About this file
This document is an Amendment (Amendment 002) to a U.S. Coast Guard solicitation for the Design-Build Sitka Waterfront Improvements project. The amendment adds FAR Clause 52.211-15 regarding Defense Priority and Allocation Requirements, with a priority rating of DO-N5 LAW ENFORCEMENT for electrical shore tie components with a required delivery date of 1,030 calendar days after award. The solicitation dates remain unchanged, with Pre-Proposal Inquiries due 04-11-2025 and Proposals due 04-25-2025. The project involves designing and constructing a new wharf, approach pier, and associated infrastructure to homeport a Seagoing Buoy Tender at the USCG Sitka Mooring in Alaska, with potential optional items including a boat maintenance facility, landside sitework, and floating dock and mooring dolphin.
The amendment includes a pre-proposal site visit sign-in sheet showing representatives from companies like Caddell-Nova, AECOM-ECC, Whiting-Turner, Tudor Perini, and SECON, with various roles including prime contractors, subcontractors, and employees. A contractor requested an 8-week proposal extension, citing project complexity including remote location, geological challenges, and material price fluctuations, but the government denied the request and maintained the original submission timeline.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
A. NOTIFICATION of Priority Rated Order to all Prime, subcontractors of all tiers, and material suppliers that this project contains a requirement for electrical shore tie components, for example Electrical Shore Ties (Rev A) SILC-CSTO-36-11 21 27 11-04, electrical transformers, switching gear, or line isolation monitors with a required delivery date of 1,030 calendar days after award.
These materials have received a priority rating of DO-N5 LAW ENFORCEMENT.
As a result, FAR Clause 52.211-15 is ADDED to this Solicitation and any resultant Task Order.
FAR 52.211-15 Defense Priority and Allocation Requirements (APR 2008) This is a rated order certified for national defense, emergency preparedness, and energy program use, and the Contractor shall follow all the requirements of the Defense Priorities and Allocations System (DPAS) regulation (15 C.F.R. § 700).
(End of Clause)
B. GOVERNMENT RESPONSES TO PRE-PROPOSAL INQUIRIES (PPIs)
AMENDMENT 002
002 In our first PPI, we requested an 8-week extension to the proposal due date and the response in Amendment 0001 only granted a one-week extension. We are again requesting an immediate 8-week extension; if it is not granted then we will not be able to submit a proposal.
The Sitka Waterfront Improvements Task Order is a fairly complex task order in that it is in a remote location, the nature of the geologic foundation requires significant time to develop of viable design for the piles, the pile material is subject to significant price fluctuation resulting from the current back-and-forth on tariffs, and the project is running concurrently with the solicitation for USCG Base Seattle Modernization.
Our dedicated structural designer, KPFF, has stated that due to all of the above they need a minimum 4 weeks to develop a coherent package upon which we can base a viable technical and price proposal. Our dedicated marine subcontractor needs a viable design in order to develop its plan and pricing for building the marine component of the project (where most of the risk is). With a viable design in hand, the marine contractor will then need 3-4 weeks to develop a competitive package.
We are currently at a tipping point regarding pursuit of this task order.
Our team is very capable of developing a very competitive proposal but without an additional large block of time (not a piecemeal time extension) granted immediately, we will not be able to bid on this task order and USCG will lose the benefit of a free-and-open competition between prospective offerors. The absolute minimum amount of time extension required would be 7 weeks.
