About this file
This document is a utility communication log detailing electrical and telecommunications infrastructure planning for a housing rebuild project at Devils Tower National Monument. The log chronicles communications between the project engineer (CROFT) and utility providers Powder River Energy Corporation and Range (Worland, WY) from April 2021 to May 2022, focusing on electrical service requirements, load evaluations, and site infrastructure considerations.
Key details include the project's need for a new pad-mounted transformer, potential single-phase power limitations, and the requirement for 10 total meters across six housing units and RV connections. The utility providers will supply primary service feeds, transformer, metering cabinets, and meters, with the contractor responsible for secondary connections. A critical ongoing concern is whether the existing single-phase power can support the new facility's anticipated load, particularly if options like electric sidewalk heating are implemented. The utility has not yet completed the final load evaluation, which will determine potential need for costly three-phase power infrastructure.

Mr. Lester, Please find blank Load Evaluation and Load Plan forms attached for you to complete and return regarding the apartment construction at the Devils Tower National Monument. As we discussed on the phone, we provide our own metering gear and are limited to a four-plex so I would think that we would have two four-plex units along with two normal house mount meter cans for the total of ten meters needed. We will wait to see your plans and such, but I would assume that if the pad mount transformer that exists today is feeding the complex, we would naturally upgrade that unit with a larger one for feeding the complex.
I am copying our System Engineer Taylor Johnson who will be performing the model review and manager Joe Roth whose team will perform the estimate and design for awareness and your future communication needs.
Thanks, Quentin Rogers Vice President of Engineering and Technical Services Powder River Energy Corp.

SUMMARY
(pertains to above email)
Previous correspondence before re-design of facility is shown above. Project Engineer at the time (now retired) did not follow up with Utility past what is shown but did forward previous site plans and panel schedules to utility prior to this email and phone conversation. Existing facility is actually fed by pole-mounted transformer and aerial secondaries to weather head on existing facility.

Hello Parker, Sorry for the delay in getting these to you. Attached are the Load Evaluation and Load Plan forms. I filled out the Load Evaluation as best as I could (I summed the electrical loads from the plans and added the heated sidewalk to get that total load, but this may not be accurate) and it still needs member information, largest motor, and mailto:quentinr@precorp.coop mailto:rlester@croftae.com mailto:taylorj@precorp.coop mailto:joer@precorp.coop mailto:quentinr@precorp.coop company – Still in previous design before re-design and relocation of facility) location. I filled out a few details on the Load Plan form, but it will need the rest filled out as best as you can. Let me know if you have any questions on either form.
Thank you, Taylor Johnson System Engineer

Quentin, Thank you for the response and clarifications. If you (or Taylor) want to send the load evaluation forms to me, I can take a look at them.
As far as the snowmelt system is concerned, I do not believe it will need to be separately metered, but it will need its own panel. I don’t believe we have spare capacity in any of our current panels to accommodate feeding this additional panel so some infrastructure may need to be provided to allow for an additional service connection or connection to a stack. This item is currently under review and hasn’t been fully accepted yet, so we are just in the planning stages in case this is something the client wants to incorporate. This is something that will need to be coordinated later on in the design phases but I wanted to ensure this was on your radar and see if there were any utility considerations or suggestions for additional capacity if needed.
For the RV connections, I believe we have that connection covered at this point but I appreciate the suggestion and will keep that in mind for discussion with the client.
Again, thank you for your time and help and the quick response. I will be in touch with any further issues or questions I may have.
Best, Parker Davis

Parker, Thanks for the detailed e-mail and effort to clarify any issues. Please find responses below in GREEN. If there is a need for a discussion to have additional clarification, please let us know. Joe Roth’s team leads our design and right of way team and Taylor Johnson reviews system loads, so you also can reach out directly to them for specific questions.
Please note one item that could impact timing is contracts for service and easements\permits needed for line modifications. These historically have taken considerable time for us in parks in the past, so having our design finalized as soon as possible can allow that process to begin.
Thanks, Quentin

Quentin, I believe one of my colleagues (Rodney Lester) spoke with you on the phone back in April in regards to the Housing Rebuild that we are designing at Devils Tower. I first wanted to reach out and confirm that I understand what you discussed and what the current Utility design will look like with the new housing project. Please see below and feel free to correct me if I am not recalling the discussion properly.
• The utility company (PRE Corp) will furnish the metering gear (including the service rated disconnect switch) and the secondary feeders from the transformer to the metering gear. Yes. Our rates include providing the metering gear and transformers. A capital cost related to the secondary modifications and other work will be assessed accordingly through a line extension and contract(s) for service.
• There is a limitation to the amount of meters (four-plex) and therefore there will be 4 separate utility feeds (from the same transformer) to the building with the current scheme that is being proposed and designed. (If there are any questions or confusion about this, I can provide riser diagrams as we currently understand it. Please let me know and I will be happy to share. Yes. Our current construction standards only allow for a 4 position 200A structure as given in the link below.

