About this file
This document is a Price Proposal Form for a Design-Bid-Build construction project at Marine Corps Recruit Depot Parris Island, South Carolina. The solicitation (N4008525R2510) involves constructing two new recruit barracks (Projects P440 and P441) with comprehensive line-item pricing for base work and multiple optional items. The pricing structure includes detailed unit prices for foundation piling, pile load testing, sitework, soil excavation and disposal, dewatering, photovoltaic array installation, demolition, window installations, and furniture, fixtures, and equipment (FF&E).
Key pricing terms include government reserving unilateral rights to award optional line items within 45 or 360 calendar days after contract award, with no economic price adjustments. The base contract covers construction of two recruit barracks facilities, with options for additional work such as pavement, asbestos removal, and FF&E procurement. For FF&E items, contractors can propose a Handling and Administration Rate (HAR) not exceeding 5%, and the government estimates approximately $1.2 million per facility for furniture and equipment. The total contract period is set at 1,460 calendar days, with the Naval Facilities Engineering Command as the contracting agency.

1.1 GENERAL BID NOTES
a. Award will be made on the total sum of Contract Line Item (CLINs) 1 and 2. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.
b. The Government reserves the unilateral right to award CLINs 3, 4, 5, 6, 7, 8, 9, 10, 11, and 12 to the Contractor at the proposed price within 45 calendar days after the contract award. A firm fixed proposed price is required for CLINs 3, 4, 5, 6, 7, 8, 9, 10, 11, and 12. No provision is made for economic price adjustment. If the Option is exercised, the contract completion date remains 1460 calendar days after award of the contract.
c. The Government reserves the unilateral right to award CLINs 13, 14, 15, 16, 17, 18, 19, and 20 to the Contractor at the proposed price within 360 calendar days after the contract award. No provision is made for economic price adjustment. If the Option is exercised, the contract completion date remains 1460 calendar days after award of the contract.
d. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
1.2 CLIN BID NOTES
a. For CLIN 1BB & 2BA: Unit price for providing all work in connection with excavation, handling, storage, sampling, analysis, transportation, any necessary treatment and disposal of PFAS impacted soil media at a permitted licensed facility. Sampling shall be performed in accordance with Specification Section 01 57 19, plus any other analytes required by the treatment/disposal facility. Unit price shall include all work in connection with removal, testing, treatment and disposal of PFAS impacted soils encountered within planned excavations, at a permitted licensed treatment/disposal facility and backfilling the excavation with compacted clean imported structural backfill. Unit price shall include all work in connection with evaluation and handling, any necessary storage, stockpiling and related storage maintenance and transportation, and all that entails. The volume of contaminated soil removed will be based on approved truck scale measurement and the quantity will be approved by the Contracting Officer. Any work under this CLIN will not proceed without prior written approval and field verification from the Contracting Officer. Removal and disposal of all surplus non-contaminated soil media encountered within the planned excavations is covered under the CLIN 1B and 2B. The Contractor is not entitled to any additional compensation for proper disposal of soil media at a properly licensed receiving facility off Government property as required per the specifications.
b. For CLIN 13 & 14: Geotechnically Unsuitable Subgrade Soil Removal, temporary stockpiling, and Replacement: Unit price for all work in connection with the removal, disposal, and replacement of geotechnically unsuitable subgrade soil (i.e. soft subgrade soils) with imported structural backfill or imported #57 crushed stone as specified. Unsuitable subgrade soil determinations shall be made by the Government Geotechnical Engineer and approved by the Contracting Officer. The price shall include removal of geotechnically unsuitable soils encountered at the planned footing subgrades or identified during proofrolling of planned subgrades, disposal at the specified disposal facility, and backfilling the excavation with compacted imported structural backfill or imported aggregate. Soils disturbed by the contractor’s construction activities, or that are excessively wet and soft due to lack of proper site maintenance and protection measures, and lack of specified drainage or excavation dewatering will not be considered unsuitable. Unit price shall include all handling and transportation. The volume of material removed and imported backfill required shall be neat quantities determined based on field measurements (length x width x depth) of the completed excavation to remove the unsuitable soil as approved by the Contracting Officer. Any work under this CLIN will not proceed without prior written approval of the Contracting Officer and direction of the Government Geotechnical Engineer.
