About this file

Amendment 001 extends the pre-proposal inquiry and proposal due dates for the U.S. Coast Guard's Sitka Waterfront Improvements Design-Build project by one week. The solicitation seeks comprehensive design and construction services for facilities at USCG Sitka Mooring, including a new Seagoing Buoy Tender (WLB) wharf and approach pier as the base item, with optional items for a boat maintenance facility, landside sitework, and a Fast Response Cutter (FRC) floating dock and mooring dolphin.

The contract performance period is 1,030 calendar days, with pre-proposal inquiries now due on April 11, 2025, and proposals due April 25, 2025. The project involves providing all necessary supervision, labor, materials, transportation, equipment, and permitting to design and construct infrastructure to homeport maritime vessels, with the government evaluating the total price for the base and optional items at the time of award. The solicitation is issued by the U.S. Coast Guard Seattle office under the NMACC III, Unrestricted Pool 1 contract.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

A. GOVERNMENT RESPONSES TO PRE-PROPOSAL INQUIRIES (PPI)

AMENDMENT 001

001 We request a Bid Date (PROPOSAL) extension of 8 weeks from the time this PPI is answered.

In this competitive construction market, it is unreasonable to limit proposers to 4 weeks to ask PPIs and 6 weeks to submit a responsive and responsible bid on a $50 million Design-Build project, that includes over 2,500 pages of specifications. The USCG may already understand design teams need time to develop preliminary custom designs before Contractors can begin to plan their means and methods, find and coordinate with compliant subcontractors and suppliers, prepare a schedule, and estimate this project.

In addition, under this MACC contract, this pursuit overlaps in the region with the $190 million USCG Base Seattle task order project pursuit.

Contractors have limited estimating bandwidth to pursue multiple large-value projects at the same time. Time is of the essence to reply to this PPI for contractors to finalize a decision of whether to proceed working on this proposal.

RESPONSE The USCG’s response extends the following due dates by 1 (one) week:

AMEND 001 Pre-Proposal Inquiries (PPIs) are due 04-11-2025.

Proposals are due 04-25-2025.

All other terms and conditions remain unchanged.

NMACC Contract Holders are reminded to acknowledge receipt of this amendment when submitting their Proposal.
