About this file
This is Amendment 0002 to an indefinite delivery/indefinite quantity (IDIQ) solicitation for coal-based electricity procurement issued by the Defense Logistics Agency (DLA) Energy on behalf of the Department of War (DoW). The solicitation number is SP0604-26-R-0409, with an offer due date of 15 May 2026 at 2:00 PM EDT. The Government intends to award multiple IDIQ contracts to responsible offerors whose proposals represent best value, considering price and other factors. The IDIQ contract term will not exceed 5 years, while individual task order power purchase agreements (TO-PPAs) may not exceed 10 years. DoW installations throughout the United States are the intended customers. Responses must be submitted electronically to dlaenergyresilience@dla.mil and should include technical proposals addressing specific DoW installation identification, long-term supply capabilities, pricing model viability, utility negotiation strategies, and additional industry considerations relevant to Executive Order 14386 objectives. Offerors must also provide past performance evidence demonstrating experience securing long-term electricity agreements from operating coal-fired generation assets and submit a completed subcontracting plan.
The solicitation specifies evaluation criteria of price (most important), technical capability, and past performance (significantly less important than price). Price evaluation will assess the reasonableness of proposed costs for coal-based electricity delivery to the Pentagon in Arlington, Virginia, though actual prices will be determined through individual TO-PPAs. Technical proposals must demonstrate clear understanding of requirements and sound methodology for electricity and ancillary services delivery from existing commercial coal-fired power plants interconnected to the grid. An Industry Day will be held 3:45-4:45 PM on 22 April 2026 at the Hyatt Regency Crystal City in Arlington, Virginia, requiring pre-registration by 15 April 2026. The solicitation is unrestricted, with a NAICS code of 221112 and a 950-employee size standard. Task order awards will provide fair opportunity to all awardees in accordance with FAR 16.505(b), with firm-fixed-price anticipated as the award mechanism.

a. Authority: Executive Order 14386, Strengthening United States National Defense with
America’s Beautiful Clean Coal Power Generation Fleet. In alignment with this directive—and with Executive Orders 14261, 14262, and 14156—it is the policy of the United States that coal fired power generation, and secure domestic coal supplies are essential to national and economic security. The Government intends to award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with multiple firm-fixed price Task Order (TO) Power Purchase Agreements (PPAs) for DoW requirements.
b. Supply Resource: This solicitation is for the procurement of coal-based electricity through TO-PPAs. This solicitation does not involve the construction, operation, or maintenance of any new power generation facilities on DoW property.
c. Contract Term: The contract term of the IDIQ will not exceed 5 years, and an executed TO-PPA may not exceed 10 years.
d. Customers: Department of War (DoW) Installations within the United States.
2. Scope of Work:
a. General Performance Requirements. The Government is seeking to buy electricity generated from coal and intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract from owners and/or operators of existing commercial coal-fired power generation facilities, or offerors that have access to such facilities for this purpose, in accordance with 40 U.S.C. §501 and FAR Part 41. The Offeror shall provide electricity and ancillary services from one or more existing, operational, commercial coal-fired power plants interconnected to the grid within the United States. The Government is also interested in approaches that would strengthen grid reliability, prevent blackouts, enhance on-site fuel security, and support mission assurance for defense and intelligence facilities in a manner consistent with Executive Order 14386.

PROVISIONS IN FULL TEXT:
FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (Tailored)(Nov 2021)
(a) Basis for Award The Government intends to award multiple IDIQ contracts to the responsible offerors whose proposals, conforming to the solicitation, are determined to represent the best value to the Government, price and other factors considered.
(b) Evaluation Factors The following factors will be used to evaluate proposals:
13 | P a g e
1. Price: For the purposes of evaluation only, the Government will evaluate the reasonableness of a proposed cost for coal-based electricity at the Pentagon, Arlington, VA. Actual prices will be determined under the TO-PPA.
2. Technical Capability: The proposal will be evaluated to determine the degree to which the offeror demonstrates a clear understanding of the requirements in the Performance Work Statement (PWS) and presents a sound, effective approach to accomplishing the work. This includes an assessment of the offeror's proposed methodologies, management plan, and quality control processes.
3. Past Performance: The Government will evaluate the offeror's recent and relevant past performance to assess the level of confidence in the offeror's ability to successfully perform the generation of coal-based electricity. The evaluation will consider performance on earlier orders under existing contracts, as well as other relevant contracts with government or commercial entities.
The price and non-price evaluation factor are listed in descending order of importance. The non-price evaluation factors are significantly less important than price.
(c) Task Order Awards Fair opportunity will be provided to all awardees for each task order issued under this IDIQ contract, in accordance with FAR 16.505(b).
The specific evaluation criteria for each task order will be defined in the individual TO-PPA Request for Proposal (TORFP). The Government anticipates that task order awards may be made on a firm-fixed-price.
The Government, at its sole discretion, may elect to award or make no award predicated by the responses received.
