About this file
This document is an Amendment (Amendment 007) to a federal solicitation for the Design-Build Sitka Waterfront Improvements project (Solicitation Number 70Z05025R43000002) issued by the US Coast Guard. The amendment provides responses to pre-proposal inquiries and includes two key modifications: (1) changes to window treatment specifications, requiring motor-operated horizontal blinds with enamel or natural anodized aluminum finish for exterior windows, and (2) an expansion of the security fence requirement to encompass both the original and expanded facility footprints.
The amendment also addresses two specific pre-proposal inquiries: (1) confirming that window treatments are required for clerestory windows but not for vision lights in doors, and (2) confirming that a separate bilge and oily waste (BOW) piping system is required, following the specifications in UFC 4-150-02. These changes are part of a complex design-build project for a Seagoing Buoy Tender wharf and associated infrastructure in Sitka, Alaska, with a performance period of 1,030 calendar days after task order award.

I. CHANGES TO SPECIFICATIONS AND APPENDICES
RFP SECTION 01800 1.7.3.3.5 WINDOW TREATMENTS
REMOVE: All exterior windows shall receive 1” wide horizontal blinds. Blinds shall feature a steel channel top rail, enclosed metal bottom rail, aluminum alloyed slats and braded slat support
“ladder”. Any steel features shall be treated for corrosion resistance. All blinds shall be capable of nominally 180-degree partial tilting operation and full-height rising. Controls: Horizontal slats shall be tilted by a transparent tilting wand, hung vertically by its own weight. The tilter control shall be fully enclosed and shall tilt slats to any desired angle and be designed to prevent over tightening. Provide lift cords to fully raise and fully lower the slats and enable the assembly to stop at any intermediate location. The lift cord shall incorporate a “crash-proof” feature that locks the blind automatically upon release of cord and to read "Controls: Provide motor-operated blinds with the ability to raise, lower, and tilt the blades via a motorized mechanism. Install wall controls that allow for individual operation of each blind.
INSERT: All exterior windows shall receive 1” wide horizontal blinds. Blinds shall feature a steel channel top rail, enclosed metal bottom rail, aluminum alloyed slats and braded slat support
“ladder”. Any steel features shall be treated for corrosion resistance. All blinds shall be capable of nominally 180-degree partial tilting operation and full-height rising. Controls: Provide motor-operated blinds with the ability to raise, lower, and tilt the blades via a motorized mechanism.
Install wall controls that allow for individual operation of each blind. The horizontal blind slat finish shall be enamel finished or natural anodized aluminum.
RFP SECTION 01800 1.1.1.1 Bid Option 2

INSERT:
• Provide a hardened security fence around the entire footprint, including the original footprint and the expanded footprint. Provide a new sliding vehicle gate and pedestrian gate that matches the new hardened security fence. Vehicle and pedestrian gate location may be adjusted to optimize site layout.
II. THE FOLLOWING ANSWERS TO QUESTIONS/PRE-PROPOSAL INQUIRIES
ARE PROVIDED:
7. Drawing A1 shows eight (8) total Fixed clerestory windows for the PEMB. Drawing A2 shows the exterior doors also have windows for the PEMB. Specification 01800-1.7.3.3.5 indicates "All exterior windows shall receive 1" wide horizontal blinds." Please confirm Window
Treatments of any kind are NOT required for the PEMB windows shown on Drawings A1 & A2.
Answer: This answer is a revision to the answer made to PPI #7 in Amendment 004.
Provide window treatment at windows as specified in revised RFP Section 01800- 1.7.3.3.5 of this amendment. Clerestory windows require window treatment. Vision lights in doors do not require window treatment.
212. Amendment 6 adds the requirement of a bilge and oily waste (BOW) oil water separator per UFC 4-150-02 3-6. This UFC section states that the BOW system is “usually a fixed piping system” and further in section 3-6.4 it states that the piping requirements are “similar to the requirements for sewage systems”. However, it is not the SAME piping system as the sewage collection system. The UFC further reinforces this in 3-6.1 where it states “bilge wastes are normally the primary influent (both in volume and contaminant concentration) to an oily waste treatment system.” Oil water separators are not designed for raw septage to flow through them, it would clog the filter immediately. Typically, BOW is treated via an oil water separator before being combined with a sanitary sewer system. Amendment 6 RFP drawings show the BOW oil water separator on the sanitary sewer force main.
Please confirm that a separate BOW piping system is required per UFC 4-150-02 or if the requirement to treat BOW should be removed in whole.
Answer: Yes, a separate bilge and oily waste piping system is required. Follow requirements for bilge and oily waste per the UFC.
