About this opportunity
The Defense Logistics Agency Energy seeks to award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for retail electricity generated from coal-fired power facilities to serve Department of War installations nationwide, with proposals due July 14, 2026 at 2:00 PM EDT. This procurement implements Executive Order 14386 and carries no set-aside category.
Place of performance spans the Continental United States within both regulated utility markets and deregulated wholesale electricity markets (such as PJM, ERCOT, NYISO, and ISO-New England). Offerors must own or operate existing, operational commercial coal-fired production facilities (CFPFs) within the United States or maintain direct contractual access to such facilities. Offerors must demonstrate a minimum of 12 months of experience providing electricity supply and transportation to wholesale or retail customers within the two years preceding the solicitation closing date. All contractor personnel with access to sensitive information must execute Non-Disclosure Agreements. Active SAM registration is required at offer submission and award; offerors appearing on the OFAC Specially Designated National List, Bureau of Industry and Security Denied Persons List, or SAM exclusions are ineligible.
The IDIQ contract base ordering period is five years with a total maximum contract value of $317,000,000; individual Delivery Order–Power Purchase Agreements (DO-PPAs) may not exceed 10 years of performance. The minimum guarantee order value is $2,500. Contractors must comply with CMMC Level 1 (Self) certification cybersecurity requirements per DFARS 252.204-7021. The NAICS code is 221112 (Fossil Fuel Electric Power Generation) with a 950-employee size standard.
Evaluation prioritizes past performance as the most important criterion, followed by technical capability and risk, with award to the responsible offeror providing best value. Proposals submitted in three volumes: Technical Proposal (5 pages maximum), Past Performance with three required references (5 pages maximum), and Contract Documentation (no page limit). The Government reserves the right to issue fair-opportunity Delivery Order RFPs to all IDIQ awardees under FAR 16.505(b), with pricing submitted at that phase. Amendment 0006, effective September 11, 2026, established the total maximum contract amount and CMMC certification level.
