About this opportunity
The National Park Service is soliciting contractors for DETO 228872, a project to replace obsolete housing with a new multiplex unit at Devils Tower National Monument in Wyoming. The procurement involves constructing a new one-story, six-unit multiplex housing facility with associated site infrastructure including water, sewer, electrical systems, and civil improvements, along with optional elements such as demolition of the existing six-plex, laundry/shower facilities, community gathering areas, and storage facilities. The solicitation will be evaluated using a best-value tradeoff process, with contractors assessed on project experience, technical approach, schedule management, key personnel experience, and past performance, in addition to pricing considerations. Proposals are due September 10, 2025, at 17:00 Eastern Time, following several amendments that extended the original September 2 deadline and provided additional project documentation and responses to contractor questions.
This procurement is designated as a Total Small Business Set-Aside under NAICS code 236116 (New Multifamily Housing Construction), with a contract value estimated between $5 million and $10 million. The contract includes a 10-calendar day start period and a 410-calendar day completion timeline, with work anticipated to begin in Spring/Summer 2026. The project site presents unique challenges including the presence of asbestos and lead-based paint in existing structures requiring specialized abatement, expansive clay soils necessitating significant excavation and soil replacement, and environmental considerations such as wildlife protection measures for Northern Long-Eared Bats and nesting birds. Performance will occur at Devils Tower National Monument in Wyoming, with contractors required to coordinate through the main park entrance and manage all construction activities while the park remains open to visitors year-round.
