal Group One (EODGRU1) at Naval Amphibious Base Coronado, San Diego, California. The QASP specifies 100% compliance as the Acceptable Quality Level (AQL) for all performance requirements, with surveillance conducted through Technical Point of Contact (TPOC) inspection and acceptance, supplemented by contractor monthly status reports. Deliverables include equipment failure documentation (due within three calendar days), Re-Entry Control (REC) and Objective Quality Evidence (OQE) documentation packages for recompression chambers and diving systems (due upon equipment turnover), NAVSEA Quality Assurance audit evidence (due within five business days), equipment pickup/dropoff coordination (due within three business days), monthly status reports (due by the 15th of each month), and labor hour reporting via secure data collection site (due by October 31 annually).

Performance requirements encompass comprehensive maintenance of specialized diving equipment including compressed gas cylinder refills (50 HeO2 88/12%, 30 O2 100%, 20 O2N2 60/40% annually), calibration and servicing of oxygen transfer pump assemblies (OTPAs), compressor maintenance with cartridge and filter replacements, transportable recompression chamber (TRCS) calibration and testing, Standard Navy Double Lock (SNDL) system maintenance, FADS III and ORCA system servicing, relief valve testing (200 total per schedule), SCUBA cylinder hydrostatic testing (300 units per schedule), and portable and installed gauge calibration (400 units each per schedule). All maintenance must be performed at NAVSEA-certified facilities with qualified technicians; hydrostatic testing has a 25-calendar day turnaround requirement; oxygen cleaning must occur in Class 100,000 cleanroom environments with daily particle counting per MIL-STD-1330D; and contractor must maintain current employee certifications per OPNAV, NETC, and OSHA standards. Performance ratings are evaluated using a five-tier scale from "Exceptional" to "Unsatisfactory" based on compliance with contractual requirements and effectiveness of corrective actions.
