About this file

This document is Amendment 003 to Solicitation 70Z05025R43000002 for the Sitka Waterfront Improvements Design-Build project issued by the US Coast Guard. The amendment provides updates to multiple sections of the original Request for Proposal (RFP), including changes to work hours, design pricing schedules, geotechnical investigation requirements, and designer qualification guidelines. Key modifications include expanding the As-Built Design Drawings percentage to 10%, clarifying work hour restrictions (requiring 5-day advance written approval for work outside standard hours), and specifying that certain professional licenses (surveyor, civil engineer, geotechnical engineer, and waterfront structural engineer) must be from the state of Alaska.

The amendment also addresses multiple pre-proposal inquiries, providing clarifications on topics such as in-water work window restrictions (specifically for Sitka, with no work allowed between March 1st and June 1st to minimize marine mammal impacts), architectural rendering requirements, and geotechnical investigation protocols. Importantly, the government emphasizes that while geotechnical reports are provided, contractors use them at their own risk and may need to conduct additional investigations. An updated Appendix F with CAD files is included, and NMACC III Unrestricted Pool 1 contract holders are instructed to acknowledge the amendment when submitting proposals.

RFP SECTION 01800 1.5.2.1 Contractor’s Geotechnical Site Investigations

REMOVE: The Contractor is responsible for conducting their own Geotechnical Site Investigations and Analysis for their design of various site improvements and building foundations. All geotechnical investigations deemed necessary by the geotechnical professional shall be obtained by and paid for by the Contractor. The cost of the Contractor’s required geotechnical work shall be included in the base bid.

INSERT: The government-supplied geotechnical report is provided for informational and bidding purposes only, and the government makes no assertion that the information is representative of all conditions at the site nor that it is sufficient for final design purposes. If the Contractor and their engineering team rely on the government provided data, they do so at their own risk. The Contractor and their geotechnical consultant shall review the government-provided site investigation, soil borings, and laboratory testing and determine if the provided data is sufficient to support the Contractor’s design. If the Contractor and their geotechnical consultant determine that additional geotechnical investigation is necessary, such investigations shall be paid for by the Contractor and performed by their geotechnical consultant.

II. THE FOLLOWING ANSWERS TO QUESTIONS/PRE-PROPOSAL INQUIRIES ARE

PROVIDED

12. Schedule of Prices - Design

The percentages shown on in Section 01200-1.2.2.a through 01200-1.2.2.l total 95%. Please clarify and/or correct the table to reflect 100%.

Answer: As-Built Design Drawings is to be 10% of the Design Cost, see the updated table in the RFP Section 01200 1.2.2. in this amendment.

18. 01111, 2.1.5 & 2.1.6, Construction Phasing & Constraints: There are requirements to maintain WLB and small boat operations during construction. This needs clarification as to what those specific requirements will be such as: will operation cause any work shutdowns.

Answer: See RFP SECTION 01111 2.1.5, 2.1.6 and SECTION 01800 1.8.19 & 1.8.21 for requirements regarding maintaining the WLB and small boat operations during construction. It is the contractor’s responsibility to coordinate with the applicable units as appropriate.

19. Will the USCG be providing Divisions 01 Specifications to the Awarded Contractor to be incorporated into the design or will the DOR be responsible to collect the detailed information from the USCG and then using that information to develop the Division 01 Specifications?

Answer: The RFP includes general design/build division 01 Specifications, which are the requirements of this contract. The contractor is responsible for their own development of a design package that meets the requirements of the RFP

20. In-Water Work Window Restrictions - The Biological Assessment (Appendix D) included in the Environmental Assessment (Appendix J) identifies that pile driving activities are not permitted as follows.

"Seward: No work would occur between May 1st and June 30th in order to minimize impacts to pink salmon (Oncorhynchus gorbuscha) fry and coho salmon (Oncorhynchus kisutch) smolts.

Sitka: No in-water construction would take place between March 1st and June 1st to minimize impacts to marine mammals that congregate in Sitka Sound during the spring months to feed on spawning herring."

Please confirm for the SOW at Sitka the Contractor is NOT required to follow the Seward In-Water Work Restrictions (May 1st through June 30th).

Answer: The contractor is required to follow the Sitka in-water work restrictions. The Seward restrictions are not applicable to Sitka.

22. Would it be beneficial to have access for personnel or vehicles between the existing wharf and the new WLB Wharf?

Answer: Personnel and/or vehicle access between the existing wharf and new WLB wharf is not a requirement.

31. On page 8, Non-Price Proposal, it states "No more than…..2 single pages on Factor (2)..." On page 9, Factor 2: Schedule, submission requirements are to provide a CPM schedule and a descriptive narrative.

Please confirm if the CPM schedule is included in the 2-page limit (i.e. 1 page for the CPM schedule and 1 page for the descriptive narrative).

Answer: The submission instructions for the non-price proposal in the TOA states "Excluded from the page count: cover page, cover letter, dividers, and schedule." The CPM schedule would not count towards the 2-page limit for Non-Price Factor 2.

33. Will the USCG provide the raw survey data (topographic and bathymetic) used to create Drawing SH-1 (Appendix F)?

Answer: See amended Appendix F, drawings X1 and X2.

49. This section indicates, "Work is authorized on the site from 8am to 5pm Monday through Friday subject to local jurisdiction approval. No work is allowed on weekends or Federal holidays." Please confirm that construction activities will be authorized outside of these hours.

Answer: Requests to perform work outside of the authorized work hours must be submitted in writing to the Contracting officer at least 5 days in advance and are subject to approval from the Contracting Officer. See updated RFP SECTION 01110 1.4.1 in this amendment.

50. This section indicates, "The Contractor is responsible for conducting their own Geotechnical Site Investigations and Analysis for their design of various site improvements and building foundations." Is it acceptable to base the final design off of the provided Geotechnical Engineer Report for the Construction of the USCG Sitka Moorings Shore Facilities (22 FEB 2024) using our own geotechnical engineer to draw conclusions from the provided report?

Answer: See amended RFP SECTION 01800 1.5.2.1. The contractor and its engineering team is to determine if the provided geotechnical information is sufficient for their design. However, if the contractor relies on the government provided data, it does so at its own risk.

73. Paragraph 2.6.3 Architectural Rendering and Photograph indicates to provide perspective sketches of the building and its surroundings. Please confirm if the rendering is only to be provided as a part of the Bid Option 1 Boat Bay Building or if a rendering without the Boat Bay Building is to be provided as a part of the Base Bid should Bid Option 1 not be awarded.

Answer: Rendering is to be provided as part of the base bid. The boat bay building is to be included in the rendering if Bid Option 1 is awarded.

74. Paragraph 1.3 Qualifications of Designers does not stipulate that licensed professionals need to be licensed in the State of Alaska. Please confirm if licensure in any of the 50 states is acceptable.

Answer: The following licensed professionals are to be licensed by the state of Alaska: surveyor, civil engineer, geotechnical engineer, and waterfront structural engineer. See updated RFP SECTION 01802 1.3. All other licensed professionals may be licensed by any U.S. state, district, or territory.
