Additionally, SHPO requires that new facilities be no taller than necessary, as measured to the tip of the gable roof, to accommodate boats and equipment and support of maintenance requirements. The new building height will be minimized, to the extent possible, and limited to 30 height.

Basis of Design - Wall Cladding

The building wall system will feature prefinished single-skin metal panel siding mounted on an insulated metal panel backup wall, utilizing one-piece panels that extend from base to eave. Both the exterior and interior panels will be constructed from G90 galvanized steel, finished with a durable fluoropolymer coating on the exterior and a polyester color coat on the interior.

Answer: Provide prefinished single skin metal panel siding to resemble horizontal clapboard siding and meet SHPO requirements as described in Section 01800 1.7.5.1.5 and graphically shown in the elevations on Sheet A2.

10. Site Note #9 indicates "Security Fence". Are the new Security Fence and gates required to grounded? If yes, then please specify the grounding requirements.

Answer: The Contractor shall include in their bid, costs associated with grounding the fence around the City of Sitka Electric Utility switchgear and service transformer. During construction, the selected Contractor shall coordinate with the City of Sitka for coordination of bonding and grounding with their equipment installation. The rest of the security fence is to be grounded if necessary per Chapter 2 of the “Force Prot Physical Security ATFP CIM_5330_1C” document.

21. Will existing floating dock still be used once the WLB Wharf is constructed? Seems it will be “locked in” by the Approach Pier.

Answer: The existing floating dock will remain in use if bid Option Item 3 is not awarded.

If bid Option Item 3 is awarded, the existing floating dock will remain, but it will no longer be in use. See revised Appendix A, Sheet C1 in this amendment for additional clarification.

28. Are there any designated areas where floating equipment, such as floating cranes and barges, be stored when not performing work.

Answer: There are no designated areas. The US Coast Guard will allow floating construction equipment to be stored between the existing wharf and the north end of the cove, as long as it does not project beyond the outboard face alignment of the existing wharf (which would impede the channel width). Stored floating equipment shall also maintain a 50' clearance from the Bouy Tender when it is berthed and a 30' wide clearance for US Coast Guard small boats between small boat floating dock and the main channel.

After award, the Contractor is to coordinate with the local operational US Coast Guard units if additional space is temporarily necessary.

29. What are the limits of work on the water side for operation of floating equipment.

Answer: Contractor shall limit the intrusion of his floating equipment to 120’ or less into the channel, as measured from the outboard face of the new wharf and float alignment. Floating equipment which extends more than 60’ into the channel from the face of the new wharf and float alignment must have navigation lights and be actively manned.

After award, the Contractor is to coordinate with the local operational US Coast Guard units if additional space is temporarily necessary.

30. Are there standoff distances that must be maintained while WLB and small boats are present at berth or loading and unloading.

Answer: Maintain a 30' wide clearance from the US Coast Guard small boats at berth and 50' from the WLB. After award, the Contractor is to coordinate with the local operational US Coast Guard units if additional space is temporarily necessary. The Contractor is to coordinate the work schedule with the WLB berth schedule to avoid conflict within these limits.

35. Is there excavation or removals required to construct the Approach Pier Abutment?

Answer: Refer to RFP Appendix A, drawing sheets D1, C2, C3, C6, & WS-6. Riprap may need to be temporarily stockpiled, then restored to install abutment piling. Riprap may need to be removed and excavated to place abutment, wingwalls, and approach apron.

Grading is required for sitework. Per Section 01800 1.5.3, provide excavation for foundations. See revised Appendix A, sheet C6 in this amendment.

44. RFP states "The DOR shall replicate this fender system on the new wharf with the exception that the timber fender piles will be replaced with 13" diameter composite plastic or fiberglass piles." Please confirm that the 13" diameter composite or fiberglass piles shall be used for bidding purposes, but if found during the design analysis to not provide adequate mooring/berthing resistance, this would be a changed condition subject to modification.

Answer: See revised Section 01800 1.8.18. The 13” diameter pile size in the drawings of Appendix A is approximate. The design of the wharf fender system is the responsibility of the DOR. Per the RFP Section 01800 1.8.18, the fender pile solution must consist of fiberglass piles filled with concrete or reinforced plastic piling. The DOR shall select the pile properties to meet the WLB berthing load requirements. The actual solution that the Contractor uses for pile size is not a changed condition.

