Solicitation Summary: Corral G-Z Stewardship IRSC

This is a Request for Quotation (RFQ) for commercial services issued by the USDA Forest Service for the Corral G-Z Integrated Resource Stewardship Contract (IRSC) on the Fremont-Winema National Forest, Bly Ranger District, Oregon. The solicitation number is 12363N26Q4181, with an offer due date of November 16, 2026, at 5:00 PM PT and a scheduled site visit on October 22, 2026. This is a small business set-aside (NAICS 113310 – Logging, 500 employee size standard) with 100% unrestricted or set-aside status. The contract will be awarded as a firm-fixed-price (FFP) commercial services contract with a period of performance from date of award through October 31, 2031.

The project encompasses two distinct project areas: the Corral Project Area and the Grizzly Project Area. Mandatory work items for the Corral area include cutting and removing an estimated 191,379 tons of timber across approximately 7,000 acres, along with professional forestry services such as harvest layout, timber marking, and cruise activities. Pricing must be provided for 22 line items spanning both mandatory items (Items 1-8) and optional items (Items 9-22), including service work activities and timber removal with species-specific rates. Optional work items are listed in order of planned priority and may be exercised within the first four years of performance. The government will evaluate proposals using three primary technical factors in descending order of importance: Technical Approach, Relevant Past Performance, and Benefit to the Local Community (defined as within 60 miles of Bly, Oregon), with price as a secondary factor. Key submission requirements include completed SF 1449 forms, schedule of items with pricing, technical proposals addressing evaluation criteria, employment workforce certifications, and Oregon Farm/Forest Labor Contractor licensing documentation. Payment will be made through Stewardship Credits (non-monetary or cash) and appropriated funds, with invoices submitted electronically via the Invoice Processing Platform (IPP).

Submit technical proposals and price quotes separately, via email, to the following individual(s); Mark Phillipp (CO) at mark.phillipp@usda.gov and Kasandra Meyer (Contract Specialist) at Kasandra.meyer@usda.gov.

This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued.

Solicitation number 12363N26Q4181 is issued as a request for quotation (RFQ).

Description of Work-

This project follows the G to Z Integrated Resource Stewardship Contract (IRSC) model which is a unique approach that takes projects from signed NEPA decision through implementation of forest product removal and treatment of hazardous fuels on large landscape level. The Corral G-Z Integrated Resource Service Contract directly supports Executive Order 14225, the Immediate Expansion of American Timber Production, Secretary Rollins Memorandum 1078-006 and follows the direction put forth by Acting Associate Chief Chris French in producing timber volume, reducing hazardous fuels, providing wood fiber to struggling industries and supporting local economies surrounding the Fremont-Winema National Forest.

The objectives of this project are 1) to restore forest health and vigor by reverting stand density and species composition to their historical range of variability, while also 2) mitigating the threat of catastrophic wildfire by reducing hazardous fuels. These objectives will be accomplished through the following:

1. Professional Forestry: Completion of harvest layout, timber marking, timber volume determination and acre determination of harvest unit boundaries, and DxP prescription monitoring.

2. Logging and Fuels Reduction: Cut and remove an estimated 191,379 tons of commercial timber on approximately 7,000 acres, and fuels reduction on approximately 17,000 acres. Removal will include ground-based logging systems utilizing whole tree yarding, cutting, skidding and decking sub-merchantable trees in plantations, fuel breaks and general stands. Cut and pile encroaching conifers in meadow areas and release cuts in whitebark pine stands.

Project Location- The Contract Area is located near the town of Bly, OR in T36S R16-17E and T37S R16-17E. From the Bly Ranger Station, turn right onto Highway 140 and drive 13 miles east towards Lakeview. At the intersection with NF Road 3660, turn left and follow this road to the Contract Area.

This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The associated North American Industrial Classification System (NAICS) code for this procurement is 113310 – Logging, with a small business size standard of 500 Employees. The product service code is F014. The government will award a firm-fixed price (FFP) contract resulting from this combined synopsis/solicitation to the responsible quoter whose quote, conforming to the synopsis/solicitation, will be most advantageous to the government (as determined by the solicitation evaluation criteria).

