About this opportunity
The U.S. Coast Guard is seeking a design-build contractor to construct waterfront improvements at the USCG Sitka Mooring in Alaska. The solicitation requires comprehensive design and construction services for a new fixed Seagoing Buoy Tender (WLB) wharf, approach pier, and associated infrastructure. The base contract item involves creating maritime facilities to homeport one WLB, with three optional items including a boat maintenance facility, landside sitework, and a Fast Response Cutter (FRC) floating dock with mooring dolphin. Proposals are due by May 15, 2025, with pre-proposal inquiries accepted through April 11, 2025. The government will evaluate proposals based on equal consideration of price and non-price factors, with specific attention to technical approach, schedule, and permitting strategies.
The contract is issued under the National Multiple Award Construction Contract (NMACC III) Unrestricted Pool 1, with potential contract holders including Brasfield Gorrie, The Haskell Company, Tutor Perini, Walsh Federal, and Whiting Turner. The total project is valued at approximately $48 million, with a comprehensive performance period of 1,030 calendar days after task order award. The place of performance is Sitka, Alaska 99835, specifically located at the USCG Sitka Mooring. There is no specific set-aside for small businesses, and the solicitation indicates a Firm-Fixed Price task order. Liquidated damages of $1,311 per day will be assessed if performance milestones are not met, providing a strong incentive for timely and effective project completion.