• There is currently an existing pole-mount and an existing pad-mount transformer on site. It is believed that the pad-mount currently feeds the facility and will be upgraded as necessary to feed the facility. However, this has not fully been determined yet and will be determined at a later design phase.
• We have already submitted our preliminary loads for your consideration and evaluation of the new site. We have received a set of plans that is helpful, but we’d also like to have it submitted in our standard forms for consistency that I think we had provided. I will ask our System Engineer (Taylor Johnson) to resend the forms to your attention.
Again, please feel free to correct me on any of the points above if I am misunderstanding. I will be assisting with this project moving forward and want to ensure I understand all the previous discussions that have taken place.
Since your company will be providing all the metering equipment and feeders, will this be coordinated in the field as to where they will reside on the building? Are there any location requirements other than necessary clearances if we are to give preliminary locations of the equipment? I want to ensure there is no unnecessary confusion for the contractor when they begin their work. Once the Load Evaluation paperwork is submitted and accepted, we would like to have an onsite meeting with a representative to finalize the design. Once the onsite is completed, we can provide a final design from our side along with estimates and contracts.
Updates:
During one of our reviews, it was brought to our attention that there is an option to include an electric snowmelt system in the sidewalk at the front of the new facility. We will not know until later in the design phases whether this option will actually be incorporated but if it is, there will be a need for an additional connection to the service. Perhaps turning one of the house mounts into a duplex(?) and feeding a new panel for the snowmelt equipment. The load for the snowmelt system is proposed at 46.8kW at 240V. Will this load need to be separately metered or can one of the house mounts be modified to a 400A instrument rated to accommodate?
One final item for consideration. I was not sure if you provide separate services and metering for RV connection areas but we will either need to feed (2) RV connection pedestals (100A each) from our proposed house panel (this should not increase the size of the panel, it will remain at 600A) or from a new service if you and your team usually provide that. Please let me know if there are any special considerations for this as there are two new connection points being added to the site for RV parking. We don’t have an RV plug in specific meter pedestal available, but could provide separate 200A pedestals that have space for two 100A breakers. If it isn’t necessary to separately meter, it most likely would be more economical to not provide the separate pedestals.
I apologize for the lengthy email but just want to ensure we are all on the same page and I greatly appreciate your time and assistance.
Best, Parker Davis

Taylor & Joe, The Devils Tower project went on hold shortly after we had our correspondence and has since gone into a complete re-design. I have filled out and attached the forms previously sent to the best of my ability. Please let me know if there are any issues and we can hopefully discuss and resolve them. I have also included supplemental information (attached) with the updated site & markups, riser, and schedules. I have a few items I wanted to follow up on since this project has gone through a fairly drastic re-design. Please see below.
• In the additional attached document I have markups on the site plan with some questions and the current intent for the site electrical utility. There is an existing utility pole on the site that feeds the existing housing complex. Can a new underground primary feed originate from that pole and go over to the new complex and feed a new pad-mounted transformer? Or would the pad-mount need to be near the existing pole and the underground secondary mailto:joer@precorp.coop mailto:pdavis@croftae.com mailto:taylorj@precorp.coop mailto:joer@precorp.coop originate from there and terminate at the new facility? Currently I am assuming the pad-mount will be at least (1) 167kVA pad-mount but based on the load evaluation, we may need an additional transformer to handle the anticipated load. Please feel free to further mark up the document with what you feel may be a viable solution for the new service.
• Do you have any equipment that can accommodate the house panel ‘H1’ connection since it will have to be upsized from 400A to 500A (at a minimum)?
Looking through your reference documentation on the website, it looks like most single-phase equipment stops at a 400A rating.
• Will the secondary feeds from the new transformer need to be provided by the contractor and coordinated with your team to connect? With all the updates to the facility and the utility connections, I need to re-confirm what equipment your team will be providing (primary feeds, transformer, meters, etc.) and what equipment the contractor will need to provide for the new service connection. If you anticipate any costs needing to be captured by the contractor, please let me know that as well. Costs such as, upgrades to the utility infrastructure due to load increase or upgrades to three-phase due to anticipated load. Any items that you expect or are typical for the contractor to provide would be helpful information.
If you feel a phone call would be beneficial, please feel free to call me at either of the numbers in the signature below. I really appreciate your continued assistance and all the information you have been able to provide!

