About this file

This document is a Small Business Participation Commitment Document (SBPCD) for a design-bid-build project at Marine Corps Recruit Depot Parris Island, South Carolina. The solicitation (N4008525R2510) requires constructing two new recruit barracks to support combined male and female recruit training, with a minimum small business subcontracting requirement of 20% of the total contract value. Offerors must complete the SBPCD form detailing their small business participation across various socioeconomic categories, including Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), HUBZone, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB).

The form mandates that all offerors, both large and small businesses, provide specific details about their subcontracting plans, including total contract value, self-performed work, and subcontracted work. Offerors must identify specific small business subcontractors with firm commitments, demonstrating written agreements such as teaming agreements, joint venture agreements, or letters of commitment. Large businesses that do not intend to subcontract must provide a detailed explanation of why subcontracting would not result in efficient contract performance. The document will be used to evaluate Factor 5: Small Business Utilization and Participation for this Naval Facilities Engineering Command project.
