II. THE FOLLOWING ANSWERS TO QUESTIONS/PRE-PROPOSAL INQUIRIES

ARE PROVIDED:

3. RFP Specification 01800-1.8.11.1 specifies the WLB Mooring Length at 275ft. If the USCG does NOT award Bid Option #3, please confirm it is acceptable that the 275ft WLB Mooring Length required by RFP Specification Section 01800 - 1.8.11.1 will NOT be met for the New WLB Wharf, see the detailed information below.

Existing Wharf: Base Bid removes the existing North Mooring Bollard which is part of the WLB 275ft Mooring Length. Drawing WS-12 (Base Bid) shows that a 225ft WLB docked at the existing Wharf will use the New WLB Wharf South Corner Bollard as part of the required 275ft for WLB Mooring Length. Therefore, once the Base Bid is complete there will be 275ft Mooring Length at the Existing Wharf.

New WLB Wharf: Includes both Base Bid and Bid Option #3 work. The Base Bid provides 250ft of the required WLB Mooring Length (see Drawing WS-7). Bid Option #3 provides 25ft of the required WLB Mooring Length (see Drawing WS-7). To achieve the required 275ft of required WLB Mooring Length for the New WLB Wharf, the USCG must award both the Base Bid and Bid Option #3.

Answer: If Bid Option Item 3 is not awarded, the minimum wharf length requirement is reduced to 250'.

7. Drawing A1 shows eight (8) total Fixed clerestory windows for the PEMB. Drawing A2 shows the exterior doors also have windows for the PEMB. Specification 01800-1.7.3.3.5 indicates "All exterior windows shall receive 1" wide horizontal blinds." Please confirm Window Treatments of any kind are NOT required for the PEMB windows shown on Drawings A1 & A2.

Answer: Provide window treatment at windows as specified in revised RFP Section 01800-

1.7.3.3.5. Clerestory windows require window treatment. Vision lights in doors do not require window treatment.

11. The RFP requires each DOR to perform site inspections during construction. The RFP requires site inspections at the completion of major structural work, at the completion of electrical, plumbing and mechanical rough-ins. The RFP requires the DORs to be present during the final inspection. Lastly the RFP requires in addition to the final inspection that the DOR provide a minimum of three (3) site inspections by each DOR (architect, civil, structural, mechanical, electrical, etc.) during the period of construction.

The DOR disciplines necessary to complete the project design SOW includes the following:

waterfront structural/marine engineering, civil, architectural, SHIPO, structural, mechanical/plumbing, electrical/communications and fire alarm/fire protection. Based on the RFP required DOR Site Inspections during construction and the various DOR disciplines necessary to perform the design there could be approximately 35 to 50 site visits required. Based on the remoteness of Sitka, a single 8-hour day Site Inspection will likely consist of 16 hours of travel, round trip airfare from Seattle, lodging for two nights, meals for three days and rental car for 3 days. The costs associated with the DOR Site Inspections for all disciplines will be a significant cost like more than $250k.

Please confirm the USCG sees the value in each of the 8-10 DOR disciplines performing 4 or more Site Inspections during constructions. Furthermore, please confirm that the USCG understands the requirements for this level of Inspection will include significant costs.

Answer: See the revised RFP SECTION 01802 1.11 in this amendment. The US Coast Guard understands that there is significant travel costs associated with many DORs traveling to Sitka multiple times.

13. 01500, 1.3.6 Utility Usage: States contractor can use USCG electrical and potable water “If Available”. Please confirm availability of electrical and potable water service.

Answer: Potable water hose connections and 110v plug electrical hook ups are available on the site. See revised RFP SECTION 01500 1.3.6.1 & 1.3.6.2 in this amendment.

14. 01800, 1.4.3, Grading and Drainage: Are there any special drainage requirements for the new Wharf, Approach Pier, or Floating Pier?

Answer: The design slopes shall be "as needed" to avoid ponding at all deck areas. Concept deck warps are shown on the RFP drawing sections.

15. 01800, 1.4.4.1, Vehicular Circulation: What are the turning requirements for vehicles on the Wharf including maintenance and emergency vehicles?

Answer: All vehicles are expected to make "T-Turns" at the intersection of the Approach and the Main Wharf and back-up to the position desired on the Wharf.

16. 01800, 1.8.4.2, Composite Steel Pipe Piles: Can coatings other than epoxy be used for corrosion protection of the piles?

Answer: Epoxy coating or other similar protective coatings are not acceptable for the marine steel pipe piles. See revised RFP Section 01800 1.8.4.2 in this amendment.

17. 01111, 2.1.1 - 2.1.4, Construction Phasing & Constraints: Contractor laydown and office space is undefined in the documents and needs to be coordinated. Please identify which area(s) are acceptable for Contractor laydown.

