(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

a. Technical Proposal. The Offeror shall specify the EPF solution and provide any data applicable to such solution that shall be utilized to support the Government requirements to include:
1. Identify specific CONUS locations, geographic regions, or categories of military or defense‑industrial installations that would be effective and feasible for meeting the energy‑resilience and mission‑assurance objectives of Executive Order 14386.
2. Describe your company’s ability to support long‑term supply arrangements under 10 U.S.C. § 2922a, including any experience with contracts of up to 30 years, potential contract structures, and commercial considerations that influence your willingness to enter into such agreements.
3. Provide a preliminary, high-level project schedule from notice to proceed through commercial operation for both a representative new on-site facility and an off-site refurbishment project. Your schedule should identify all major phases (e.g., detailed design, environmental and regulatory permitting, procurement of long-lead time equipment, construction, commissioning, and grid interconnection) and their estimated durations. Additionally, please identify the top three critical path activities that you believe pose the most significant risk to the project timeline and describe your proposed strategies for mitigating these potential delays.
4. Identify any additional factors, capabilities, or constraints that the
Government should consider regarding the industry’s ability to provide coal-based power supply in support of the national security, grid reliability, and fuel security objectives of Executive Order 14386.
b. Price: Please include an explanation with your preferred pricing structure and explain how this structure is advantageous from both a commercial and customer (Government) perspective.
