About this file
This is a Questions and Answers (Q&A) document responding to industry inquiries regarding RFI Group 2, Solicitation SP060426R0409, Amendment 0005, for the procurement of retail electricity generated from coal-fired sources for Department of War (DoW) installations.
The acquisition is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle with two-phase evaluation. The initial phase requires submission of qualifications for IDIQ placement, with pricing to be addressed during subsequent Delivery Order (DO) RFP phases. DLA Energy clarifies that this represents the first coal-fired electricity procurement for DoW, though DLA Energy routinely procures retail electricity for various DoW sites. Proposal submission requirements, forms, certifications, and document compilation specifications are detailed in Section L of Amendment 0004. The solicitation is limited to coal-fired generation; natural gas resources are not acceptable. Each DO-RFP will include its own question and answer period and requirements. Pricing information will be required at the DO-RFP phase, not the initial IDIQ qualification submission. DLA Energy references prior procurement language, specifically the cancelled MISO coal procurement for de-regulated markets and GSA Areawide samples for regulated market areas, as templates for future DO-RFP language. Respondents are permitted to submit teaming arrangements whereby a prime contractor produces coal-fired electricity with SAM registration while a teaming partner serves as the Retail Energy Provider (REP) and submits past performance qualifications. Regarding performance requirements, DLA Energy indicates that hourly matching between coal facility production and retail energy delivery is not required; respondents should submit any such clarifications as exceptions for formal government consideration and potential inclusion in resultant awards. Attachment JA3 NDA documentation is required for both IDIQ proposal submission and each subsequent DO-RFP.

RFI Group 2 Solicitation SP060426R0409
Amendment 0005
1. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
DLA Energy: This is for the purchase of retail electricity. DLA Energy typically procures retail electricity for various DoW sites so while this is not a brand-new acquisition, in terms of existing retail contracts, this is the first time the DoW will be purchasing a volume specifically related to coal fire generated electricity.
2. Based on our review of the base solicitation, Amendment 0001, and Amendment
0003, as well as the updated SAM.gov synopsis, we understand the July 14 submission to be a qualification submission for placement on the IDIQ vehicle, with Task Order-level pricing to be addressed at a later stage. Based on that understanding, we believe the required submission package consists of the following:
DLA Energy: Please review Section L of the revised solicitation posted under Amendment 0004 for proposal submission documents.
3. Whether any pricing information is required at this stage, or whether pricing will be solicited through individual Task Orders
DLA Energy: Pricing information will be required at the DO-RFP phase.
4. Whether there are any additional attachments, forms, or certifications beyond those listed above that must be included.
DLA Energy: Please review Section L of the revised solicitation that was posted under Amendment 0004 for proposal submission documents.
5. Whether submissions should be compiled into a single PDF or if separate documents are acceptable.
DLA Energy: Submission requirements are detailed in Section L of the revised solicitation that was posted under Amendment 0004.
SP0604-26-R-0409
6. Additionally, we understand from the April 22 Industry Day that the Government may be open to natural gas generation as a complementary resource. We wanted to confirm whether our natural gas peaking facility may be included in or alongside our coal-based submission.
DLA Energy: The solicitation is for coal-fired electric generation. Specific requirements will be detailed in the DO-RFP.
7. Will the DO-RFP process have its own QA period to allow for the submission of additional contract language as needed respective of the supplier’s product / solution offered to deliver the 100% coal generated electricity supply?
DLA Energy: Typically, yes, each DO-RFP will have its own requirements for proposal submission to include a period of asking questions and receiving responses from the acquisition team.
8. Could the DLA please provide a sample DO-RFP?
DLA Energy: These are currently being drafted, however given this is a nationwide procurement, a single template does not work for all. You can review prior DLA Energy Requests for Proposals, as the language will be similar. Specifically, the cancelled MISO coal procurement is a good place to start for de-regulated market area language. For regulated market areas, DLA Energy will be utilizing the GSA Areawide to effectuate Exhibit A for electricity purchases. You can find samples on www.SAM.gov .
Once a DO-RFP is issued, you can provide your concerns/exceptions to the language at that time.
9. Would the DLA consider an extension for RFP respondents to be able to incorporate the DLA’s responses provided from the final QA into their proposals?
DLA Energy: There are no current plans to extend the RFP further.
10. Regarding file “Attachment JA3 NDA Offer or and Nongovernment_Advisor.docx”:
a. Is this document a requirement for the technical package response or provided as guidance that there may be a need for such a document as the sites for the DO-RFPs have yet to be disclosed?
DLA Energy: This document is required for both the IDIQ proposal submission and will also be included within each DO-RFP http://www.sam.gov/ issuance. DLA Energy maintains contractors to help support the review and evaluation of proposals. As the support contractors are subject to change, each DO-RFP issued will have identified the contractors the Government is using.
b. Will the DLA provide guidance if the DO-RFP when issued requires the use of this document for participation as the site(s) may have needs associated with the terms of the NDA?
DLA Energy: Each DO-RFP will require an NDA for IDIQ holders to be aware of any nongovernmental advisors DLA Energy will be utilizing.
c. The NDA references, 'the privatization of the utility system(s)'. Will the DO- RFPs be issued disclose if the site has a privatized their utility system?
DLA Energy: This is a typo and will be modified in Amendment 0005. Since DoW is requesting retail electricity produced from coal-fired generation assets, privatization of systems is not a concern.
d. The NDA references, 'a RESA for small micro reactor'. Will the DO-RFPs be issued if the site is a possible candidate for these reactors?
DLA Energy: Specific information relating to a DoW installation will be included within each DO-RFP, if applicable.
e. Please clarify the entity that is FEA Installation Energy?
DLA Energy: FEA Installation Energy is DLA Energy’s Business Unit supporting the acquisition.
11. We envision a Teaming Arrangement, under which there is a prime contractor, producing coal fired electricity, and will have SAM registration. The Teaming partner is a large, well-known wholesale and retail electricity provider. The Teaming partner will be the REP for any contracts awarded. The Teaming partner will submit its Past Performance qualifications in the solicitation offer.
Please let us know if this Teaming arrangement, with the specified responsibilities described above, especially that the Teaming partner will provide Past Performance qualifications, will be consistent with the solicitation requirements.
DLA Energy: Yes, this is acceptable for proposal submission.
12. Section C describes Performance Requirements. Please clarify that the coal fired energy facility is not required to be producing energy in each specific hour that retail energy is being delivered to the DOW installation (hourly matching). There are always planned outages during which the coal fired production facility is not operating. There are also frequent periods during which the coal fired production facility is not instructed to be operating due to system wide economic dispatch parameters.
DLA Energy: Understood. It is best to include this statement as an exception within your proposal, for the Government's consideration. While the Government has not included hourly matching within the RFP, and it is likely unfeasible for the reasons you mentioned, DLA Energy doesn't own the requirements, and therefore DoW might have a different perspective. To best ensure the most appropriate response, including it within your proposal submission will result in a formal answer that could be included within any resultant IDIQ award.