Answer: See sheet D1 in Appendix A for Contractor laydown area. Also see General Note 8 on sheet D1 for additional Contractor laydown area information. See revised RFP Section 01111 2.1.3 in this amendment.

23. Does the City of Sitka Electric Utility have any special requirements for the work they will be doing? How much lead time do they need before the do their required work?

Answer: The selected Contractor shall coordinate with the City of Sitka Electric Utility with respect to construction schedule and lead-time requirements.

24. What are power requirements to the existing base and wharf during construction?

Answer: The US Coast Guard site will be active throughout construction. All outages shall meet the requirements in RFP Section 01110 1.17 and 1.18 to ensure the ongoing mission is not adversely impacted.

25. Drawing WS-1 shows 0’ to 5’ clear distances between the new and existing wharfs and dolphins. Is 0’ practical of is there a true minimum distance?

Answer: This dimension provides tolerance for the Contractor to perform the work. The Contractor is to determine their Means & Methods in regards to how close the new construction can be installed.

26. Are there any known height restrictions on construction equipment due to the nearby airfield?

Answer: The US Coast Guard is not aware of current height restrictions due to the airport.

The Contractor is responsible for identifying and obtaining all necessary permits. For reference, FAA related obstructions may be available at:

https://oeaaa.faa.gov/oeaaa/external/portal.jsp.

27. Is the Removal and Relocation of the City Float part of the SOW for the Sitka project?

Below is what is stated in Section 1.1.2.5.

"1,800-square-foot float would be removed and relocated nearby. The exact location would be determined following discussions with the City of Sitka but is anticipated to remain somewhere in Sitka Channel."

"This activity would require the removal of up to six existing pilings and installation of up to six new pilings. The size and material of the existing piles are not known but are assumed to be similar to those proposed for the new guide pilings (i.e., 14-inch untreated timber piles).

Removal of each piling would be conducted by either vibratory extraction or by cutting each piling at or just below the mud line through use of a pile clipper or diamond saw. Reinstallation of the float would be conducted by installing up to six new untreated timber piles ranging up to 14 inches in diameter. The material, size, and manner of installation would be similar to that used for the new USCG pier fender piles."

Answer: It is not in the Contractor's scope of work to remove and relocate the float.

However, it is the Contractor's responsibility to coordinate with the Sitka Sportsman Association to ensure they remove and relocate their float. See revised RFP SECTION 01800 1.1.1.

34. What does shoreline consist of around the Approach Pier Abutment? Rock revetment, quay wall, etc.

Answer: The existing shoreline at the approach pier abutment consists of rock riprap revetment. Per Section 01110 1.24, the Contractor is to protect existing surfaces and restore or replace to match existing.

36. Appendix J.3 Section 1.0, references a signed document, assume 2024 SPCC Plan. However there is no signature in the 2024 SPCC Plan included in Appendix J.3.

Will the USCG provide the signed version of the 2024 SPCC Plan?

Answer: The unsigned SPCC Plan is the most recent version available. Should a signed updated version become available, the Government will provide it. We do not anticipate any significant changes. Any changes to the SPCC Plan that impact the Contractor’s scope of work would be considered a changed site condition if provided after the proposal due date.

37. Specification requires entire work area be fenced 6' high with a full covering of filter fabric.

Recommend requirements for filter fabric be deleted due to frequent wind events.

Answer: Filter fabric is required to reduce construction debris scattering outside of construction site. Provide reinforcement necessary to stabilize temporary fence from wind.

38. RFP requires treatment of soil below new building, and to a point no less than one foot beyond the exterior wall, for subterranean termites. Please confirm this is not required due to the project location.

Answer: Termite treatment is not required. See revised RFP Section 01800-1.4.11 in this amendment.

39. RFP states all steel pipe piles shall require concrete fill, the concrete shall be a minimum 4,000 psi concrete. If concrete fill is not needed to meet design criteria or design life, is concrete fill still required?

Answer: Concrete fill is required in all steel pipe piles.

40. RFP states pipe piles shall be checked for the presence of water in the pipe, a maximum of 24 hours prior to placing concrete fill. If water is found, it shall be removed before placing concrete fill. Concrete fill shall be placed by tremie method and may be placed either before or after the piles are installed. Why does water need to be removed from piles before placing concrete via tremie?

Answer: Higher quality can typically be achieved by the removal of the seawater, it can also identify inferior weld methods used for pile production or splicing, removal of the water reduces the risk of concrete freefalling/segregating during placement, because it is very difficult to tell the concrete level inside tall pipe piles. For environmental pollution concerns it is desirable to control the flow of contaminated water out the top of the pipe.

Given the above, there is no change to the RFP requirements to remove water before placing concrete fill in pipe piles.

41. Please confirm that, for bidding purposes, vertical bearing piles shall be embedded 2 times the pile diameter into bedrock.

