About this file
This document is a Solicitation Questions and Answers (Q&A) for the DETO 228872 federal contract opportunity (Solicitation Number 140P2025R0002), which involves replacing obsolete housing with a multiplex unit at a National Park Service (NPS) location. The Q&A addresses 15 key contractor inquiries covering critical project details such as staging areas, equipment access, wildlife considerations, utility provisions, and site-specific logistics. Notably, the project is a Total Small Business Set-Aside, with contractors entering through the main park gate and required to haul all overburden off-site.
Key project specifications include electrical service provided by utility with contractor responsible for downstream equipment, no tree removal, potential wildlife interactions (including Northern Long-Eared Bat and rattlesnake considerations), and a full-time NPS Construction Manager Representative (CMR) on-site. Contractors must provide portable restrooms, potentially house workforce at nearby campgrounds, and assume the existing structure contains asbestos and lead-based paint. The park remains open 24/7/365, no badging is required, and contractors should plan crane access carefully, with NPS noting road sufficiency for planned equipment.

Solicitation Q&A 140P2025R0002
# Offeror Question NPS Response 1 Where will staging areas be located? See AS101. Staging areas will be located in existing RV parking spaces. Additional staging area will be in the existing maintenance area.Short term staging and parking located across the street from the work site. Medium and Long term staging available via acess road from NPS shop approximatley 2 minutes from work site.
2 How will a contractor handle heavy equipment and getting it to and from the job site?
All equipment and materials will come in the main gate to the park.
3 Where will contractors store overburden? Are we required to haul it off site?
Yes - all overburden shall be hauled away from the Park.
4 Is electricity to the housing unit above or below ground? Utility shall provide new primary service, transformer, meter, and all associated metering equipment.
contractor is responsible for concrete pad for utility transformer, and all feeders and equipment downstream of metering equipment.
5 Is the housing unit going to run on propane heat? No. All heat is electrical strip or heat pump.
6 Will NPS have a CMR for the project? Yes, NPS intends to have a full time CMR present during construction.
7 Do we enter and exit through the main gate for everything? Yes.
8 What kind of wildlife considerations are there? See Note 2 on Sheet C102 – tree removal shall not occur during Northern Long-Eared Bat pup rearing season.
Extra care shall be used so as not to disturb trees with equipment, since we are not removing any trees. There is potential for nesting birds onsite during initial groundwork. Coordination with NPS staff is requested to reduce any potential negatvie impacts to wildlife and to verify that natural resource considerations have not changed in the period between bid document issuance and construction start. In addition, Rattlesnake presense is possible during summer months.
9 Is the park open 365 days per year? Yes, the park is open 24/7, 365 days per year.
10 Do contractors need badges? No, no badging is required.
11 Will the road be able to handle the crane that will be necessary to bring in the modular panels?
Assume for bidding that road is sufficient for planned cranes, as long as cranes are not specialized or oversized for the application. Once awarded, crane specifics and lift plans will need to be reviewed to verify.
12 For the demo of the existing structure, was there a hazmat assessment done? Are we to assume that the unit has asbestos and lead based paint?
Yes, a Hazamat Report was included in the specifications (028201a) and a Hazmat Plan was included in the Final CDs on Sheet HM101. According to the Hazmat Plan, assume asbestos and lead based paint in the locations noted on the plan.
13 Will the contractor be required to bring in portable restrooms and service those themselves? Or is there a restroom nearby available for contractor use?
Contractor is required to provide and service portable restrooms within their scope per Specification 015000- Temporary Facilities and Controls. Contractor can place portable restrooms in the on-site or off-site staging areas.
14 Will the contractor be able to house any of its workforce in RVs at the park?
There are nearby campgrounds, such as the KOA, which could be able to accommodate an RV. The park could potentially be able to accomadate an RV as well inside the park, but it is not certain at this time.
15 Is there any tree clearing required at the site? There is no tree removal required, all trees are to be protected and left in place. As with the response to question #8, extra care should be taken during Northern Lon-Eared Bat pup rearing season to prevent disturbance of habitats.