Jason, The new 6 plex would need WiFi internet. The current 6 plex has this and obviously would be dropped once it is demolished or no longer occupied so that service would need to be switched over to the new 6 plex. Although landlines are becoming antiquated, it might be a good idea to have them installed in the new 6 plex just in case we ever do need use of them. Maybe CAT5 lines would be the way to go? It might be a chore to install those at a later date if we ever did decide to install years down the road.
For the RV sites, we just had WiFi installed in those areas so nothing should be needed for the new RV sites.
Our main communication hub is located in our Administration building. The central communications switch is located in the same building. I'm not sure what Lumin is.

Brent, What is the park’s requirement for the new 6 plex internet and phone?
mailto:brent_keay@nps.gov mailto:jason_riharb@nps.gov mailto:hjprattpe@gmail.com mailto:desterline@croftae.com mailto:jason_riharb@nps.gov mailto:brent_keay@nps.gov mailto:hjprattpe@gmail.com mailto:desterline@croftae.com
I would assume we would want internet, phone, and TV drops in all of the units?
For the RV sites:
Assuming they need 50a service (NEMA 14-50r) connections for 120/240?
Should we plan to extend internet connectivity to those site? If we do, we may be at our maximum range for copper cat6 cable.
Where is your main communications hub?
Does this come from Lumin or is there a central communications switch in the area that all of the internet and phone is distributed from?
I can also schedule a meeting with you and IT to discuss.

NPS Project PM contacted Park facility personnel to get a better understanding of needs for new facility telecom infrastructure. Wifi for RV/Mobile sites has already been installed at park and therefore is not needed/apart of the scope of this current project.
Direction was received to provide infrastructure (conduit and fiber) from administration building to new facility for connection of new facility to central communication switch housed within administration building. Direction was given to provide (1) cat6 internet drop in each housing unit in living room area. Project Engineer understood this direction to supersede previous design direction and amended the documents to reflect new design as requested.

Or would the pad-mount need to be near the existing pole and the underground secondary originate from there and terminate at the new facility?

• Utility will provide all power infrastructure including, primary service feeds, transformer, metering cabinets (including CTs) and meters, and secondary service feeders to base of meters for new facility. Utility demarcation is meter base. Contractor shall provide secondary connections after meters to new panels/equipment.
• Utility will size all provided equipment based on load evaluation performed by the Utility. Load evaluation is based off provided design documents and completed load evaluation form.
• Multi-meter box confirmed to be max. of 4 meters.
• RV/Mobile site is metered by single meter at transformer for all RV/Mobile sites.
• Equipment larger than 400A will require CTs.
• New transformer will be pad-mount and primary feed from existing utility pole can be routed underground to new transformer location.
• Existing facility load according to Utility data is 27kVA, much lower than peak demand shown by design documentation. Existing site does not have electric heat or sidewalk snowmelt infrastructure. Utility will need to evaluate load based on options selected by Park in later phases of design (DD/CD) to determine if existing single-phase power can handle new facility and all proposed options. Snowmelt system may trigger need for three-phase power to be brought to site which will be large cost to Park. Utility did not provide ROM cost for three phase power connection as they claimed the load evaluation needed to be completed first in order to provide budgetary information.
Completed load evaluation will provide budgetary information and cost estimate from a utility standpoint for the project. Any utility provided equipment or services will be incorporated into Park utility bill based on predetermined rates and load evaluation.
• Project Engineer provided all necessary documentation and information to utility to proceed with load evaluation. Results have not been received at time of revised SD submission. Results will need to be reviewed by Design-Build Contractor and discussions with Park will have to be initiated for options based on utility analysis results.
5/6/22 Project Engineer provided further clarification to utility for peak demand load and all power equipment/categories were included in peak load. Project Engineer is still waiting for evaluation results but as stated above all results will need to be reviewed by the DB Contractor at the DD/CD phases with the Park to determine what design options they they would like to/can afford to pursue. Three-phase power is a possibility but based on distance alone, the cost will be a significant impact to the project budget if CLIN options cause a need for three-phase power at the site. Utility will provide cost estimates and budgetary information for review at later stages of the design when final design options are selected.