Answer: Per the RFP Section 01800 1.8.4.2, the minimum embedment for bearing piles is 2X the pile diameter. The Contractor is responsible for estimating if a greater depth is needed to support the design loading of their proposed design solution.

42. Please provide Government access requirements for new side mount and underdeck utilities.

Unless specified, we assume utility access catwalks are not a requirement of this RFP.

Answer: Utility access catwalks are not required.

43. RFP states "the new wharf requires a system of concrete-filled fiberglass corner protection piles at the North & South outboard corners to protect the wharf from accidental impact of the WLB cutter." Please confirm the use of concrete-filled fiberglass corner protection piles is not prescriptive and design of corner protection is at DOR's discretion.

Answer: Concrete filled fiberglass piles is a prescriptive requirement because of their high deflection/energy absorption capacity vs other pile solutions. The selection of energy absorbing buckling fenders is at the discretion of the DOR.

45. Confirm dry standpipe system shall be A 316 stainless steel schedule 40.

Answer: The specifications for the dry standpipe system are as defined in Section 01800 1.10.2.2.

47. UFC 4-152-01 Section 3-3.5 and Figure 3-4 does not have a 75-ton crane to design to.

Please provide crane make/model.

Answer: Design assumption is to be based off the UFC 70-ton mobile crane.

48. If bid option 3 is not awarded, how does the USCG intend to moor a WLB without a mooring dolphin. Existing Mooring dolphin is to be demolished per sheet WS-2. New mooring dolphin is included in Bid Option 3.

Answer: See the response to PPI #3 in this amendment.

51. Page 7-2 of the Environmental Assessment states, "floating turbidity barriers shall be provided around limits of work during all phases of in-water work. The silt curtain shall be positioned to enclose the work area to minimize turbidity; extend below water to within 2 feet of mudline at the mean lower low water and be suitably anchored to prevent movement." This is an unusual requirement in Alaska. Currents in the tidal zone and severe weather will make maintenance of the curtain a daily occurrence. Please confirm the use of a full depth turbidity current will be required.

Answer: For bidding purposes, provide a floating turbidity barrier and silt curtain in compliance with the EA and other permit conditions. If determined that the floating turbidity and/or silt curtain are not required, they will be removed from the contract by modification.

54. The government spec does not specify that an Incidental Harassment Authorization (IHA) has been acquired form National Marine Fisheries Service (NMFS); however, an IHA for the project was issued on December 17, 2024. Is the issued IHA a contract document?

Answer: The IHA is a contract document. See the enclosed document "IHA - Sitka USCG WLB Homeporting."

58. Is the thermostatic valve the only desired freeze protection desired for the pier, or shall the contractor provide insulated, and heat traced water lines on the pier?

Answer: Provide insulated water lines on the pier per Building Codes. See revised RFP Section 01800 1.4.7.7 in this amendment.

59. There is no mention of a freeze protection system for the sanitary sewer. Shall the contractor provide a freeze protection system for the sanitary sewer system on the pier? Is that at the DOR's discretion?

Answer: Provide insulated sewer lines on the pier per Building Codes. See revised RFP Section 01800 1.4.8 in this amendment.

60. Specification 01800-1.18.1.1 does not list 40 CFR 1500 NEPA as an applicable EPA Regulation. Please confirm that, for pricing purposes, contractors shall assume the provided EA meets this requirement and any changes to the EA will be completed by the Government

Answer: The NEPA EA is complete, and the Government has signed a FONSI. Contractors may assume the provided EA meets all government requirements. The Government does not foresee any changes to the NEPA EA provided.

61. The RFP Drawings indicate restraint piles for the FRC floating dock are installed through centerline of the float. Specification 01800-1.8.21.5 states "the 25' wide dock will have a system of steel pipe guide piles centered down the middle to provide unencumbered deck space adjacent to each vehicle. A minimum of (8) to a maximum of (10) galvanized piles will secure the new float and be filled with concrete to improve their corrosion durability and stiffness."

Specification 01800-1.8.2 states "The RFP drawings are conceptual and not intended to represent a final design solution. Any pile configurations, foundation details, or structural member depicted is notional and should not be taken as an indication of meeting or exceeding design requirements. The DOR shall ensure all identified, met, and an optimal solution provided."

Please confirm the FRC floating dock steel pipe guide piles are not required to be centered down the middle of the 25' wide dock and an alternate end mounted restraint pile dolphin design would be considered an acceptable design approach. Benefits to end mounted restraint pile dolphins include more unencumbered deck space and would not require the FRC floating dock be onsite during restraint pile installation.

Answer: End-mounted restraint piles are not acceptable. The floating dock shall have piles spaced along its centerline as specified in RFP Section 01800 1.8.21.5.

