Offerors are required to submit a price proposal and a non-price proposal electronically by the closing date and time stated in this announcement. Price proposals and non-price proposals are to be submitted as separate documents, and both must be received by the due date and time to be considered timely. Failure of a proposal to comply with the submission instructions may be grounds for exclusion of the proposal from further consideration.
Non-Price Proposal: Total page limitation for Non-Price proposal is 12 pages. Non-Price Proposals will be 8 ½” x 11” paper except for fold outs used for charts, tables or diagrams which may not exceed 11” x 17”. A page is defined as one face of a sheet of paper containing information. Typing shall not be less than 11 pt font. Excluded from page count: cover page, cover letter, dividers, and schedule. Pages exceeding the page limitation that are not part of the exclusions listed previously will be removed and not considered. The non-price proposal shall not include any costs related to the project. Additionally, use of general or vague statements such as “standard procedures will be used” or “good business practices will be employed” which are not substantiated may result in a lower non-price rating. The non-price electronic submission must be less than 34MB; submissions greater than 34MB will not be received due to system limitations.
The Offeror is required to respond to its representation in accordance with FAR Provision 52.204-24(d) Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021). The full text of the Provision is included below.
At a minimum, the Contractor’s Non-Price submission shall address the following:
1. Technical Approach. Provide a narrative that outlines the technical approach for design and construction of the Base Item and each of the Option Items identified on the Price Proposal Form.
Clearly address architectural / structural including seismic (waterfront and building) / electrical design
/ mechanical design, weather resistant features, and associated site work to display full understanding of project scope. Discuss innovative, creative, or cost saving technical proposals (without identifying actual costs in the technical proposal). Identify complexities/challenges/risks for the scope items and the proposed mitigation strategy.
2. Schedule: Provide a preliminary Critical Path Method (CPM) schedule that encompasses the Base Item and all Option Items and shows activities beginning from contract award through design, construction, environmental permitting, mobilization, contract closeout, contract completion, and warranty period. Provide sufficient detail in the schedule to clearly show stages of design and construction, including any work restriction windows. Clearly show the logic and sequence of events necessary for the successful execution of the project. In addition to a CPM schedule, provide a narrative that includes a discussion of any limitations/challenges to the schedule and how each will be addressed, and which also explains how the schedule will be monitored and controlled, including the impact of weather delays.
3. Permitting: Demonstrate the identification of and strategy for obtaining all required, local, state, and federal permits and environmental requirements to ensure compliance. Proposal shall identify types of applicable permits (USACE, USFWS, NMFS, SWPP, SPCC, etc.), and associated schedule milestones.
Non-Price Factors 1, 2, and 3 are approximately equal to each other in importance.
Price Proposal:
The completed Price Proposal Form (attached) shall be submitted to the Contracting Officer via email.
The price proposal electronic submission must be less than 34MB; submissions greater than 34MB will not be received due to the system limitations. Complete all lines on the Price Proposal Form and submit to the Contracting Officer per the Specific Submission Instructions.
The completed price proposal form (attached) shall be submitted in accordance with the proposal submission instructions. Price proposals must be prepared in accordance with the instructions, providing all required information in the format specified. It is imperative that the Contractor’s proposed price shall accurately reflect the total of the Base Item and all Option Line Items.
Since adequate price competition is anticipated to determine price reasonableness by price comparison, contractors are not required to submit detailed cost or pricing data with their proposals. However, if after review of the price proposals, it is determined that there is not adequate price competition, data other than cost and pricing data may be required. The Contracting Officer reserves the right to require submission of a detailed price breakdown or other additional information from one or more contractors, as required to both ensure that a fair opportunity has been offered to all contractors and to also ensure that the price is fair and reasonable.
II. BASIS OF EVALUATION:
The Government contemplates award of one (1) FFP task order; however, the Government reserves the right to make no award at all.
Award of the Task Order will be made to the responsible Offeror whose offer, conforming to the Task Order Announcement, offers the best overall value to the Government, non-price factors and price factors considered. The total evaluated price shall consist of the Base Item and Option Items which will be exercised at the time of award. In selecting the best overall value offer, the Government will consider tradeoffs between price and non-price factors. The price factor is equal in importance to the non-price factors.
Offerors will receive an overall non-price rating based on the assessment of ratings received for each individual non-price factor. The overall non-price rating is approximately equal to price.
This is an order under a multiple-award IDIQ contract. The Fair Opportunity process outlined in FAR 16.505(b)(1) will be utilized. The initial proposal must include the Contractor’s best terms, since the award decision will be based on both non-price and price factors equally. The Contracting Officer reserves the right to request a detailed price breakdown or other additional oral or written information from one or more contractors, as required to ensure that a fair opportunity has been offered to all contractors and to ensure that the price is fair and reasonable. Award will only be made after a Government determination that the award can be made within the funds available and after a Contracting Officer determination that the price is fair and reasonable.
