Summary of Corral G-Z Stewardship IRSC Solicitation 12363N26Q4181 Amendment 003
This is a solicitation for stewardship contracting services on the Fremont-Winema National Forest, Bly Ranger District. The contract encompasses mandatory work items (Items 2-8) and optional work items (Items 9-22) involving forest treatment, timber removal, and road maintenance across the Corral and Grizzly project areas. Mandatory service items include project management, resource protection plans, implementation monitoring, logging plan development, and cruise data collection, with estimated quantities ranging from 5,000 acres for monitoring to smaller acreages for specific treatments. Optional service items consist of various thinning and removal treatments across 56 to 5,000 acres per item, including whitebark pine restoration, old growth thinning, and aspen conifer removal. The timber/product removal price schedules require pricing for sawtimber (white fir and ponderosa pine) with estimated quantities of 124,403 tons and 2,838 tons respectively for the mandatory Corral project area. For the optional Grizzly project area, timber quantities are to be determined following cruise and appraisal, with minimum acceptable quotes ranging from $0.91 to $9.29 per ton; contractors must submit a Total Value Bid Premium for sawtimber at or above $0.00.
Contractors must submit firm-fixed unit prices for all applicable items and are required to provide both a primary proposal and an alternative proposal if an alternative plan is proposed. Stewardship credits will be established monthly as work is accepted and may be used to offset timber value payments. The contract includes a timber payment guarantee requiring contractors to maintain a minimum unobligated balance equal to estimated timber charges for 60 calendar days plus outstanding charges. All spatial data collected must comply with Federal Geographic Data Committee standards. Payment terms for funded stewardship work are 14 days from invoice approval. The solicitation incorporates standard FAR clauses including those addressing small business concerns, labor standards, employment eligibility, and equal opportunity requirements. Items 1 and 14 are non-pay items requiring no price proposal; all other mandatory and optional items require pricing.

SCHEDULE NOTES
Note: These schedules are for pricing/payment purposes. See Instructions to Quoters for business proposal requirements. Unit prices prevail.
Price Proposals MUST be provided on ALL Items in Schedules:
Mandatory Work Items 2 - 8, Optional Work Items 9 – 13 and 15 – 22 21, Total Quote for Corral Project Area for all Timber Products for the Price Schedule, and Total Value Bid Premium for Grizzly Project Areas. Items 1 and 14 are non-pay items and do not require a price proposal.
Contractors are required to submit a primary proposal for all work as shown in the SOI. Contractors that have an alternative plan must submit a second Alternative price proposal and Alternative technical proposal.
*Total quantities are unknown and solicited as estimated gross quantities. Completion and acceptance of Items 4 – 8 will determine true needed quantities for all other items. Contractor shall provide a fixed price per Item. Awarded Firm-Fixed unit prices prevail and WILL NOT be renegotiated or changed in future modifications to adjust quantities once known.
** Gross sawtimber volume is for evaluation purposes. Final commercial timber acres may be less than the estimated amount. The estimated gross tons of sawtimber for Optional Item 14 was calculated using a LiDAR model. Once final timber cruise volumes are established with the acceptance of Items 8, the Forest Service will conduct an independent timber appraisal using the R6 TEA appraisal system following the Forest Service Handbook direction, to determine Minimum Acceptable Quote timber rate. The final timber sale appraisal will not be shared. Logging Plan, and Cruise Data accepted from Items 7 and 8 WILL be used for the appraisal data entries to calculate logging costs. Low volume/value/quality treatment units should not be analyzed as commercial timber removal units, and proposed as such per Item 4. These treatment units shall be proposed as service treatment units and proposed to be treated using Items 15 – 22 21.
• There shall be mutual agreement between both parties to modify gross tons of sawtimber and set the contract timber rate with a bi-lateral modification to execute Optional Work Items. If an agreement of the appraised Minimum Acceptable Quote timber rate cannot be made within 14 business days from the date the appraised timber rate is shared, Grizzly Commercial Thin Units, optional service work and road maintenance will not be executed, and a bi-lateral modification will not occur.
• Included in the bi-lateral modification will be any revisions related Grizzly project areas in Appendix A, Appendix B Timber Specifications in its entirety associated with timber removal and Appendix C in its entirety associated with road maintenance.
Timber Subject to Agreement (TSA) is not required and if contractor is interested in removing TSA product, describe the desire to remove in Technical Proposal. Removal will not be included as a work item and will be at the contractor’s expense. Tons of removal may be negotiated at time of execution of Mandatory Item 1, Optional Item 14.
*** Contractors shall provide a Total Value Bid Premium for sawtimber ≥ $0.00 (enter in Timber/Product Removal Price Schedule (Grizzly Optional Project Area) – Row 3). The Total Value Bid Premium will be added to the final Contract Timber Value determined by the FS timber appraisal. To reduce risk to both parties due to over/under-run of volume, cruising standards will use a maximum allowed error of 20% for sawtimber; and Timber products will be scaled due to the use of Designation by Prescription. If the final appraised Timber Rate for Sawtimber is between $0.91/ton and $9.29/ton, Total Value Bid Premiums shall be binding and applied in

Stewardship credits may be cash or non-monetary (product value) and shall be earned at the rate as shown in award documents.
