About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking a contractor for a design-bid-build construction project to build two new recruit barracks (P-440 and P-441) at the Marine Corps Recruit Depot in Parris Island, South Carolina. The project aims to provide open squad bay billeting and Battalion/Company administrative spaces for recruits and permanent party personnel to support combined male and female recruit training, integrating the new facilities into the installation's master plan. The construction includes complex requirements such as foundation piling, site work, soil remediation, demolition of existing structures, and installation of a photovoltaic array up to 600 kW capacity. Offerors will be evaluated on five non-price factors including Corporate Experience, Management Approach and Schedule, Safety, Past Performance, and Small Business Utilization, with price being approximately equal to the non-price factors. The proposal due date has been extended to August 28, 2025 at 2:00 PM EST, following multiple amendments throughout the solicitation period.
This solicitation is designated for full and open competition with no set-aside restrictions, though it includes a minimum 20% small business subcontracting requirement. The total estimated contract value ranges between $100 million and $250 million, making it a significant construction undertaking with a project duration of 1,475 calendar days (approximately four years). The work will be performed at the Marine Corps Recruit Depot in Parris Island, South Carolina, and involves challenging site conditions including work within unexploded ordnance (UXO) boundaries, environmental constraints related to endangered species protection, and potential soil contamination issues requiring specialized handling. The project includes multiple optional line items for additional work such as furniture, fixtures, and equipment procurement, with the government reserving unilateral rights to award these options within specified timeframes after contract award. The solicitation falls under NAICS code 236220 for Commercial and Institutional Building Construction with a small business size standard of $45 million.