45.1 Amendment 0004 RFI# 45 for the Sitka Waterfront project asked if the entire standpipe system should be 316 stainless steel. The RFI response stated to follow the requirements of Section 01800 1.10.2.2 which is as follows:

A316 stainless steel schedule 40 vertical fire department connection pipe will be installed adjacent to the entrance of the new main approach pier and shall be routed to the new hose connection manifolds located around the pier. The fire department connection piping will contain a low point drain to allow the water that collects in the vertical standpipe to drain and prevent freezing within the pipe. The fire department connection shall be two 2 ½” outlet connections, cap, and chain, or of a type required by the Sitka Fire department. The fire department connection shall be placed out of the collapse zone of any adjacent building, but no further than 100’-0” from the nearest ire hydrant. The piping serving the fire department connection will contain a swing check valve to prevent the flow of water in the wrong direction. Each new hose connection manifold will be (2) 2 ½” bronze hose valves, unless otherwise specified by the Sitka Fire Department.

In reading this spec section we are interpreting that 316 stainless steel is required for the vertical fire department and the horizontal piping runs around the pier. This is an extremely expensive option and not a typical requirement.

We are accustomed to seeing the vertical fire department connections be 316 stainless steel but the horizontal dry standpipe run being schedule 40 galvanized steel.

Can you please clarify the response to RFI #45 to address if it is required for the entire dry standpipe run to be 316 stainless steel or if just the vertical fire department connections are required to be 316 stainless steel.

Answer: This response amends the response to PPI #45 in Amendment 004.

As defined in Section 01800 1.10.2.2, 316 stainless steel schedule 40 is required for the entire dry standpipe system, which includes the horizontal piping runs around the pier.

46. Sheet C1 shows WLB dolphin as base bid. Sheet WS-5 shows new dolphin as bid option 3.

Please clarify.

Answer: The dolphin is part of bid Option Item 3. See revised Appendix A, sheet C1 in this amendment.

55. The RFP does not specify that an Incidental Take Regulation (ITR) has been acquired from U.S. Fish and Wildlife Service; however, based on conversations with the agency, it is expected that a proposed regulation for this project will be published in the Federal Register in the near future. Would this ITR become a contract document? Can the Government provide the application?

Answer: Once available, the Government will provide a copy of the published Incidental Take Regulations (ITRs); its publication is expected by July 15, 2025. The Contractor shall abide by all ITR regulations. The Contractor will assume all Best Management Practices (BMPs) found in the Environmental Assessment, and assume practices related to Marine Mammals Protection (MMP) and Endangered Species Acts (ESA) will be applicable/required for the project. Additional BMPs not listed in Environmental Assessment, but required by the published ITR will be considered changed site conditions.

62. Section 01800-1.1.1 states the fencing shall be "hardened". Section 1.4.12 states fencing shall be IAW COMDTINST M5530.1C which does not speak to "hardened" fencing. Please confirm requirement of "hardened" fence and if required please provide requirement for "hardening".

Answer: COMDTINST M5530.1C defines "Hardened" as a security fence that is specifically designed to resist unauthorized access, tampering, and physical attack. See revised Section 01800 1.1.1, 1.4.1, and 1.4.12.

63. RFP Drawings E-1 shows the removal of electrical service to the existing wharf. RFP Section 01800 1.4.1 states, "The scope of work includes the demolition and capping of unneeded utilities". Please clarify whether all existing utilities must be removed from the existing wharf, or just the electrical? If not, please confirm remaining water and sewer lines do not require electricity.

Answer: The new electrical service will feed to the existing approach and will connect to the existing electrical distribution system near the near the existing site transformer that is to be demolished after completion of the new wharf. Reference RFP Appendix A, sheet E6 for required electrical connections. Existing utilities on the existing wharf are to remain.

See Appendix A, sheet D1 for utility demolition, and sheet E1 for electrical demolition.

70. Minimum standoff of the fender system is desired, and the contractor shall replicate the existing fender system but use concrete filled fiberglass piles. It does not appear that there will be room for an energy absorbing fender at the top of the fender pile. If required by the fender designer, can the standoff of the fender piles be increased to allow for the addition of a fender element between the top of the pile and the wharf?

Answer: See revised Section 01800 1.8.18.