All interested companies must provide quotation(s) for the following:

SCHEDULE NOTES

Note: These schedules are for pricing/payment purposes. See Instructions to Quoters for business proposal requirements. Unit prices prevail.

Price Proposals MUST be provided on ALL Items in Schedules:

Mandatory Work Items 2 - 8, Optional Work Items 9 – 13 and 15 – 22, Total Quote for Corral Project Area for all Timber Products for the Price Schedule, and Total Value Bid Premium for Grizzly Project Areas. Items 1 and 14 are non-pay items and do not require a price proposal.

Contractors are required to submit a primary proposal for all work as shown in the SOI. Contractors that have an alternative plan must submit a second Alternative price proposal and Alternative technical proposal.

*Total quantities are unknown and solicited as estimated gross quantities. Completion and acceptance of Items 4 – 8 will determine true needed quantities for all other items. Contractor shall provide a fixed price per Item. Awarded Firm-Fixed unit prices prevail and WILL NOT be renegotiated or changed in future modifications to adjust quantities once known.

** Gross sawtimber volume is for evaluation purposes. Final commercial timber acres may be less than the estimated amount. The estimated gross tons of sawtimber for Optional Item 14 was calculated using a LiDAR model. Once final timber cruise volumes are established with the acceptance of Items 8, the Forest Service will conduct an independent timber appraisal using the R6 TEA appraisal system following the Forest Service Handbook direction, to determine Minimum Acceptable Quote timber rate. The final timber sale appraisal will not be shared. Logging Plan, and Cruise Data accepted from Items 7 and 8 WILL be used for the appraisal data entries to calculate logging costs. Low volume/value/quality treatment units should not be analyzed as commercial timber removal units, and proposed as such per Item 4. These treatment units shall be proposed as service treatment units and proposed to be treated using Items 15 - 22.

• There shall be mutual agreement between both parties to modify gross tons of sawtimber and set the contract timber rate with a bi-lateral modification to execute Optional Work Items. If an agreement of the appraised Minimum Acceptable Quote timber rate cannot be made within 14 business days from the date the appraised timber rate is shared, Grizzly Commercial Thin Units, optional service work and road maintenance will not be executed, and a bi-lateral modification will not occur.

• Included in the bi-lateral modification will be any revisions related Grizzly project areas in Appendix A, Appendix B Timber Specifications in its entirety associated with timber removal and Appendix C in its entirety associated with road maintenance.

Timber Subject to Agreement (TSA) is not required and if contractor is interested in removing TSA product, describe the desire to remove in Technical Proposal. Removal will not be included as a work item and will be at the contractor’s expense. Tons of removal may be negotiated at time of execution of Mandatory Item 1, Optional Item 14.

*** Contractors shall provide a Total Value Bid Premium for sawtimber ≥ $0.00 (enter in Timber/Product Removal Price Schedule (Grizzly Optional Project Area) – Row 3). The Total Value Bid Premium will be added to the final Contract Timber Value determined by the FS timber appraisal. To reduce risk to both parties due to over/under-run of volume, cruising standards will use a maximum allowed error of 20% for sawtimber; and Timber products will be scaled due to the use of Designation by Prescription. If the final appraised Timber Rate for Sawtimber is between $0.91/ton and $9.29/ton, Total Value Bid Premiums shall be binding and applied in full on top of the Contract Timber Value. If appraised timber rate is greater than $9.29/ton Bid Premiums shall not apply. Appraised Timber Rates below $0.91/ton, potentially indicating deficit conditions, will either prompt reassessment of treatment units (move uneconomical unit acres from Timber Removal Item to Service treatment) to bring appraised Rates above $0.91 or Bid Premiums will be waived.

Bid Premium greater than $0.00/ton is not required to be considered for award; however, bid premiums will be evaluated to determine Best Value to the government. Bid Premiums increase the Contract Total Timber Value, which may allow for additional service work to be completed.

For evaluation of price proposals, FS will calculate the Total Value of all products based on the assumptions shown in the Grizzly Project Area Timber Removal Price Schedule and the Total Value Bid Premium quote.

A site visit is scheduled for Thursday, October 22nd, 2026, to view the project area and discuss the objectives of this contract. See Section 63. SITE VISIT/PREPROPOSAL CONFERENCE for meeting site location, and Site Visit Map posted to SAM.gov solicitation post.
