About this file

This file is a Pre-Proposal Inquiry (PPI) Log for Solicitation N4008525R2510, a Design-Bid-Build project for two new recruit barracks at Marine Corps Recruit Depot Parris Island, South Carolina. The document contains 133 detailed pre-proposal inquiries and responses covering technical specifications, drawings, pricing, demolition requirements, and project scope clarifications for the P440 and P441 barracks buildings and an associated photovoltaic (PV) array.

Key project details include constructing two recruit barracks to support combined male and female recruit training, with each building requiring specific technical considerations such as electrical systems, plumbing, fire protection, interior finishes, and site work. The project involves demolition of existing buildings, installation of a 600 kW PV array, and complex site logistics. The solicitation is issued by the Department of the Navy Naval Facilities Engineering Command, with responses addressing technical nuances like UXO (unexploded ordnance) management, environmental restrictions, material specifications, and pricing structure for base and optional line items. Responses indicate detailed coordination will be required for site access, utility connections, and compliance with environmental and safety regulations.

866/2/2501 14 001.4.3 Work Outside Regular HoursThis section states that "Work outside regular working hours requires Contracting Officer approval. Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title." Typically weekend work requests can be made a few days prior to the weekend in order to capture lost time from inclimate weather. Please confirm that this section is intended for special activities such as utility outages, excavation, hot work, air barrier testing, etc. as this will have a major impact on the schedule and weather related delays will be a major issue.Follow RFP. Any deviations must be coordinated with the FEAD as they arise.CJC