75. Paragraph 1.1.1.2 indicates the Boat Bay building is Level 1 and to follow the countermeasures in accordance with the 2021 version of the Risk Management Process ISC standard Appendix B. Please provide Appendix B to the ISC document.

76. Is the contractor to assume the FRC and WLB cutters’ CHT (collection, holding and transfer) system pumps have the capacity to transfer waste via the 3 in forced main to the existing manhole on shore at which point the existing gravity sanitary sewer system will take over? Or will the contractor be required to provide a lift station to transfer sanitary sewer waste to the existing manhole on shore at which point the existing gravity sanitary sewer system will take over?"

Answer: For bidding purposes, assume FRC and WLB system pumps have sufficient capacity to pump sewer using force main to existing shore sewer systems without additional lift station and holding tanks. Contractor is to verify with their own sewer calculations whether a lift station is required.

77. The RFP drawings and Basis of Design call for a 3” sanitary sewer force main from the shore-ties to the ashore manhole. UFC 4-150-02 Dockside Utilities paragraph and FRC ILSP Appendix E specify a 4” line.

Please clarify what is required to be provided in regard to the sanitary sewer (i.e. the 3” force main as shown on RFP Sheet C4 and RFP Basis of Design titled Wet Utilities Sanitary Sewer or if a 4" line is required per FRC ILSP and UFC 4-150-02).

Answer: Use a 4” sewer force main per UFC 4-150-02 and FRC ILSP Appendix E. See revised Appendix D, sheet C4 in this amendment.

78. UFC 4-150-02 Dockside Utilities

See paragraph 6-1 for ‘Freeze Protection’. Sitka is in Region I (Severe) according to Figure B-1;

see below; Seattle is in Region IV (Mild). Can Sitka can be considered a milder region than Region I?

Answer: Sitka is to be considered Region I (Severe) per Figure B-1 of UC 4-150-02.

79. RFP Basis of Design Stakeholder Comments (Appendix) has an unanswered comment pertaining to the need for freeze protection, "Q. 138, Waterlines /Sewer lines may freeze on pier is there any freeze mitigation besides heat tape? " Please provide an answer to this question.

Answer: Provide insulated water and sewer lines on the pier per the relevant pier building codes.

80. Confirm the Existing site Utility Transformer and the existing primary cabling is property of City of Sitka Electric and is to be removed by the utility company and the remaining empty conduit/vault systems are to be abandoned in place.

Answer: Existing transformer and primary cabling are owned by the City of Sitka and will be removed by them once existing facilities have been transferred to alternate power.

81. Sheet E1 requires the pole light and pole bases to be demolished. Is the UG Conduit/wire required to be removed also?

Answer: See revised Appendix A, sheet E1 in this amendment.

82. Sheet E1 clearly shows the removal of the existing site utility transformer and that the existing secondary between the utility transformer and Service Switchboard is to be removed once the new electrical system is in place. Sheet E6 shows feeding the existing pier from the new switchboard, none of the provided plan sheets show how this feeder is to be routed or how the existing pier service is to be refed. Confirm how the existing switchboard is to be refed? Is it possible to re-use the existing service primary/ and secondary conduits to refeed the existing wharf electrical service?

Answer: The Contractor shall determine routing during the design-build process. Existing service switchboard may be re-used with adjusted ampacity as required to maintain existing loads to remain.

83. Specification states that “The existing fire alarm control panel shall be evaluated to ensure it has the capacity to allow the installation of new notification and initiation devices.” Confirm if there is capacity in the existing fire alarm control panel to support new fire alarm installation.

Answer: The existing Simplex 4008 control panel is operating under normal conditions.

The Simplex 4008, according to the manufacturers data sheet, has the capacity for 200 addressable devices and has (2) Notification Appliance Circuits. The existing building is not using anywhere near 200 addressable devices and the remaining capacity of the NAC is unknown. The Contractor is to assume that a NAC booster panel may be required and is to verify whether or not it is necessary.

84. Plan Sheet E1 construction note 2 calls out for New Service Transformer by City of Sitka Electric Utility. Plan Sheet 5 note 2 states "Provide primary, loop feed padmount transformer with switching and fusing as shown. On Sheet 5 One line diagram 3 shows the pad mounted meter provided by City of Sitka Electric utility. Specifications are not clear as to who is to provide transformer and utility metering. Confirm that the City of Sitka Electric Utility is to provide the Primary Meter with Disconnect and new padmount transformer on new transformer vault.
