About this file
This document is a Justification and Approval (J&A) for use of other than full and open competition for a Navy construction project at Marine Corps Recruit Depot (MCRD) Parris Island. The J&A seeks to limit competition to specific network controls from Automated Logic Corporation (ALC), specifically the Zone Controller ZN551/220 and Optiflex OF1628 BACnet routers, which are compatible with the existing Authority to Operate (ATO) Facilities Related Control System (FRCS). The project involves constructing multistory recruit barracks under Solicitation N4008525R2510, with an estimated completion date of July 2028.
The justification is based on the need for standardization and interoperability of building control systems, as mandated by NAVFACINST 11000.2. A business case analysis conducted in January 2020 demonstrated that using ALC WebCTRL system equipment would maintain cybersecurity posture, increase operational effectiveness, and reduce long-term costs. A Sources Sought notice yielded only one response that did not meet requirements. The contract will be a firm-fixed price construction contract, with the statutory authority for limited competition derived from 10 U.S.C. 3204(a)(1), which permits using limited suppliers when essential to government requirements.

DEPARTMENT OF THE NAVY
NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC
9324 VIRGINIA AVENUE
NORFOLK, VIRGINIA 23511-3095
J&A No. ML-25-28
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity. Naval Facilities Engineering Systems Command, Mid-Atlantic
(NAVFAC MIDLANT).
2. Description of the Action Being Approved.
This Justification and Approval (J&A) seeks to use restrictive specifications and brand names to limit competition to the following network controls that are compatible to the existing Authority to Operation (ATO) FRCS system: Automated Logic Corporation (ALC) Zone Controller ZN551/220 and Optiflex OF1628 BACnet routers.
3. Description of Supplies/Services.
Solicitation N4008525R2510 for P440/P441 Recruit Training Barracks constructs multistory recruit barracks facilities at MCRD Parris Island. This procurement will result in a firm-fixed price construction contract.
NAVFACINST 11000.2 (FACILITY RELATED CONTROL SYSTEM
STANDARDIZATION), Paragraph 3, states, "[a]ll Navy and Marine Corps installations will, for all new construction and renovation projects going forward, standardize FRCS per function (and/or special area), at a given installation, eliminating disparate systems in order to:
Improve Cybersecurity,” “Increase Operational Effectiveness and Consistency,” and “Achieve Maintenance Efficiency,” among other things.
The Energy Management Control Systems (EMCS) at MCRD Parris Island is an ALC WebCTRL building automation system. The WebCTRL system integrates environmental, energy, security and safety systems into one powerful management tool that reduces energy consumption, increases occupant comfort, and achieves sustainable building operations. The ALC Zone Controllers are connected to the FRCS through the Optiflex OF1628 router. This zone controller and router will be required for all projects that require a connection to the identified installation networked facilities control and monitoring systems, FRCS, which include Network Control Modules, Network Appliance Engines, Extended Digital Controllers, Variable Air Volume Modular Controllers, Unitary Controllers, and Field Equipment Controllers. This equipment is necessary to program the indicated programmable building controllers. Identification of these specific brand-name controllers does not restrict who can install, commission, test, maintain, or operate the controllers, and there are several known sources who can provide such services. The estimated value of the brand name supply that is the subject of this and will be funded by the The project is estimated to be completed in July 2028.
4. Statutory Authority Permitting Other Than Full and Open Competition.
The statutory authority for this acquisition permitting other than full and open competition is 10 U.S.C. 3204(a)(l) which permits the use of limited suppliers when it is essential to the Government's requirements, as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
MCRD Parris Island, SC, has a reasonable need for standardization and interoperability of its existing building control systems that will require a connection to the identified installation networked facilities control and monitoring system commonly referred to as Utility Monitoring and Control Systems (UMCS). MCRD Parris Island finalized a rigorous business case analysis in January 2020 on the existing inventory of building control systems connected and not connected to the UMCS to assess the need for standardization and interoperability, as required by NAVFACINST 11000.2 (FACILITY RELATED CONTROL SYSTEM STANDARDIZATION). This business case analysis evaluated the standardization of building Heating, Ventilation, Air Conditioning (HVAC) programmable controllers and quantified the annual cost associated with procurement, sustainment of operations and maintenance (O&M), and establishment and sustainment of Department of the Navy cybersecurity requirements. The results of this business case analysis demonstrate that in order to maintain existing cybersecurity posture of the Authority to Operate (ATO) per Department of Defense Instruction 8510.01 and increase operational effectiveness and consistency, the use of Automated Logic Corporation systems equipment compatible to the WebCTRL programmable building controllers will be required for all projects that require a connection to the FRCS.
Annual cost for standardization on a single control interface costs compared to depending on system configurations without standardization or using multiple manufacturers. Lack of standardization also costs approximately and an additional in modifications to existing work. These additional costs exclude the initial procurement cost of the controller of $215,000.00. The expected cost that would be required to utilize multiple control manufacturers for a single operator front-end interface system far outweighs the cost of limiting competition to the equipment indicated valued at
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
In accordance with FAR 5.201, a Sources Sought announcement was synopsized on the sam.gov website to determine if there are other controllers capable of full functional interface with the existing ALC WebCTRL system on 21 March 2025 with a closing date of 04 April 2025. The sources sought notice yielded one (1) response for a product which met the desired characteristics but would result in a large cost increase as well as additional maintenance and tooling requirements. Therefore, this source did not satisfy the Government’s requirements as set forth above. The approved J&A will also be made publicly available as required by FAR 6.305.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable. The cost associated to utilize multiple control manufactures for a single operator front-end-interface system not practicable or cost effective.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAVFAC Mid-Atlantic has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVFAC Mid-Atlantic will assess whether competition for future requirements is feasible.
