About this file

This document is Amendment 0006 to a Request for Proposals (RFP) for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Defense Logistics Agency–Energy for nationwide coal-based power. The amendment, effective September 11, 2026, establishes contract pricing parameters and cybersecurity requirements that were previously marked as pending. The Total Maximum Contract Amount for each IDIQ contract is set at $317,000,000.00 over a 5-year period, with a Minimum Guarantee Order Value of $2,500.00. Order limitations under FAR 52.216-19 are updated to reflect these same financial thresholds, establishing $2,500.00 as the minimum order amount and $317,000,000.00 as the maximum order amount for both single items and combinations of items. Additionally, the amendment updates DFARS 252.204-7021 to specify that contractor compliance with cybersecurity requirements shall reference CMMC Level 1 (Self) certification. Contractors must acknowledge receipt of this amendment prior to the deadline specified in the original solicitation dated March 11, 2026, or as amended. The contracting office is located at Defense Logistics Agency–Energy, 8725 John J Kingman Road, Suite 3827, Fort Belvoir, Virginia 22060-6222.