c. For CLIN 15 & 16: Unit price for providing all work in connection with demolition, removal and disposal of unknown buried concrete, pipes and debris (including creosote treated timber) within planned excavation limits and not identified on the in the Contract Documents. Buried concrete and debris meeting the specified criteria must be field verified by the Contracting Officer prior to removal and must be segregated from the surrounding soil during demolition and excavation operations. Buried concrete and debris encountered within the planned excavation limits smaller than 1/2 cubic yard in size shall be considered to be incidental to the work (i.e., at no cost to the Government). Unit price shall include all work in connection with buried concrete and debris removal and disposal and replacement with clean imported structural backfill or other material specified. Unit price shall include removal and disposal of buried concrete and debris encountered within planned excavations at a permitted licensed disposal facility and backfilling the excavation with compacted clean imported structural backfill or other material specified. Unit price shall include handling and transportation. The volume of buried concrete and debris removed will be based on approved truck scale measurement and the quantity must be approved by the Contracting Officer. Any work under this CLIN will not proceed without prior written approval and field verification from the Contracting Officer.
d. For CLINs 17, 18, 19, & 20: Provide all work in connection with sampling, removal, and disposal of asbestos containing pipe insulation within the existing building. If suspect pipe insulation or pipe fitting insulation is encountered in concealed spaces the contractor must stop work in the area until the material is properly identified (sampled) and addressed. The Contracting Officer and Government Environmental Design Specialist must be notified prior to sampling the pipe insulation/pipe fitting insulation. The quantity will be determined based on field measurements that are agreed upon by the Contracting Officer, Government Environmental Design Specialist, and the Contractor. Work from this line item will not proceed without prior field verification and written approval from the Contracting Officer.
1.3 FF&E BID NOTES
These notes apply to CLINs 21 and 22:
a. The estimated amount for FF&E has been supplied by the Government, to provide offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the FF&E including freight and installation charges. The Government FF&E Estimate is only an estimated amount.
b. If awarded, line items will be funded separately after completion of FF&E design package review by the Government, and receipt of appropriate funding by the Government. Requirements and details are provided in Specification 12 00 01.00 20 Furniture, Fixtures and Equipment (FF&E) Package.
c. Bonding
i. No Bonding for FFE at Time of Construction Contract Award
FAR 28.102-1(a) requires that performance and payment bonds be included in all construction contracts exceeding the SAT, except under the conditions listed. Since the FF&E is not part of the original contract award, the Construction Contractor must not be required to secure bond for the FF&E at the time the basic contract is awarded.
ii. Additional Bond at FF&E Option Item Award
FAR 28.102-2(d) requires the Government to secure additional bond from the Construction Contractor for any contract price increases. Therefore, an increase to the original contract bond is required at the time of the FF&E Option Items award, to protect the Government against the Construction Contractor not providing FF&E ordered and to ensure that the vendor(s) receive payment if the Construction Contractor goes out of business. The increased cost of the bond must come from the FF&E funding source and is not a part of the Construction Contractor’s HAR.
iii. Bonds Required by the Construction Contractor
If the Construction Contractor requires bonding from the FF&E subcontractor(s), the cost must be covered in the Construction Contractor’s HAR.
d. Offerors may propose a Handling and Administration Rate (HAR) for the FF&E not to exceed 5 percent. This fee will account for all administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E. The Contractor’s proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the FF&E. The proposed HAR is a fixed rate.
e. The Government is not obligated to award the Option line item(s). Should the Government choose to award CLINS 23 and/or 24 (Option 21 and/or Option 22), the line item will be awarded as a negotiated modification to the contract/task order. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E.
f. If awarded, the FF&E option will be awarded at least nine months prior to the contract completion date. A minimum of nine months is required for the Contractor to purchase, deliver and install the FF&E without impacting the overall completion date of the project. The Contractor's schedule must assume the award of the FF&E as an option. No schedule extensions will be granted if the option is awarded at least nine months prior to the contract completion date. If the Government decides to negotiate and award the furniture modification with less than nine months prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that an accepted Final FF&E package was submitted within the approved schedule deadlines and sufficient lead time for the FF&E is not available and the Government's award of the modification is in the last nine months of the contract.
