About this file
This document is a design features specification for Mandatory Item 4 of the Corral G-Z Integrated Resource Service Contract issued by the USDA Forest Service, Bly Ranger District, dated July 2026 (Amendment 003). The contractor must develop a Project Area Implementation Plan for the Grizzly sale, which involves refining and finalizing unit pools for commercial timber harvest and service units. Timber treatment units shall be categorized as ponderosa pine, dry mixed conifer, moist mixed conifer, or transmission-line treatment with timber removal, with treatments applied according to prescriptions in Attachment 4. Service work units include eight classifications: transmission line treatments (large-tree and small-tree thinning), cut/skid/deck operations for control features, timber units, and natural stands, whitebark pine restoration thinning, old growth thinning, and aspen conifer removal. All service units require ground verification by the contractor to determine if part or all of a unit requires service work, with authority to expand units beyond Forest Service-provided polygon boundaries if necessary.
Unit delineation criteria include treatment type, applicable DxP Prescription determined by predominant plant association group, and categorization of transmission line units by thinning prescription and access adequacy. Transmission line treatment, control feature, and natural stand units may not exceed 250 acres each, and overlapping treatments must share common boundaries. Unit layout requirements specify that boundaries along private property lines and between timber units with different prescriptions must be flagged, tagged, painted, and GPS'd per Attachment 1 (Forest Product Accountability Action Plan); all other boundaries should maximize use of virtual and discernible features. Timber units must reserve 15-20% of unit area for wildlife retention areas with virtual delineation only, and all units must conform to Project Design Criteria requirements including slope-based restrictions, riparian buffers, and species-specific leave areas outlined in Attachment 5.

Corral G-Z IRSC Design Features
One objective of the Corral G-Z Contract is for the contractor to carry out sale preparation for future timber sales. This document provides context and outlines objectives to guide the work and ensure the project meets its intended goals.
Mandatory Item 4: Project Area Implementation Plan (Grizzly)
The focus of Item 4 is to refine and finalize the unit pools for commercial timber harvest as well as service units. The contractor will develop an implementation plan for the Grizzly sale.
Identification of Timber Treatments Timber treatment units will be categorized as one of the following:
a) ponderosa pine
b) dry mixed conifer
c) moist mixed conifer, or
d) transmission-line treatment with timber removal.
Timber units will be treated according to the prescriptions in Attachment 4.
Service work shall only be included where necessary to achieve the desired results, avoiding unnecessary treatments in areas that don’t require them.
Service work units shall be classified as one of the following:
i) Transmission Line Treatments (Large-tree thinning without timber removal)
ii) Transmission Line Treatment (Small-tree thinning)
iii) Cut, Skid, and Deck – Control Features
iv) Cut, Skid, and Deck – Timber Units
v) Cut, Skid, and Deck – Natural Stands
vi) Small and Large Tree Thinning – Whitebark Pine Restoration
vii) Small Tree Thinning - Old Growth
viii) Conifer Removal – Aspen
Service work units will be ground-verified by the contractor, and a determination will be made as to whether part or all of the unit in question requires service work according to the prescriptions listed in Attachment 4. Potential service units may be expanded beyond the extent of the polygons provided by the Forest Service if deemed necessary during ground verification. If, during the reconnaissance of potential timber units, the contractor finds areas without commercial value which could nonetheless benefit from one of the treatments listed above, these shall be added as units to the service plan.
Unit Delineation Units shall be delineated according to the following criteria:
- Treatment type
- Applicable DxP Prescription. For ponderosa pine and mixed conifer units, this will be determined by the predominant plant association group (PAG) in which the timber unit is located. A shapefile containing PAG layers will be provided to Contractor after contract award.
AMENDMENT 003
Bly Ranger District | July 2026
- Transmission line units must be categorized according to two potential prescriptions listed in
Attachment 4: large-tree thinning or small-tree thinning. Units must also be categorized as having adequate access for skidding and roadside decking (timber units) or not having adequate access (service units).
- The units for Transmission Line Treatments, Cut, Skid, and Deck – Control Features and Cut, Skid, and Deck – Natural Stands may not exceed a maximum size of 250 acres each.
- Overlapping treatments shall share a common boundary.
o For example, if only part of a timber removal unit requires CSD, it shall be split into two separate units: Ex) Unit 1: Timber removal and CSD, Unit 2: Timber removal.
This delineation best supports Forest Service activity tracking.
Unit Layout
- Both timber and service work unit boundaries that follow private property lines shall be flagged, tagged, painted, and GPS’ed according to the regulations in Attachment 1 – Forest Product Accountability Action Plan.
- Shared boundaries between two timber units with different prescriptions shall be flagged, tagged, and painted.
- Contractor is to maximize the use of virtual and discernible boundaries relative to the instructions in Attachment 1 – Forest Product Accountability Action Plan for both timber units and service work units.
- Boundaries to be delineated with geo-fence include, but are not limited to: boundaries between timber units and untreated Forest Service land, boundaries between timber units with the same prescription, and boundaries between timber units and service units.
- Ensure that all timber and service units conform to the requirements listed in Attachment 5 – Project Design Criteria. These include, but are not limited to, slope-based restrictions, riparian buffers, and species-specific leave areas.
- Timber units must reserve at least 15-20% of unit area for wildlife retention areas. Wildlife retention areas must meet the requirements listed in Attachment 5 – Project Design Criteria.
Additionally, all wildlife retention boundaries shall be delineated virtually. Do not flag, tag, or paint wildlife leaves.