Non-Price Factor 1: Technical Approach
• This factor will be evaluated based on the contractor’s identification and understanding of the Base Item and Option Items under this factor, as well as the offeror’s demonstration of low risk of unsuccessful performance. Proposals that demonstrate that the contractor has thoroughly identified the complexities / challenges / risks associated with items and has developed detailed mitigation strategies to manage those complexities / challenges / risks may receive a higher rating. Evaluation for this factor will be based on a holistic evaluation of the offeror’s design and construction approach for the entire scope of the project as related to the identified Base Item and Option items, regardless of whether option items are exercised or not.
Non-Price Factor 2: Schedule
• Evaluation of this factor will involve an assessment of the Offeror’s level of understanding of major project milestones and the Offeror’s ability to reasonably accomplish the required work within the proposed timeframe and existing conditions. Proposals that demonstrate that the contractor has thoroughly identified and developed detailed tasks that clearly show logical sequence and stages of design and construction items along with any restriction windows and has developed detailed mitigation strategies to manage any complexities / challenges / risks to the schedule may receive a higher rating. Evaluation for this factor will be based on a holistic evaluation of the offeror’s schedule for the entire scope of the project as related to the identified Base Item and all Option Items, regardless of whether option items are exercised or not.
Non-Price Factor 3: Permitting
• Evaluation of this factor will involve an assessment of the Offeror’s level of understanding of major permits required for Design-Build projects in Alaska, the Offeror’s ability to perform work within the bounds of the required permits, and the Offeror’s ability to reasonably obtain the required permits within the proposed timeframe. Evaluation for this factor will be based on a holistic evaluation of the offeror’s level of understanding of permitting for the entire scope of the project as related to the identified Base Item and all Option Items, regardless of whether option items are exercised or not.
A proposal may be given a higher rating for demonstrating successful execution of same or similar permitting tasks in Sitka, AK.
A proposal may be given a higher rating for identifying applicable permits outside of those identified in the RFP and explaining why they are required.
Non-Price Ratings: The Government will use the following ratings in its evaluation of the non-price proposals. Each non-price factor will be assigned an adjectival rating to denote a determination of the level of quality of the proposal. Non-price proposals will also receive an overall adjectival rating based on the ratings and relative importance for each non-price factor.
Superior: Proposal demonstrates an excellent understanding of the requirements and an approach that significantly exceeds performance or capability standards. Proposal strengths will significantly benefit the Government and risk of unsuccessful performance is low.
Good: Proposal demonstrates a thorough understanding of the requirements and an approach that exceeds performance or capability standards. Proposal has one or more strengths that will benefit the Government and risk of unsuccessful performance is low.
Satisfactory: Proposal demonstrates an understanding of the requirements and an approach that meets performance or capability standards. Proposal presents an acceptable solution with few or no strengths and risk of unsuccessful performance is moderate.
Marginal: Proposal demonstrates a shallow understanding of the requirements and an approach that only marginally meets performance or capability standards necessary for minimal but acceptable contract performance. Significant weaknesses or deficiency exists that may be correctable without major proposal revisions. The risk of unsuccessful performance is high.
Unsatisfactory: Proposal fails to meet requirements, and one or more deficiencies exist for which correction would require a major revision or redirection of the proposal. A contract cannot be awarded with this proposal.
Price Ratings:
An Offeror’s proposed price shall be the total of the Base Item and all Option Items. The TOTAL EVALUATED PRICE is the sum of the proposed price for the Base Item plus the proposed prices for any options which will be exercised at the time of award.
The price shall be evaluated in accordance with FAR 52.217-4 Evaluation of Options Exercised at Time of Contract Award (June 1988). The Contracting Officer will conduct a price analysis of each price proposal to determine price reasonableness. Price will be considered by the Coast Guard’s Task Order Evaluation Team only after the Technical Team’s summary has been finalized and provided to the Contracting Officer. The evaluation team will review the prices of the offerors in relation to those offerors’ overall non-price ratings and will consider any tradeoffs.
Best Value Tradeoff:
The Best Value Tradeoff Process outlined in FAR Subpart 15.101-1 will be utilized. OFFERORS
ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY
CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable price and technical terms. The Government does, however, reserve its right to enter into discussions if it is in the best interest of the Government. Offerors should not assume that they will be contacted or afforded the opportunity to qualify, discuss, or revise their proposal. Firms participating in the pre-proposal conference and site visit (if conducted) will not be compensated for their participation.
Contractors that include language in their proposal containing conditions may be rejected.
BETTERMENT WILL NOT BE ACCEPTED. ALL INNOVATIVE, CREATIVE, OR COST
SAVING NON-PRICE PROPOSALS ARE TO BE INCLUDED AS PART OF THE TOTAL PRICE.
OFFERORS THAT INCLUDE LANGUAGE IN THEIR PROPOSALS CONTAINING
CONDITIONS MAY BE REJECTED.
