About this file

This is Amendment 0001 to RFP SP0604-26-R-0409, issued by the Defense Logistics Agency–Energy on March 11, 2026. The amendment modifies a solicitation for coal-based power purchase agreements (PPAs) under Executive Order 14386 in support of Department of Defense energy requirements. The solicitation seeks firm fixed price contracts under 10 U.S.C. § 2922a for energy or fuel supply to military installations within CONUS utilizing coal-based power generation. The amendment updates contact phone numbers to 445-737-9539 and 445-737-6129, establishes the NAICS code as 221112 (Fossil Fuel Electric Power Generation) with a size standard of 950 employees, and revises the schedule of supplies/services description to reflect the coal-based power PPA focus aligned with Executive Orders 14261, 14262, 14156, and 14386.

The amendment clarifies that the Government intends to award PPA contracts for long-term energy supply arrangements, including contracts up to 30 years in duration, in regulated or unregulated markets. Key objectives include strengthening grid reliability, preventing blackouts, enhancing on-site fuel security, and supporting mission assurance for defense and intelligence facilities. Offerors are required to describe their company's ability to support long-term PPA supply arrangements under 10 U.S.C. § 2922a, including relevant experience with extended-term contracts, potential contract structures, and commercial considerations influencing their willingness to enter such agreements. The contractor is required to acknowledge receipt of this amendment and sign and return one copy to the issuing office.
