About this file
This is a Request for Proposals (RFP) for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to procure coal-based electricity for Department of War (DoW) installations nationwide. The solicitation number is SP0604-26-R-0409, issued on March 11, 2026, with an offer due date of July 14, 2026 at 2:00 PM EDT. The contract is administered by the Defense Logistics Agency (DLA) Energy, Installation Energy, Resilient Energy Branch, located at Fort Belvoir, Virginia. This procurement implements Executive Order 14386, which establishes coal-fired power generation as essential to national and economic security.
The IDIQ contract has a base ordering period of five years with a total maximum contract value of $317,000,000 over that period. Individual Delivery Order-Power Purchase Agreements (DO-PPAs) may not exceed 10 years of performance. The minimum guarantee order value is $2,500, contingent upon the contractor demonstrating due diligence in securing a DO-PPA. Offerors must own or operate existing commercial coal-fired production facilities (CFPF) or have direct access to such facilities. The Government will issue DO-RFPs to provide fair opportunity to all IDIQ awardees in accordance with FAR 16.505(b). Offerors must demonstrate at least 12 months of experience providing supply and transportation of electricity to wholesale or retail customers within two years of the closing date. Pricing will be requested in subsequent DO-RFPs. Contractors must submit annual compliance review reports within 45 days of each annual compliance period, including detailed CFPF supply reports and attestation forms documenting electricity generated by coal-fired facilities. The solicitation includes CMMC Level 2 (Self) cybersecurity certification requirements and incorporates numerous FAR, DFARS, and DLAD clauses by reference. Proposals must be submitted electronically via email to DLAEnergyResilience@dla.mil in three volumes: Technical Proposal (5 pages maximum), Past Performance (5 pages maximum), and Contract Documentation (no page limit). Evaluation will prioritize past performance over technical capability, with the award going to the responsible offeror providing best value.