64. Section 01800-1.5.2.7 states that the Government has provided a soil site class as A for preliminary bidding purposes. The Geotechnical Report provided in Appendix G and Section 01800-1.8.6 states that the soil site class is C. Please confirm bidders shall use soil site class A for bidding purposes, and any impacts resulting from different soil site class will be a changed condition subject to modification.

Answer: Site Class C is more representative of subsurface conditions at the site. See revised RFP Section 01800 1.5.2.7 in this amendment.

65. This section states that an acceptable factor of safety associated with liquefaction potential shall meet or exceed those provided within the IBC. The geotechnical report shows that soils have a liquefaction safety of factor of less than 1. Is the Contractor required to improve soils prone to liquefaction so that they have an acceptable factor of safety against liquefaction potential per the IBC?

Answer: The subsurface soil encountered in the upland borings do not have potential for liquefaction. Offshore foundations are anticipated to bear on bedrock; therefore, no ground improvement is required.

66. ASCE 61-14 references the design earthquake per ASCE 7 (2005). Should a response spectrum developed from ASCE 7 (2005) be used for the wharf or should the response spectrum developed from ASCE 7 (2022) as referenced in the geotechnical report be used?

Answer: Alaska is currently adopting IBC 2021 codes which references ASCE/SEI 7-16 as the minimum design loads standard for buildings and other structures. The response spectrum developed from ASCE/SEI 7-16 is acceptable.

67. This section states that “The RFP drawings are conceptual… Any pile configurations… depicted is notional and should not be taken as an indication of meeting or exceeding design requirements.” The drawings include a callout stating that the maximum spacing of piles on each bent of the wharf are 8'-6". Is this a requirement of the project?

Answer: The bearing pile spacing shall not exceed 8'-6" for resiliency reasons if a pile is damaged.

68. This section requires the Contractor to consider the effect of passing vessel wave forces produced by other vessels which pass in the channel at speeds no greater than 1.5 knots. What passing vessels should be used for this analysis?

Answer: For requirements regarding passing vessel wave forces, see RFP Section 01800 1.8.11.6, 1.8.11.8, & 1.8.21.4.

69. Should the Contractor design the corner protection fender system for the full accidental berthing energy of a WLB as calculated per UFC 4-152-01?

Answer: The DOR may assume a ¼ point accidental impact of the WLB cutter. See revised RFP Section 01800 1.8.17 in this amendment.

71. What is the ASCE 61-14 Seismic Design Classification (High, Moderate or Low) for the wharf?

Answer: The wharf shall be designed for General Purpose Berthing with a Seismic Design Classification of High per UFC 4-152-01 Table 3-4.

85. With the project supporting maritime operations confirm that USL&H insurance is required for the project.

Answer: FAR Clause 52.228-3, “Worker’s Compensation Insurance (Defense Base Act)” which is included in your Base Contract for National Multiple Award Construction Contract (NMACC III), flows down to this task order.

87. Confirm that no Public Address system is required on this project.

Answer: Public address system is not a requirement of this project.

183. As this is a design-build project, each offeror will develop supplemental design data to support the preparation of a firm-fixed-price proposal. The Q&A process directly impacts this effort, as responses from the USCG may necessitate revisions to the design data to ensure compliance with the responses. These revisions must then be reviewed, understood, and priced by subcontractors for inclusion in the prime offeror’s final proposal.

Without sufficient time to properly complete this iterative process, pricing is less refined, leading to increased contingencies and ultimately a higher cost to the Government. Therefore, we respectfully request an extension to the proposal submission deadline, to be set at four weeks following receipt of all technical Q&A responses.

Answer: The submittal deadline has been extended 1600 hours PDT May 7, 2025.

208. Due to the market volatility of material such as steel, we request that the USCG consider incorporating mitigation strategies into the solicitation to reduce risk related contingencies that may impact the project budget.

Answer: FAR Clause 52.229-3, which is included in your Base Contract for National Multiple Award Construction Contract (NMACC III), allows recovery of tariffs imposed after contract award at 52.229-3(c) “The contract price shall be increased by the amount of any after-imposed Federal tax, provided the Contractor warrants in writing that no amount for such newly imposed Federal excise tax or duty or rate increase was included in the contract price, as a contingency reserve or otherwise.” A tariff qualifies as an “after-imposed” Federal tax, if tariff is instated after the award date of the contract. Tariffs imposed after proposal submission, but before contract award, will not be considered newly imposed under FAR 52.229-3.

The US Coast Guard is not incorporating any other mitigation strategies in the solicitation.

210. We respectfully request an extension of the proposal due date to 9 May 2025 to allow the USCG sufficient time to respond to all remaining unanswered PPIs, and contractors sufficient time to review and coordinate those PPI responses with subcontractors as we continue to develop our best technical execution and pricing solutions for this project.

Answer: See response to PPI #183.
